16750 CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, July 18, 2016, 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members David Bunsness, Todd Campbell, Alan Johnson, Rob Ronayne, and Clint Rux, City Council Members Mark Remily and Jennifer Slaight-Hansen were absent. City Staff present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, and Dave McNeil. Mayor Levsen led the Pledge of Allegiance. MINUTES Rux moved, Bunsness seconded to approve the minutes of July 11, 2016, as circulated. All present voting aye, motion carried. OPEN FORUM – No one was present. Council Member Remily arrived at the meeting at 5:31 p.m. OLD BUSINESS ORDINANCE NO. 16-07-05 Bunsness moved, Campbell seconded to approve second reading and final adoption of Ordinance No. 16-07-05 amending Chapter 44 – Solid Waste of the Aberdeen City Code. Upon roll call, all present voting aye, motion carried. CONSENT CALENDAR Bunsness moved, Ronayne seconded to approve the following items on the consent calendar: LETTERS OF INTEREST – for the position of City Councilor SE District were received and placed on file in the Finance Office from the following five applicants: Liz Hannum; Warren Heitz; David Novstrup; Dennis “Mike” Olson; and Carl Perry. REQUEST FOR STREET USE – 22nd Avenue, NE between North State Street and North Dakota Street for a Neighborhood Block Party on July 31, 2016 Council Member Slaight-Hansen arrived at the meeting at 5:32 p.m. All voting aye, motion carried. Mayor Levsen described the City Councilor vacancy process. The candidates will go through a public interview process then a person will be selected and voted on by the City Council. Bunsness moved to overturn the Mayor’s proposal for filling the Council vacancy. Motion died for lack of second. NEW BUSINESS HEARING ON ALCOHOLIC BEVERAGE LICENSE This being the time and place set for a hearing on an application for a special liquor license for ACT2, Inc. at 417 South Main Street, recommendations to approve were received, Remily moved, Ronayne seconded to approve a Special Five-Day Retail Liquor License on August 3 – August 7, 2016 for ACT2, Inc. dba Aberdeen Community Theatre at 417 South Main Street. All voting aye, motion carried. PAYMENT REQUEST FOR THIRD AVE IMPROVEMENTS Remily moved, Rux seconded to approve and authorize the City Manager to sign Payment Request #1 in the amount of $452,070.09 to BX Civil & Construction, Inc. for work on the Third Avenue, SE Street Improvements Project. Upon roll call, all voting aye, motion carried. PAYMENT REQUEST FOR ROLLING HILLS POND PROJECT Rux moved, Campbell seconded to approve and authorize the City Manager to sign Payment Request #3 in the amount of $44,781.29 to B & B Contracting for work on the Rolling Hills Retention Pond Project. Upon roll call, all voting aye, motion carried. PAYMENT REQUEST FOR EIGHTH AVE RECONSTRUCTION  16751 Johnson moved, Ronayne seconded to approve and authorize the City Manager to sign Payment Request #3 in the amount of $691,950.79 to Reede Construction for work on the Eighth Avenue Reconstruction Project. Upon roll call, all voting aye, motion carried.
