CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, August 1, 2016, 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members
David Bunsness, Alan Johnson, Mark Remily, Rob Ronayne, and Clint Rux. City Council
Members Todd Campbell and Jennifer Slaight-Hansen were absent. City Staff present were
Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, and Cody Roggatz.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Ronayne moved, Remily seconded to approve the minutes of July 25 and July 26,
2016, as circulated. All present voting aye, motion carried.
OPEN FORUM – No one was present.
OLD BUSINESS
ORDINANCE NO. 16-07-01
Bunsness moved, Rux seconded to approve second reading and final adoption of
Ordinance No. 16-07-01 to rezone from (R-3) District to (I-2) District property described as
Lot 2, Dahme’s 3rd Addition in the SE ¼ of Section 14, T123N, R64W of the 5th P.M.,
Aberdeen, Brown County, South Dakota (321 South 7th Street). Upon roll call, all present
voting aye, motion carried.
ORDINANCE NO. 16-07-02
Ronayne moved, Remily seconded to approve second reading and final adoption of
Ordinance No. 16-07-02 to rezone from (I-2) District and (M) District to (M) District
property described as Lot 1, Browne Park Addition to the City of Aberdeen in the NW ¼ of
Section 18, T123N, R63W of the 5th P.M., Brown County, South Dakota (214 North Jackson
Street). Upon roll call, all present voting aye, motion carried.
ORDINANCE NO. 16-07-03
Rux moved, Bunsness seconded to approve second reading and final adoption of
Ordinance No. 16-07-03 to rezone from (C-2) District, (R-2) District, (R-3) District, (R-5)
District, and (I-2) District to (M) District property described as Lot 1, Water Tower Park
Subdivision of Block 14, Highland Park Addition (707 South 16th Street); Lots 2 and 3,
Wagner’s Second Addition (1414 and 1422 – 8th Avenue, SW); Lot 1, Railroad Subdivision
of Block 18, Highland Park Addition (812 South 14th Street); Lot 1, Railroad Second
Subdivision of Block 19, Highland Park Addition (1310 – 9th Avenue, SW); Lot 2, Beyer’s
Highland Park Addition (1301 – 9th Avenue, SW); Lot 1, Southwest Bike Trail Addition (925
South 12th Street). All in the NE ¼ and NW ¼ of Section 23, T123N, R64W of the 5th P.M.,
Aberdeen, Brown County, South Dakota. Upon roll call, all present voting aye, motion
carried.
ORDINANCE NO. 16-07-04
Remily moved, Ronayne seconded to approve second reading and final adoption of
Ordinance No. 16-07-04 to rezone from (I-2) District to (M) District property described as
Lot 5, Northwestern Gas Plant Addition to the City of Aberdeen in the W ½ of Section 18,
T123N, R63W of the 5th P.M., Brown County, South Dakota (1008 – 1st Avenue, NE).
Upon roll call, all present voting aye, motion carried.
CONSENT CALENDAR
Johnson moved, Remily seconded to approve the following items on the consent
calendar:
SET HEARING DATE – of August 15, 2016 at 5:30 p.m. for a discussion on renewal of a
Natural Gas Franchise.
SET JOINT HEARING DATE – of August 23, 2016 at 8:45 a.m. in County Commission

Chambers for the following petitions to rezone within the three-mile jurisdiction: Rezone
from (A-1) District to (M-AG) District property described as Lots 1 – 3, Jones Family
Subdivision in the NW ¼ of Section 27, T124N, R64W of the 5th P.M., Brown County,
South Dakota (12810 – 385th Avenue); Rezone from (C-2) District to (M) District property
described as Lot 3, E. Hwy #12 Addition in the NE ¼ of Section 22, T123N, R63W of the 5th
P.M., Brown County, South Dakota (5850 E. Hwy #12).
SET HEARING DATE – of August 22, 2016 at 5:30 p.m. in City Council Chambers for a
petition to rezone from (C-3) District to (R-3) District property described as Lot 1, Block 10,
North Aberdeen Addition in the NW ¼ of Section 13, T123N, R64W of the 5th P.M.,
Aberdeen, Brown County, South Dakota (123 North Main Street).

REQUEST FOR STREET USE – on North Penn Street from 12th Avenue to 14th Avenue for
a Neighborhood Block Picnic.
LOTTERY NOTICE – St. Mary’s Church – receive and place on file
APPLICATION FOR COMMUNITY EVENT PERMIT – for SD State Senior Games on
August 26 and August 27, 2016 in Aberdeen.
All present voting aye, motion carried.
NEW BUSINESS
ACCEPTANCE OF GIFTED FUNDS
Ronayne moved, Rux seconded to accept a gift from the SD All-Star Games of
$7,544.02, to accept assignment of future payments of $4,332, and to designate the gifted
funds to the Promotion Fund. All present voting aye, motion carried.
COMMUNITY EVENT PERMIT FOR NSU GYPSY DAY PARADE
Bunsness moved, Johnson seconded to approve a Community Event Permit for NSU
Gypsy Day Parade on October 1, 2016 including a request for street closings from North
Main Street and 15th Avenue North through Main Street to 12th Avenue South from 6:00 a.m.
to 1:00 p.m. All present voting aye, motion carried.
COMMUNITY EVENT PERMIT FOR COLLEGEPALOOZA
Rux moved, Remily seconded to approve a Community Event Permit contingent
upon current liability insurance for Aberdeen Downtown Association, NSU, PC, Aberdeen
Chamber of Commerce, and IHELP Student Loans for their CollegePalooza Event on August
25, 2016 including a request for street closings on Main Street from 4th Avenue to 6th Avenue
to Avenue Alleys from 12:00 noon until 7:00 p.m. All present voting aye, motion carried.
RIGHT TURN LANE FOR 8TH AVE PROJECT
Johnson moved, Remily seconded to approve to proceed with a change order in the
amount of $55,000 to $65,000 for the construction of a Right Turn Lane on the 8th Avenue
Reconstruction Project (ST-2016-1). In addition to the change order, the City will be
supplying some additional items around $10,000 that will be charged to the project. All
present voting aye, motion carried.
BILLS
Rux moved, Remily seconded to approve the following audited bills for services,
supplies, repairs, and maintenance: Dakotacare 47,511.74; M & T Fire & Safety Inc. 792.21;
Allegiant Emergency Service 533.88; Physio-Control Inc. 673.15; Honeywell Analytics Inc
650.00; Fleet Services 101.67; Sanford Health Occupational Service 75.00; United Parcel
Service 52.29; Morrison Construction 7,108.24; AT & T 965.59. Upon roll call, all present
voting aye, motion carried.
CITY MANAGER’S REPORT
Lynn Lander presented the 2017 Budget Proposal and 2017-2021 Capital Outlay

Program to the City Council.
There being no further business, Johnson moved, Ronayne seconded that the meeting
be adjourned. All present voting aye, motion carried.
