16782 CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, September 12, 2016, 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors David Bunsness, Todd Campbell, Dennis “Mike” Olson, Mark Remily, Rob Ronayne by telecommunication, Clint Rux, and Jennifer Slaight-Hansen. City Councilor Alan Johnson was absent. City Staff present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, Dave McNeil, Eric Duven, John Weaver, and Keith Theroux. Mayor Levsen led the Pledge of Allegiance. MINUTES Bunsness moved, Remily seconded to approve the minutes of September 6, 2016, as circulated. Upon roll call, all present voting aye, motion carried. OPEN FORUM – Laura Saunders was present to discuss the holding pond on 17th Avenue and 5th Street regarding vegetation growth and mosquitoes. PROCLAMATION – Mayor Levsen read and proclaimed September 18 through September 24, 2016 as “Surgical Technologist Week”. OLD BUSINESS ORDINANCE NO. 16-09-03 Bunsness moved, Campbell seconded to approve second reading and final adoption of Ordinance No. 16-09-03 amending Chapter 20 – Emergency Management Services regarding Private Ambulance Service. Upon roll call, all present voting aye, motion carried. CONSENT CALENDAR Slaight-Hansen moved, Remily seconded to approve the following items on the consent calendar: SET HEARING DATE – of September 26, 2016 at 5:30 p.m. for an application for a Special One-Day Liquor License on September 29, 2016 for Aberdeen Downtown Association’s Wine Walk on South Main Street from 6th Ave. to Railroad Ave. and for a Transfer of Retail On-Off sale Malt Beverage License with Video Lottery from JCW Investments LLC dba Aberdeen East Super 8 Motel, 2405- 6th Ave., SE to Rivett Lodging Aberdeen, LLC dba Aberdeen Super 8 E. Motel, 2405 – 6th Ave., SE. SET BID DATE – of September 27, 2016 at 2:00 p.m. for advertisement for bids on 2016- 2017 Snow Removal Services. LOTTERY NOTICE – Aberdeen Central Athletic Boosters – receive and place on file. Upon roll call, all present voting aye, motion carried. NEW BUSINESS PUBLIC HEARING ON CAPITAL IMPROVEMENTS PROGRAM This being the time and place set for a public hearing on the 2017 – 2021 Capital Improvement Program, Mayor Levsen opened the hearing. No one was present to testify. Mayor Levsen closed the hearing. Bunsness moved, Olson seconded to adopt the following Resolution No. 16-09-01R approving the 5-year Capital Improvement Program: WHEREAS, the Aberdeen Home Rule Charter provides for the submission of a Five- Year Capital Program to be proposed no later than the final date for submission of the budget, and WHEREAS, the City Manager has presented a capital program as required by his duties as City Manager with a public hearing being held on September 12, 2016 with the published notice on August 26, 2016, stating the meeting time and place, and WHEREAS, the City Council is required to adopt the capital program by resolution after the public hearing with or without amendment to the capital program. NOW, THEREFORE BE IT RESOLVED, that the City Council approves the capital  16783 program as presented by the City Manager and proposed at the public hearing held on September 12, 2016, without any amendments. Upon roll call, all present voting aye, motion carried. ANIMAL AND FOWL ORDINANCE AMENDMENT Remily moved, Campbell seconded to direct administrative staff to prepare amendments to Chapter 8 – Animals and Fowl of the Aberdeen City Code to allow pet foster homes with specific conditions in the City of Aberdeen. Upon roll call, Rux, Olson, Slaight- Hansen, Campbell, Ronayne, and Remily voting aye, Bunsness and Mayor Levsen voting nay, 6 ayes, 2 nays, motion carried. BIDS FOR SALT Bids were read and public opened on September 6, 2016 for 2016-2017 Roadway Deicing Salt. A detailed list of the bids is on file at the City Finance Office. Bunsness moved, Campbell seconded to award the Roadway Deicing Salt Bid in the amount of $104,850.00 to Johnson Feed, Inc. and authorize the City Manager and City Finance Officer to sign the necessary documents after approval by the City Attorney. Upon roll call, all present voting aye, motion carried. PAYMENT REQUESTS FOR AIRPORT PROJECTS Slaight-Hansen moved, Bunsness seconded to approve and authorize the City Manager to sign the following payment requests for work on Airport Improvement Projects: Pay Estimate #17 – AIP #3-46-0001-34-2014 Wetland Mitigation and Stormwater Improvements – Helms & Associates in the amount of $31,154.95; Pay Estimate #8 – AIP #3-46-0001-35-2015 Stormwater Improvements – B & B Contracting in the amount of $41,342.60; Pay Estimate #2B – AIP #3-46-0001-36-2016 Runway Decoupling – Jacobson Electric in the amount of $110,910.86; Pay Estimate #3A – AIP #3-46-0001-36-2016 Runway Decoupling – B & B Contracting in the amount of $980,978.77; Pay Estimate #13 – AIP #3-46-0001-36-2016 Runway Decoupling – Helms & Associates in the amount of $43,795.96.
