CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South
Dakota, October 31, 2016, 5:30 p.m., regular meeting of the Board of City Council Members,
Mayor Mike Levsen presiding. Present at roll call were City Councilors David Bunsness, Todd
Campbell, Alan Johnson, Mark Remily, Rob Ronayne, and Clint Rux. City Councilors Dennis
“Mike” Olson and Jennifer Slaight-Hansen were absent. City Staff present were Lynn Lander, Ron
Wager, Robin Bobzien, Brett Bill, Karl Alberts, Gavin Larsen, and Cody Roggatz.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Bunsness moved, Johnson seconded to approve the minutes of October 24 and 25, 2016, as
circulated. All present voting aye, motion carried.
PROCLAMATIONS
Mayor Levsen read and proclaimed November 1, 2016 as the “Extra Mile Day” and
November 3 – 11, 2016 as the “Annual Sale of Buddy Poppies by Veterans of Foreign Wars”.
OPEN FORUM – No one present.
OLD BUSINESS
ORDINANCE NO. 16-10-01
Rux moved, Johnson seconded to approve second reading and final adoption of Ordinance
No. 16-10-01 to rezone from (C-2) District and (R-3) District to (C-2) District property described as
Lots 1 and 2, Baggett’s First Addition (618 South Penn Street and 720 – 6th Ave., SE). Upon roll
call, all present voting aye, motion carried.
ORDINANCE NO. 16-10-05
Ronayne moved, Remily seconded to approve second reading and final adoption of
Ordinance No. 16-10-05 revising Section 46-368 of the City Code regarding designation of snow
emergency routes. Upon roll call, all present voting aye, motion carried.
CONSENT CALENDAR
Remily moved, Johnson seconded to approve the following items on the consent calendar:
CHANGE IN DATE – from November 26, 2016 to November 11, 2016 for a Special Retail On-
Sale Liquor License for the Yelduz Shriners’ Turkey Shoot at 802 South Main Street.
LICENSE – Ambulance Driver – Andrew Wolter
DEPARTMENTS’ BOARDS REPORTS AND MINUTES – Aberdeen Regional Airport Board
Meeting Minutes; Alexander Mitchell Library Board Meeting Minutes; Aberdeen City Planning

NEW BUSINESS
ORDINANCE NO. 16-10-06
Ordinance No. 16-10-06 supplementing the 2016 Budget for various unanticipated projects,
activities, and expenses was presented. Bunsness moved, Remily seconded to approve first reading
of Ordinance No. 16-10-06. Upon roll call, all present voting aye, motion carried.
HEARING ON SPECIAL ALCOHOL LICENSE
This being the time and place set for a hearing on an application for a Special Five-Day
Retail On-Sale Liquor License on November 2 – 6, 2016 for ACT2, Inc. at 417 South Main Street,
recommendations to approve were received, Remily moved, Campbell seconded to approve a
Special Five-Day Retail On-Sale Liquor License on November 2 – 6, 2016 for ACT2, Inc. dba
Aberdeen Community Theatre, 417 South Main Street. All present voting aye, motion carried.
REQUEST FOR TAX ABATEMENT
A request for a property tax abatement at 204 – 3rd Curve in Lakeside Estates was presented.
Campbell moved, Remily seconded to approve the property tax abatement for Naleen Doll at 204 –
16817
3rd Curve in the total amount of $70.73 of which the City’s share is $16.25. All present voting aye,
motion carried.
SDDOT GRANT FOR RIDE LINE
Rux moved, Johnson seconded to approve and authorize the City Manager to sign the
Section 5339 Grant Agreement with SD Department of Transportation for Ride Line allowing
funds for a pickup, a 250 gallon tank, a pump system, annual software fees, paint supplies, and
floor/roof sealing. All present voting aye, motion carried.

Johnson moved, Remily seconded to approve the following audited bills for services,

JOINT CITY/COUNTY PROCEEDINGS
Brown County Commission Chambers, 25 Market Street, Brown County Courthouse,
Aberdeen, South Dakota, November 1, 2016, 8:45 a.m., Joint City/County Meeting. Mayor Mike
Levsen presiding. City Councilors present were David Bunsness, Alan Johnson, Rob Ronayne, and
Clint Rux. City Councilors Todd Campbell, Dennis “Mike” Olson, Mark Remily, and Jennifer
Slaight-Hansen were absent. Brown County Commissioners present were Tom Fischbach, Doug
Fjeldheim, Nancy Hansen, Duane Sutton, and Rachel Kippley. City Staff present were Brett Bill
and Karl Alberts. County Auditor Maxine Fischer was present.
ORDINANCE NO. 16-10-02
Rux moved, Johnson seconded to approve second reading and final adoption of Ordinance
No. 16-10-02 to rezone from (A-1) District to (M-AG) District property described as Lots 1 and 2,
Rohr Third Subdivision (12989 and 12993 Rohr Drive). Upon roll call, all present voting aye,
motion carried.

Ordinance No. 16-10-02-460. All present voting aye, motion carried.
There being no further business, Bunsness moved, Ronayne seconded that the meeting be
