CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, January 9, 2017, at 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors David
Bunsness, Todd Campbell, Alan Johnson, Dennis “Mike” Olson, Mark Remily, Rob
Ronayne by teleconference call, Clint Rux, and Jennifer Slaight-Hansen. City Staff present
were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, and Dave McNeil.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Campbell moved, Remily seconded to approve the minutes of January 3, 2017, as
circulated. Upon roll call, all voting aye, motion carried.
OPEN FORUM – Boy Scouts were present to observe the meeting.

NEW BUSINESS
HEARING ON SPECIAL LIQUOR LICENSES
This being the time and place set for a hearing on applications for Special One-Day
Liquor Licenses for Aberdeen Area Chamber of Commerce’s Business After Hours on
January 12, 2017 and February 9, 2017, recommendations received were to approve
contingent upon location inspections, Rux moved, Olson seconded to approve the Special
One-Day Liquor Licenses for Aberdeen Area Chamber of Commerce’s Business After Hours
on January 12, 2017 at 208 South Main Street and on February 9, 2017 at 302 South 2nd
Street contingent upon location inspections by the Health Department. Upon roll call, all
voting aye, motion carried.
JOINT AGREEMENT WITH NECOG
Bunsness moved, Slaight-Hansen seconded to authorize the Mayor to sign the Joint
Cooperative Agreement for the upcoming year with Northeast Council of Governments for
the City of Aberdeen. Upon roll call, all voting aye, motion carried.
PAYMENTS FOR AIRPORT PROJECT
Remily moved, Johnson seconded to approve and authorize the City Manager to sign
Payment Request #17 in the amount of $23,880.73 to Helms & Associates and Payment

Request #6B in the amount of $25,902.45 to Jacobson Electric for work on the Airport AIP
#3-46-0001-36-2016 Runway 17/35 Decoupling Project. Upon roll call, all voting aye,
motion carried.
PAYMENT FOR LIBRARY PROJECT
Bunsness moved, Olson seconded to approve Payment Request #10 in the amount of
$350,216.22 to Quest Construction, LLC for work on the new Library Construction Project.
Upon roll call, all voting aye, motion carried.
PAYMENT FOR MOCCASIN CREEK VEGETATION PROJECT
Remily moved, Rux seconded to approve and authorize the City Manager to sign
Payment Request #1 in the amount of $92,531.25 to B & B Contracting for work on the
Moccasin Creek Vegetation Maintenance and Enhancement Project. Upon roll call, all
voting aye, motion carried.
PAYMENT FOR BOYD ST. HOLDING POND PROJECT
Remily moved, Slaight-Hansen seconded to approve and authorize the City Manager
to sign Payment Request #1 in the amount of $130,819.01 to B & B Contracting for work on
the Boyd St. Holding Pond Project. Upon roll call, all voting aye, motion carried.
PAYMENT FOR S. WASHINGTON ST. PARKING LOT PROJECT
Johnson moved, Campbell seconded to approve and authorize the City Manager to
sign Payment Request #3 in the amount of $4,322.05 to Lien Transportation for work on the
South Washington St. Parking Lot Improvements Project. Upon roll call, all voting aye,

Lynn Lander presented the City Manager’s Report.
REQUEST FOR TAX ABATEMENT
Campbell moved, Rux seconded to approve a property tax abatement due to a clerical
error in tax calculation for Christopher Stucke at 714 North Main Street in the amount of
$198.69 of which the City’s share is $51.36. Upon roll call, all voting aye, motion carried.
There being no further business, Remily moved, Bunsness seconded that the meeting
be adjourned. All voting aye, motion carried.
