16870 CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, January 23, 2017, at 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors David Bunsness, Todd Campbell, Alan Johnson, Dennis “Mike” Olson, Mark Remily, Rob Ronayne, Clint Rux, and Jennifer Slaight-Hansen. City Staff present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, and Jay Tobin. Mayor Levsen led the Pledge of Allegiance. MINUTES Olson moved, Rux seconded to approve the minutes of January 17, 2017, as circulated. All voting aye, motion carried. OPEN FORUM – No one was present. OLD BUSINESS ORDINANCE NO. 17-01-02 Bunsness moved, Ronayne seconded to approve second reading and final adoption of Ordinance No. 17-01-02 amending Chapter 58 – Vehicles For Hire to repeal the regulation of delivery vehicles for hire. Upon roll call, all voting aye, motion carried. CONSENT CALENDAR Rux moved, Olson seconded to approve the following items on the consent calendar: SET HEARING DATE – of February 6, 2017 at 5:30 p.m. for applications for alcoholic beverage licenses for a Special One-Day Retail On-Sale Liquor License on February 9, 2017 for Yelduz Shriners dba Wine and Canvas Event, 802 South Main Street and new Retail On- Off Sale Wine and Retail On-Off Sale Malt Beverage Licenses for APEX Events, LLC dba NSU Barnett Center Suite Area, 1302 South State Street. SET HEARING DATE – of February 13, 2017 at 5:30 p.m. for a Petition to Vacate Public Right-Of-Way for the entire 16’ wide Public Alley Right-Of-Way commencing at the South Side of 12th Ave., SE and continuing South 225’ to point of termination located between and adjacent to Lots R11 and R12 to Northern State College and Lot 1, Wesley Replat (Alley South of 12th Ave., SE between South Lincoln Street and South Washington Street). NEW BUSINESS ORDINANCE NO. 17-01-01 Ordinance No. 17-01-01 amending Ordinance No. 1164 to rezone from (C-2) District to (R-3) District property described as Lot 4, Rehfeld’s Replat of Lot A, Block 1, Pleasant Hill Addition in the NE ¼ of Section 23, T123N, R64W of the 5th P.M., Aberdeen, Brown County, SD (613 South 11th Street) was presented. Johnson moved, Bunsness seconded to approve first reading of Ordinance No. 17-01-01. Upon roll call, all voting aye, motion carried. APPOINTMENT TO BOARD OF ZONING ADJUSTMENT Ronayne moved, Remily seconded to approve the appointment of Pat Schumacher to replace Rich Kezar on the Board of Zoning Adjustment. All voting aye, motion carried. CHANGE ORDER/PAYMENT FOR METAL STORAGE BLDG PROJECT Bunsness moved, Olson seconded to approve and authorize the City Manager to sign Change Order #1 in the amount of $4,000.00 and Payment Request #6 in the amount of  16871 $4,000.00 to North Central Steel Systems for work performed on the Metal Storage Building Project.
