JOINT CITY/COUNTY PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, April 24, 2017, at 5:30 p.m., Joint City Council/County Commission Meeting.
Mayor Mike Levsen presiding. Present at roll call were City Councilors David Bunsness,
Todd Campbell, Alan Johnson, Dennis “Mike” Olson, Mark Remily, Rob Ronayne, Clint
Rux, and Jennifer Slaight-Hansen. Brown County Commissioners present were Tom
Fischbach, Doug Fjeldheim, and Nancy Hansen. Brown County Commissioners Duane
Sutton and Rachel Kippley were absent. City Staff present were Lynn Lander, Ron Wager,
Robin Bobzien, Brett Bill, Karl Alberts, and Chris Gross. County Auditor Maxine Fischer
was present.
ORDINANCE NO. 17-04-01
Ordinance No. 17-04-01 amending Ordinance No. 1164 to rezone from (A-1) District
to (M-AG) District for property described as proposed Lot 1, Dorn Subdivision in the NW ¼
of Section 23, T123N, R63W of the 5th P.M., Brown County, South Dakota (1/2 Mile South
of Hwy. 12 and 392nd Avenue on the East Side of the road; Part of 1115-392nd Avenue) was
presented. Remily moved, Bunsness seconded to approve first reading of Ordinance No. 17-
04-01. Upon roll call, all voting aye, motion carried.
Fischbach moved, Hansen seconded to approve first reading of Ordinance No. 17-04-
01 (467) as presented. All present voting aye, motion carried.
ORDINANCE NO. 17-04-02
Ordinance No. 17-04-02 amending Ordinance No. 1164 to rezone from (A-1) District
to (R-2) District for property described as Lot C in the SW ¼, SW ¼, of Section 21, T123N,
R63W of the 5th P.M., Brown County, South Dakota (1519 S. Melgaard Road) was
presented. Rux moved, Remily seconded to approve first reading of Ordinance No. 17-04-
02. Upon roll call, all voting aye, motion carried.
Hansen moved, Fischbach seconded to approve first reading of Ordinance No. 17-04-
02 (468) as presented. All present voting aye, motion carried.
There being no further business, Fischbach moved, Hansen seconded that the meeting

CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, April 24, 2017, at 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors David
Bunsness, Todd Campbell, Alan Johnson, Dennis “Mike” Olson, Mark Remily, Rob
Ronayne, Clint Rux, and Jennifer Slaight-Hansen. City Staff present were Lynn Lander, Ron
Wager, Robin Bobzien, Brett Bill, Karl Alberts, and Chris Gross.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Rux moved, Olson seconded to approve the minutes of April 17, 2017, as circulated.
All voting aye, motion carried.
PROCLAMATION
Mayor Levsen read and proclaimed April 28, 2017 as “Arbor Day”.
OPEN FORUM – No one was present.
CONSENT CALENDAR
Johnson moved, Ronayne seconded to approve the following items on the consent
calendar:
SET BID DATE – of May 9, 2017 at 2:00 p.m. for an advertisement for bids on One New
Pipeline Inspection System for the Public Works Department-Utility Division.

SET BID DATE – of May 16, 2017 at 2:00 p.m. for an advertisement for bids on the 2017
Water Reclamation Facility Digester Cleaning Project.
SET PUBLIC AUCTION SALE DATE – of May 12, 2017 at 5:30 p.m. for the sale of City
Surplus Items at Public Works Shop area located at the 1000 Block of Third Avenue, SW or
near the corner of 10th Street South and Third Avenue, SW.

NEW BUSINESS
ORDINANCE NO. 17-04-03
Ordinance No. 17-04-03 amending Ordinance No. 1164 to rezone from (R-3) District
to (C-1)/(R-4) Districts for property described as Lot 1, North Main Fire Station Number 2
Subdivision in the NW ¼ of Section 13, T123N, R64W of the 5th P.M., Aberdeen, Brown
County, SD (604 North Main Street) was presented. Campbell moved, Rux seconded to
approve first reading of Ordinance No. 17-04-03. Upon roll call, all voting aye, motion
carried.
ORDINANCE NO. 17-04-05
Ordinance No. 17-04-05 amending the City Code and establishing a Board of Ethics
to uphold the City of Aberdeen Conflicts of Interest Policy was presented. Ronayne moved,
Bunsness seconded to approve first reading of Ordinance No. 17-04-05. Upon roll call, all
voting aye, motion carried.
HEARING ON SPECIAL LIQUOR LICENSES
This being the time and place set for a hearing on an application for Special One-Day
Retail On-Sale Liquor Licenses for Yelduz Shriners’ Events at 802 South Main Street,
recommendation to approve were received, Remily moved, Olson seconded to approve the
Special One-Day Retail On-Sale Liquor License for Yelduz Shriners at 802 South Main
Street for events on April 29, June 10, July 1, September 9, October 7, November 4, and
November 11, 2017 however the City Council has the ability to change or revoke the Special
Liquor Licenses if complaints are received. All voting aye, motion carried.

Bunsness moved, Slaight-Hansen seconded to approve the following audited bills for
services, supplies, repairs, and maintenance: Northwestern Energy 19,907.16; Wellmark
Blue Cross/Blue Shield 40,000.00; Direct Automation LLC 59,311.33; Morrison
Construction 10,226.58; Boys & Girls Club of Aberdeen 34,790.62; Taylor Laundry 37.50;
