CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, May 8, 2017, at 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors David
Bunsness, Todd Campbell, Dennis “Mike” Olson, Mark Remily, Rob Ronayne, Clint Rux,
and Jennifer Slaight-Hansen. City Councilor Alan Johnson was absent. City Staff present
were Lynn Lander, Ron Wager, Robin Bobzien, Ken Hubbart, Karl Alberts, Dave McNeil,
and Cody Roggatz.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Rux moved, Olson seconded to approve the minutes of May 1, 2017, as circulated.
All present voting aye, motion carried.
PROCLAMATIONS
Mayor Levsen read and proclaimed May 7 – 13, 2017 as “National Travel and
Tourism Week” and May 13, 2017 as “Letter Carriers’ Food Drive Day”.
OPEN FORUM
Lucas Murray was present to discuss fishing near the Water Treatment Plant.
CONSENT CALENDAR
Olson moved, Ronayne seconded to approve the following items on the consent
calendar:
SET HEARING DATE – of May 22, 2017 at 5:30 p.m. for applications for Special One-Day
Retail On-Sale Liquor Licenses and Community Event Permits for the Aberdeen Downtown
Association’s Downtown Summer Concert Series on June 8, 2017 for Arch Allies on South
Main Street from 3rd Avenue to 4th Avenue and on June 24, 2017 for Pop Rocks on South
Main Street from 3rd Avenue to 4th Avenue.
LICENSE – Residential Building Contractor – David Land
REQUEST FOR STREET USE – for Jan Sandvig for a Neighborhood Block Party on 17th
Avenue, NE between North State Street and North Dakota Street on May 21, 2017.
DECLARE SURPLUS PROPERTY – City vehicles and miscellaneous items for sale at the
public auction to be held on May 12, 2017 at the Public Works Department.
All present voting aye, motion carried.
NEW BUSINESS
RESOLUTION FOR ANNEXATION INTO CITY LIMITS
A petition of voluntary annexation received from Lamont Companies, Inc. for
proposed Lot 1, Lamont Eleventh Addition in the NE ¼ of Section 20, T123N, R63W of the
5th P.M., Brown County, South Dakota dba 1104 South Melgaard Road was presented.
Bunsness moved, Remily seconded to approve Resolution No. 17-05-01R for the annexation
of Lot 1, Lamont Eleventh Addition into the city limits. All present voting aye, motion
carried.
REPLACE APPENDIXES OF CONFLICTS OF INTEREST POLICY
Ronayne moved, Bunsness seconded to amend the City of Aberdeen Conflicts of
Interest Policy by replacing Appendixes A and B with revised Conflict Disclosure Forms and
to authorize the Mayor to sign the documents. All present voting aye, motion carried.
PROPERTY TAX ABATEMENT
Campbell moved, Remily seconded to approve a property tax abatement for 519
Production Street in the total amount of $18,951.48 of which the City’s share is $4,898.96.
Motion passed by voice vote with Ronayne voting nay.
PAYMENT FOR RUNWAY DECOUPLING PROJECT
Rux moved, Slaight-Hansen seconded to approve and authorize the City Manager to

sign Payment Request #21 in the amount of $2,938.97 to Helms & Associates for work on
the Airport AIP #3-46-0001-36-2016 Runway 17/35 Decoupling Project. Upon roll call, all
present voting aye, motion carried.
