CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, August 28, 2017, at 5:30 p.m., regular meeting of the Board of City Council
Members, Deputy Mayor Rob Ronayne presiding. Present at roll call were City Councilors
David Bunsness, Alan Johnson, Dave Lunzman, Dennis “Mike” Olson, Mark Remily, Clint
Rux, and Jennifer Slaight-Hansen. Mayor Mike Levsen was absent. City Staff present were
Lynn Lander, Ron Wager, Stuart Nelson, Ken Hubbart, Karl Alberts, Jay Tobin, and Cody
Roggatz.
Deputy Mayor Ronayne led the Pledge of Allegiance.
MINUTES
Bunsness moved, Rux seconded to approve the minutes of August 21 and 22, 2017,
as circulated. All present voting aye, motion carried.
OPEN FORUM – No one was present.
OLD BUSINESS
ORDINANCE NO. 17-08-02
Bunsness moved, Olson seconded to approve second reading and final adoption of
Ordinance No. 17-08-02 to rezone from (M) District and (R-2)/(R-4) Districts to (R-2)/(R-4)
Districts for property described as Lot 2A and Lot 3A, Block 4, Dakota Estates Subdivision
to the City of Aberdeen in the SW ¼ of Section 6, T123N, R63W of the 5th P.M., Brown
County, South Dakota (1019 – 27th Avenue, NE). Upon roll call, all present voting aye,
motion carried.
ORDINANCE NO. 17-08-03
Johnson moved, Bunsness seconded to approve second reading and final adoption of
Ordinance No. 17-08-03 to rezone from (M) District and (R-2)/(R-4) Districts to (M) District
for property described as Lot 1A, Block 4, Dakota Estates Subdivision to the City of
Aberdeen in the SW ¼ of Section 6, T123N, R63W of the 5th P.M., Brown County, South
Dakota (Lot North of 27th Avenue, NE and Lee Street – 2725 North Harrison Street). Upon
roll call, all present voting aye, motion carried.
CONSENT CALENDAR
Bunsness moved, Lunzman seconded to approve the following items on the consent
calendar:

NEW BUSINESS
ORDINANCE NO. 17-08-04
Ordinance No. 17-08-04 authorizing the issuance and sale of bonds for Tax Increment
Financing (TIF) District No. 27 with a maximum allowable issuance amount of $1,440,000
was presented. Bunsness moved, Rux seconded to approve first reading of Ordinance No.
17-08-04. Upon roll call, all present voting aye, motion carried.
HEARINGS ON ALCOHOLIC BEVERAGE LICENSES
This being the time and place set for a hearing on applications for transfers of Retail
On-Sale Liquor and Package Off-Sale Liquor Licenses from Dakota Lodging Ltd. At 2727 –
6th Avenue, SE to Teton Development, LLC at 901 – 6th Avenue, SE Suite #100,
recommendations to approve contingent upon location inspections were received, Johnson

moved, Bunsness seconded to approve the transfers of Retail On-Sale Liquor and Package
Off-Sale Liquor Licenses from Dakota Lodging Ltd. at 2727 – 6th Avenue, SE (Inactive
Status) to Teton Development, LLC at 901 – 6th Avenue, SE Suite #100 (Active Status)
contingent upon location inspections by the Health and Fire Departments. All present voting
aye, motion carried.
This being the time and place set for a hearing on an application for a Special One-
Day Liquor License on September 16, 2017 for the Yelduz Shriners for an Overby Wedding
Reception at 802 South Main Street, recommendations to approve contingent upon a location
inspection were received, Slaight-Hansen moved, Remily seconded to approve a Special
One-Day Liquor License on September 16th for Yelduz Shriners at 802 South Main Street
contingent upon a location inspection by the Health Department and authorize payment of
$50.00 to Yelduz Shriners for a refund on special liquor license requests withdrawn. All
present voting aye, motion carried.
WRITE-OFF UNCOLLECTIBLE AMBULANCE ACCOUNTS
City Finance Officer Karl Alberts presented a request from the Finance Office and the
Aberdeen Fire & Rescue Collection Specialist to declare certain unpaid ambulance accounts
uncollectible and allow the Finance Office to write-off these balances. Bunsness moved, Rux
seconded to declare $114,535.94 in unpaid ambulance accounts uncollectible and allow the
Finance Office to write-off these balances. All present voting aye, motion carried.
FAA GRANT AGREEMENT AND GRANT OFFER
Transportation Director Cody Roggatz presented a Federal Aviation Administration
(FAA) Grant Agreement and Grant Offer for Airport AIP Project #3-46-0001-37-2017 to
acquire Snow Removal Equipment, conduct a new Wildlife Hazard Assessment, and prepare
a new Wildlife Hazard Management Plan. Johnson moved, Slaight-Hansen seconded to
approve and authorize the City Manager to sign the FAA Grant Offer for the AIP Project #3-
46-0001-37-2017 for the Aberdeen Regional Airport. All present voting aye, motion carried.

Bunsness moved, Olson seconded to approve the following audited bills for services,
supplies, repairs, and maintenance: ETS Corporation 1,250.00; Dacotah Bank 3,700.00; Plug
N Pay 1,000.00; Infintech 1,000.00; Dakotacare Administrative 35,738.12; Wellmark Blue
Cross/Blue Shield 40,000.00; Northwestern Energy 3,181.12; Swede’s Body Shop 1,684.00;
United Parcel Service 110.01; Pheasant Country Repair 150.00; Matheson Tri-Gas Inc 43.76;
Zion Lutheran Church 42.60; Avera St Luke’s 68.40; Alliance Contracting 27.03; Pat Carlson

CITY MANAGER’S REPORT
Lynn Lander presented the City Manager’s Report regarding proposed ordinance
revisions for the installation of sidewalks within the city. City Attorney Ron Wager
explained proposed ordinance changes to the City Code regarding required sidewalks on
certain real estate.
There being no further business, Bunsness moved, Rux seconded that the meeting be
adjourned. All present voting aye, motion carried.

JOINT CITY COUNCIL /COUNTY COMMISSION PROCEEDINGS
Brown County Commission Chambers, 25 Market Street, Aberdeen, South Dakota,
August 29, 2017, at 8:45 a.m., Joint City Council/County Commission Meeting. Deputy
Mayor Rob Ronayne presiding. Present at roll call were City Councilors David Bunsness,

Alan Johnson, Dave Lunzman, Dennis “Mike” Olson, and Jennifer Slaight-Hansen. Mayor
Mike Levsen and City Councilors Mark Remily and Clint Rux were absent. Brown County
Commissioners present were Tom Fischbach, Doug Fjeldheim, Nancy Hansen, Duane
Sutton, and Rachel Kippley. City Staff present were Brett Bill and Karl Alberts. County
Auditor Maxine Fischer was present.
ORDINANCE NO. 17-08-01
Bunsness moved, Johnson seconded to approve second reading and final adoption of
Ordinance No. 17-08-01 to rezone from (A-1) District to (M-AG) District for property
described as proposed Lot 1, Locken Airport Addition to Aberdeen in the SW ¼ of Section
21, T123N, R63W of the 5th P.M., Brown County, South Dakota (4103 – 134th Street SE).
Upon roll call, all present voting aye, motion carried.
Fischbach moved, Sutton seconded to approve second reading and final adoption of
Ordinance No. 17-08-01 (469). All voting aye, motion carried.
There being no further business, Bunsness moved, Lunzman seconded that the
