CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, August 21, 2017, at 5:30 p.m., regular meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors David
Bunsness, Alan Johnson, Dave Lunzman, Dennis “Mike” Olson, Mark Remily, Rob
Ronayne, Clint Rux, and Jennifer Slaight-Hansen. City Staff present were Ron Wager, Robin
Bobzien, Ken Hubbart, Karl Alberts, and Dave McNeil.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Slaight-Hansen moved, Rux seconded to approve the minutes of August 14, 2017, as
circulated. All voting aye, motion carried.
OPEN FORUM – No one was present.
CONSENT CALENDAR
Ronayne moved, Remily seconded to approve the following items on the consent
calendar:
SET HEARING DATE – of September 5, 2017 at 5:30 p.m. for an application for transfer of
Retail On-Sale Liquor License from Veterans Foreign Wars dba VFW Club, 821 Circle Drive
(Inactive Status) to Veterans Foreign Wars dba VFW Clubroom, 802 South Main Street
(Active Status).
SET HEARING DATE – of September 5, 2017 at 5:30 p.m. for applications for Special One-
Day Liquor Licenses and Community Event Permits for Aberdeen Downtown Association’s
Events on September 12, 2017 for the Wine & Beer Walk dba South Main Street from 6th

NEW BUSINESS
ORDINANCE NO. 17-08-02
Ordinance No. 17-08-02 amending Ordinance No. 1164 to rezone from (M) District
and (R-2)/(R-4) Districts to (R-2)/(R-4) Districts for property described as Lot 2A and Lot
3A, Block 4, Dakota Estates Subdivision to the City of Aberdeen in the SW ¼ of Section 6,
T123N, R63W of the 5th P.M., Brown County, SD (1019 – 27th Avenue, NE) was presented.
Bunsness moved, Olson seconded to approve first reading of Ordinance No. 17-08-02.
Upon roll call, all voting aye, motion carried.
ORDINANCE NO. 17-08-03
Ordinance No. 17-08-03 amending Ordinance No. 1164 to rezone from (M) District
16998
and (R-2)/(R-4) Districts to (M) District for property described as Lot 1A, Block 4, Dakota
Estates Subdivision to the City of Aberdeen in the SW ¼ of Section 6, T123N, R63W of the
5th P.M., Brown County, SD (Lot North of 27th Avenue, NE and Lee Street – 2725 North
Harrison Street) was presented. Upon roll call, all voting aye, motion carried.
HEARING ON SPECIAL LIQUOR LICENSES
This being the time and the place set for a hearing on applications for Special Liquor
Licenses for the Aberdeen Area Chamber of Commerce’s Business After Hours on
September 7 and 14, 2017 and October 12, 2017, recommendations to approve were
received, Remily moved, Ronayne seconded to approve Special One-Day On-Sale Liquor
Licenses on September 7, 2017 at Wylie Park Pavilion, 2306 – 24th Avenue, NW, September
14, 2017 at Boys & Girls Club, 1121 – 1st Avenue, SE, and October 12, 2017 at Quality
Quick Print, 2217 – 6th Avenue, SE for Aberdeen Area Chamber of Commerce’s Business
After Hours contingent upon inspections by the Health Department. All voting aye, motion
carried.
REQUEST TO DECLARE SURPLUS PROPERTY
Bunsness moved, Rux seconded to approve the request from the Fire/Rescue
Department to declare toughbook computers and vehicle mounts as surplus property to be
given to Brown County Communications. All voting aye, motion carried.
MOTOR GRADER RENTALS
A bid was received and publicly opened on August 15, 2017 at 2:00 p.m. for Motor
Grader Rentals for Snow Removal. A detailed list of the bid is on file at the City Finance
Office. Johnson moved, Rux seconded to award the Motor Grader Rental Bid to Butler
Machinery for the 2017 – 2018 Snow Removal Season and authorize the City Manager to
sign the necessary documents after approval by the City Attorney. All voting aye, motion
carried.

Slaight-Hansen moved, Ronayne seconded to approve the following audited bills for
services, supplies, repairs, and maintenance: Northwestern Energy 24,142.74; NVC 481.09;
CenturyLink 3,396.05; Wellmark Blue Cross/Blue Shield 40,000.00; Business Improvement

Brown County Commission Chambers, 25 Market Street, Aberdeen, South Dakota,
August 22, 2017, at 8:45 a.m., Joint City Council/County Commission Meeting. Deputy
Mayor Rob Ronayne presiding. Present at roll call were City Councilors Dennis “Mike”
Olson, Mark Remily, Clint Rux, and Jennifer Slaight-Hansen. Mayor Mike Levsen and City
Councilors David Bunsness, Alan Johnson and Dave Lunzman were absent. Brown County
Commissioners present were Tom Fischbach, Doug Fjeldheim, Nancy Hansen, Duane
Sutton, and Rachel Kippley. City Staff present were Ken Hubbart and Karl Alberts. County
Auditor Maxine Fischer was present.
ORDINANCE NO. 17-08-01
Ordinance No. 17-08-01 amending Ordinance No. 1164 to rezone from (A-1) District
to (M-AG) District for property described as proposed Lot 1, Locken Airport Addition to
Aberdeen in the SW ¼ of Section 21, T123N, R63W of the 5th P.M., Brown County, SD
(4103 – 134th Street SE) was presented. Slaight-Hansen moved, Rux seconded to approve
first reading of Ordinance No. 17-08-01. Upon roll call, all present voting aye, motion
carried.
Sutton moved, Fjeldheim seconded to approve first reading of Ordinance No. 17-08-
01 (469) as presented. All voting aye, motion carried.
There being no further business, Rux moved, Olson seconded that the meeting be
adjourned. All present voting aye, motion carried.
