16992 City Council met for a work session at 4:00 p.m. on August 14, 2017 in City Council Chambers to discuss the proposed 2018 City Budget. City Council present were Mayor Mike Levsen and City Councilors David Bunsness, Alan Johnson, Dave Lunzman, Dennis “Mike” Olson, Rob Ronyane, Clint Rux, and Jennifer Slaight-Hansen. No action was taken by the Council. CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, August 14, 2017, at 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors David Bunsness, Alan Johnson, Dave Lunzman, Dennis “Mike” Olson, Rob Ronayne, Clint Rux, and Jennifer Slaight-Hansen. City Councilor Mark Remily was absent. City Staff present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, Dave McNeil, and Cody Roggatz. Mayor Levsen led the Pledge of Allegiance. MINUTES Ronayne moved, Slaight-Hansen seconded to approve the minutes of August 7, 2017, as circulated. All present voting aye, motion carried. OPEN FORUM – No one was present. CONSENT CALENDAR Johnson moved, Rux seconded to approve the following items on the consent calendar: SET HEARING DATE – of August 28, 2017 at 5:30 p.m. for an application for Special One- Day Liquor Licenses for Yelduz Shriners at 802 South Main Street for September 16, 2017 dba Overby Wedding Reception, September 30, 2017 dba Gypsy Day Dueling Piano, and October 28, 2017 dba Rose Wedding Reception. SET BID DATE – of August 29, 2017 at 2:00 p.m. for an advertisement for bids on 1800 Tons of Roadway Deicing Salt for 2017 – 2018. LICENSE – Taxi Cab Driver – Brenda Hall LOTTERY NOTICES – Aberdeen Central Athletic Booster Club and Aspire Foundation – receive and place on file. SET HEARING DATE – of August 28, 2017 at 5:30 p.m. for applications for the transfers of Retail On-Sale Liquor License and Package Off-Sale Liquor License from Dakota Lodging Ltd. dba Ramada Inn, 2727 – 6th Avenue, SE (Inactive Status) to Teton Development, LLC dba Teton Development LLC, 901 – 6th Avenue, SE, Suite 100 (Active Status). All present voting aye, motion carried. NEW BUSINESS PUBLIC HEARING ON CAPITAL IMPROVEMENTS This being the time and place set for a public hearing regarding the 2018 Capital Improvement Program, Mayor Levsen opened the hearing. No one was present to discuss or make comments on the Capital Improvement Program presented. Mayor Levsen closed the hearing. Bunsness moved, Rux seconded to approve Resolution No. 17-08-02R as follows: WHEREAS, the Aberdeen Home Rule Charter provides for the submission of a Five- Year Capital Improvement Program to be proposed no later than the final date for submission of the budget, and WHEREAS, the City Manager has presented a Capital Improvement Program as required by his duties as City Manager with a public hearing being held on August 14, 2017 with the published notice on July 31, 2017, stating the meeting time and place, and WHEREAS, the City Council is required to adopt the Capital Improvement Program by resolution after the public hearing with or without amendments to the Capital  16993 Improvement Program. NOW, THEREFORE BE IT RESOLVED, that the City Council approved the Capital Improvement Program as presented by the City Manager and proposed at the public hearing held on August 14, 2017, without any amendments. All present voting aye, motion carried. HEARINGS ON SPECIAL LIQUOR LICENSES This being the time and place set for a hearing on an application for a Special One- Day Retail On-Sale Liquor License on August 26, 2017 for Aberdeen Downtown Association’s Sizzlin Summer Nights Event on Main Street, recommendations to approve were received, Ronayne moved, Lunzman seconded to approve a Special One-Day Retail On- Sale Liquor License on August 26th including a Community Event Permit for Aberdeen Downtown Association’s Sizzlin Summer Nights with street closures on South Main Street from 6th Avenue, SE to Railroad Avenue and by the alleys on the Avenues off of South Main Street. All present voting aye, motion carried. This being the time and place set for a hearing on an application for a Special Five- Day Retail On-Sale Liquor License on August 16 – 20, 2017 for ACT2, Inc. at 417 South Main Street, recommendations to approve were received, Olson moved, Slaight-Hansen seconded to approve a Special Five-Day Retail On-Sale Liquor License on August 16 – 20, 2017 for ACT2, Inc. dba Aberdeen Community Theatre at 417 South Main Street. All present voting aye, motion carried. CONTRACT FOR QUIET ZONE ASSESSMENT A proposal for a Quiet Zone Assessment regarding railroad crossings in the City was presented. Ronayne moved, Rux seconded to allow the City Manager to enter into a professional services contract with SRF Consulting Group, Inc. for a Quiet Zone Assessment in the amount of $12,703.00. All present voting aye, motion carried. BIDS FOR SECOND ST. TRAFFIC SIGNAL PROJECT Bids were received and publicly opened on August 8, 2017 for the South Second Street Traffic Signal Poles and Mast Arms Project (TRAFFIC-2017-1). A list of the bids is on file at the City Finance Office. Slaight-Hansen moved, Ronayne seconded to award the South Second Street Traffic Poles and Mast Arms Project Bid to Efraimson Electric, Inc. in the amount of $44,940.00 and authorize the City Manager and City Finance Officer to sign all necessary documents after approval by the City Attorney. All present voting aye, motion carried. PAYMENT REQUEST FOR AIRPORT WORK Johnson moved, Bunsness seconded to approve and authorize the City Manager to sign a Payment Request in the amount of $21,945.00 to Helms & Associates for Preliminary Design and Runway Protection Zone Analysis work on the AIP #3-46-0001-36-2016 Airport Runway 13/31 Decoupling Project. CITY MANAGER’S REPORT Lynn Lander presented information on the City’s responsibilities versus the owner’s responsibilities relating to water and sewer service costs. OTHER A Promotion Fund increase for the Aberdeen Development Corporation was brought up by Councilor Bunsness. The recalculation of Promotion Fund Requests was explained by the City Finance Officer Karl Alberts. City Engineer Robin Bobzien talked about the crosswalks on Roosevelt Street. A special meeting on September 14, 2017 with the County Commission to discuss the Multi-Use Center was mentioned.
