JOINT CITY COUNCIL/COUNTY COMMISSION PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South
Dakota, March 26, 2018, at 5:30 p.m., Joint City Council and County Commission Meeting.
Mayor Mike Levsen presiding. Present at roll call were City Councilors David Bunsness, Alan
Johnson, Dave Lunzman, Dennis “Mike” Olson, Rob Ronayne, Clint Rux, and Jennifer Slaight-
Hansen. City Councilor Mark Remily was absent. Brown County Commissioners present were
Tom Fischbach, Nancy Hansen, and Duane Sutton. Brown County Commissioners Doug
Fjeldheim and Rachel Kippley were absent. City Staff present were Lynn Lander, Ron Wager,
Robin Bobzien, Brett Bill, Karl Alberts, and Dave McNeil. County Auditor Maxine Fischer was
also present.
Mayor Levsen led the Pledge of Allegiance.
ORDINANCE NO. 18-03-01
City Planning/Zoning Director Brett Bill presented Ordinance No. 18-03-01 and a
petition from Cindy Stern and Harry and Fern Preston to rezone property described as proposed
Lot 1, Stern Subdivision in the SW ¼ of Section 28, T123N, R63W of the 5th P.M., Brown
County, SD (2507 and 2521 Melgaard Road South) from (A-1) Agricultural District to (M-
AG) Mini-Agricultural District.
Sutton moved, Hansen seconded to approve first reading of Ordinance No. 18-03-01
(474) as presented. All present voting aye, motion carried.
Rux moved, Slaight-Hansen seconded to approve first reading of Ordinance No. 18-03-
01 as presented. Upon roll call, all present voting aye, motion carried.
There being no further business, Sutton moved, Hansen seconded that the meeting be
adjourned. All present voting aye, motion carried.

Mayor Mike Levsen presiding. Present at roll call were City Councilors David Bunsness, Alan

Bunsness moved, Slaight-Hansen seconded to approve the minutes of March 19, 2018,
as circulated. All present voting aye, motion carried.

Johnson moved, Olson seconded to approve the following items on the consent
calendar:

NEW BUSINESS
BIDS ON SLURRY TANK WAGON FOR WATER RECLAMATION
Bids were received and publicly opened on March 20, 2018 for a 2018 Pull-Behind Top
Fill Slurry Tank Wagon for the Water Reclamation Facility. City Manager Lynn Lander
presented the bids for the Slurry Tank Wagon and recommended that the bid be awarded to
Butler Machinery Company in the amount of $47,838.00. Rux moved, Lunzman seconded to
award the Slurry Tank Wagon Bid to Butler Machinery Company in the amount of $47,838.00
and authorize the City Manager and Finance Officer to sign the necessary documents after
approval by the City Attorney. All present voting aye, motion carried.
REQUEST TO PURCHASE 2018 – 2019 FUELS
City Engineer Robin Bobzien requested approval to purchase 2018 – 2019 Fuel off of
State Contracts for this area from Harms Oil and AGTEGRA Cooperative of Aberdeen, SD.
Ronayne moved, Lunzman seconded to approve the purchase of the fuel off of State Contracts.
All present voting aye, motion carried.
BID FOR 2018 ROAD OIL
A Bid was received and publicly opened on March 20, 2018 for 2018 Road Oil. City
Engineer Robin Bobzien recommended the approval of the bid of $245,040.00 from Flint Hills
Resources. Rux moved, Johnson seconded to award the Road Oil Bid to Flint Hills Resources
in the amount of $245,040.00 and authorize the City Manager and Finance Officer to sign the
necessary documents after approval by the City Attorney. All present voting aye, motion

carried.
BIDS FOR 281 WATERMAIN LOOP PROJECT
Bids were received and publicly opened on March 20, 2018 for the 281 Watermain
Loop Construction Project. A detailed list of the bids is on file at the City Finance Office. City
Engineer Robin Bobzien recommended the approval of the bid of $488,630.42 from B & B
Contracting. Bunsness moved, Johnson seconded to award the Watermain Loop Project Bid to
B & B Contracting in the amount of $488,630.42 and authorize the City Manager and Finance
Officer to sign the necessary documents after approval by the City Attorney. All present voting
aye, motion carried.
BIDS FOR 2018 SEAL COAT AGGREGATES
Bids were received and publicly opened on March 20, 2018 for 2018 Seal Coat
Aggregates. A detailed list of the bids is on file at the City Finance Office. City Engineer Robin
Bobzien recommended the approval of the bid of $59,400.00 to Jensen Rock & Sand. Olson
moved, Ronayne seconded to award the Aggregates Bid to Jensen Rock & Sand in the amount
of $59,400.00 and authorize the City Manager and Finance Officer to sign the necessary
documents after approval by the City Attorney. All present voting aye, motion carried.
BIDS FOR 2018 ASPHALTIC REPAIR MIX
Bids were received and publicly opened on March 20, 2018 for 2018 Asphaltic Concrete
and Surfacing Repair Mix. A detailed list of the bids is on file at the City Finance Office. City
Engineer Robin Bobzien recommended the approval of the Asphaltic Repair Mix Bid for Items
#3 and #4 of $488,250.00 to Lien Transportation. Ronayne moved, Johnson seconded to award
the Asphaltic Repair Mix Bid for Items #3 and #4 to Lien Transportation in the amount of
$488,250.00 and authorize the City Manager and Finance Officer to sign the necessary
documents after approval by the City Attorney. All present voting aye, motion carried.
PAYMENT FOR S. 2ND ST. TRAFFIC SIGNAL
City Engineer Robin Bobzien presented a payment request in the amount of $30,852.07
to Ringgenberg Electric, Inc. for work on the South 2nd Street Traffic Signal Installation Project
(TRAFFIC-2017-2). Olson moved, Slaight-Hansen seconded to approve and authorize the City
Manager to sign Payment Request #1 in the amount of $30,852.07 to Ringgenberg Electric, Inc.
Upon roll call, all present voting aye, motion carried.

Bunsness moved, Lunzman seconded to approve the following audited bills for services,
supplies, repairs, and maintenance: Wellmark Blue Cross/Blue Shield 134,000.00; Business
Improvement District 10,969.97; Fleet Services 63.46; NSU 55.00; Verizon Wireless 62.75;
ETS Corporation 1,250.00; Dacotah Bank 3,700.00; Plug N Pay 1,000.00; Infintech 1,000.00;
