17197 CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, June 18, 2018 at 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors David Bunsness, Alan Johnson, Dennis “Mike” Olson, Mark Remily, Rob Ronayne, Clint Rux, and Jennifer Slaight- Hansen. City Councilor Dave Lunzman was absent. City Staff present were Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, and Dave McNeil. Mayor Levsen led the Pledge of Allegiance. MINUTES Rux moved, Bunsness seconded to approve the minutes of June 7 and 11, 2018, as circulated. All present voting aye, motion carried. OPEN FORUM – Police Department postponed a business partnership police award presentation until National Night Out. OLD BUSINESS ORDINANCE NO. 18-06-06 City Attorney Ron Wager presented Cable Franchise Ordinance No. 18-06-06 granting and renewing the cable franchise with Midcontinent Communications for second reading. Bunsness explained his reason for opposing the ordinance changes. Slaight-Hansen, Ronayne, and Rux commented on their support of the ordinance to enhance the services to the Community. Ronayne moved, Slaight-Hansen seconded to approve second reading and final adoption of Ordinance No. 18-06-06. Upon roll call, Remily, Ronayne, Slaight-Hansen, Johnson, Olson, Rux and Mayor Levsen voting aye, Bunsness voting nay, motion carried. ORDINANCE NO. 18-06-07 Cable Franchise Ordinance No. 18-06-07 granting and renewing the cable franchise with Northern Valley Communications, LLC was presented for second reading. Slaight-Hansen moved, Rux seconded to approve second reading and final adoption of Ordinance No. 18-06-07. Upon roll call, Rux, Olson, Johnson, Slaight-Hansen, Ronayne, Rux, and Mayor Levsen voting aye, Bunsness voting nay, motion carried. CONSENT CALENDAR Remily moved, Ronayne seconded to approve the following items on the consent calendar: LICENSE – Motor Bus Driver – Dustin Usselman REQUEST FOR FIREWORKS DISPLAY PERMIT – for Parks, Recreation & Forestry Department for July 4th at Wylie Park. SET HEARING DATE – of June 25, 2018 at 5:30 p.m. for an application for a new Retail On- Off Sale Malt Beverage and SD Farm Wine License for Melynda Sletten dba Platinum Salon and Spa, 714 South Main Street #1. All present voting aye, motion carried. NEW BUSINESS HEARING ON NEW MALT BEVERAGE LICENSES This being the time and place set for a hearing on applications for new Retail On-Off Sale Malt Beverage and SD Farm Wine Licenses for Miller & Holmes Inc., 202 6th Ave., SW, Casey’s Retail Company, 224 South Dakota Street, Target Corporation, 3316 7th Ave., SE, Shopko Properties LLC, 500 N. Hwy #281, Kessler Fuel LLC, 702 6th Ave., SE, and Kessler’s Inc., 621 6th Ave., SE, no public comments were received, Mayor Levsen closed the hearing. DECLARE LAPTOP COMPUTERS SURPLUS PROPERTY Aberdeen Police Chief Dave McNeil presented a request to declare five panasonic toughbook laptop computers not in use within the Police Department as surplus property to be given to the Brown County IT Department. Rux moved, Remily seconded to approve the request to declare the laptop computers as surplus property to be given to the Brown County IT Department. All present voting aye, motion carried. DECLARE BIOSOLIDS TANK SURPLUS PROPERTY A request from the Water Reclamation Department to declare a 2003 Balzer M3750 Biosolids Application Tank as surplus property was presented. Remily moved, Johnson seconded to approve the request from the Water Reclamation Department to declare a 2003 Balzer M3750 Biosolids Application Tank as surplus property for disposal. Police Chief Dave McNeil introduced John  17200 Groege, Chaplain Program Coordinator, and Dr. Stephanie Sorensen, Licensed Psychologist, who help to build peer support and stress management programs for the police officers. Chief McNeil presented the annual report for the Police Department and stated that drug-related calls have increased which are causing an increase in other crimes in Aberdeen. There being no further business, Bunsness moved, Ronayne seconded that the meeting be adjourned. All present voting aye, motion carried.
