CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South
Dakota, August 27, 2018 at 5:30 p.m., regular meeting of the Board of City Council Members,
Mayor Mike Levsen presiding. Present at roll call were City Council Members David Bunsness,
Dennis “Mike” Olson, Mark Remily, Rob Ronayne, Clint Rux, and Jennifer Slaight-Hansen.
City Council Members Alan Johnson and Dave Lunzman were absent. City Staff present were
Lynn Lander, Ron Wager, Brett Bill, Karl Alberts, and Dave McNeil.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Rux moved, Bunsness seconded to approve the minutes of August 20, 2018, as
circulated. All present voting aye, motion carried.
OPEN FORUM
James Rohl was present to discuss Aberdeen’s Water Source at the Elm River.
OLD BUSINESS
ORDINANCE NO. 18-08-01
Rux moved, Bunsness seconded to postpone for two weeks the possible final adoption
of Ordinance No. 18-08-01 expanding the number of projects eligible for sales tax refund. All
present voting aye, motion carried.
CONSENT CALENDAR
Bunsness moved, Olson seconded to approve the following items on the consent
calendar:
LICENSE – Residential Building Contractor – Martin Haase
SET HEARING DATE – of September 17, 2018 at 5:30 p.m. for a petition to vacate public
right-of-way described as the entire 66’ wide Fifteenth Avenue, SE public right-of-way
commencing at the West Side of State Street South public right-of-way and continuing West
525’ located between Northern State College Lot 3A and Blocks 1 and 2 of Melgaard Park
Addition.

Brown County, SD with stipulation that petitioner has sidewalks installed where missing along

NEW BUSINESS
HEARING ON SPECIAL ONE-DAY LIQUOR LICENSES
This being the time and place set for a hearing on Special One-Day Liquor Licenses for
Aberdeen Area Chamber of Commerce, Remily moved, Ronayne seconded to approve Special
One-Day Retail On-Sale Liquor Licenses on September 13th at Presentation College, 1500 North
Main Street, on October 11th at Pierson Ford-Lincoln-Mercury, 701 Auto Plaza, and on
November 8th at the Aberdeen Civic Arena, 203 South Washington Street for Aberdeen Area
Chamber of Commerce’s Business After Hours Events. All present voting aye, motion carried.
HEARING ON SPECIAL ONE-DAY LIQUOR LICENSE
This being the time and place set for a hearing on a Special One-Day Retail On-Sale
Liquor License for Aberdeen Downtown Association, Remily moved, Ronayne seconded to
approve a Special One-Day Retail On-Sale Liquor License on October 6th for Aberdeen
Downtown Association and a Community Event Permit for Aberdeen Oktoberfest at the
Aberdeen Civic Arena, 203 South Washington Street. All present voting aye, motion carried.
COMMUNITY EVENT PERMIT
Olson moved, Rux seconded to approve a Community Event Permit for Fallout Creative
Community’s Art & Music Festival on September 7th with a street closing on 2nd Avenue, SW
from South Main Street to the 2nd Avenue Alley from 11:00 a.m. until 11:30 p.m. All present
voting aye, motion carried.
BILLS
Bunsness moved, Olson seconded to approve the following audited bills for services,
supplies, repairs, and maintenance: CVB 33,668.88; Business Improvement District 182.59;
Wegner Auto Co. Inc. 29,805.00; Jefferson Partners LP 1,604.99; Harms Oil Company
25,289.11; Ted Dickey 344.00; NVC 29.14; UPS 90.97; ETS Corp. 1,250.00; Dacotah Bank
5,000.00; Plug N Pay 1,000.00; Infintech 1,000.00; Sanford Health Occupational Medicine

CITY MANAGER’S REPORT
Lynn Lander presented the City Manager’s Report which included Council salaries for
the 10 largest SD cities.
There being no further business, Ronayne moved, Remily seconded that the meeting be
