17254 CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, September 4, 2018 at 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members David Bunsness, Alan Johnson, Dave Lunzman, Dennis “Mike” Olson, Mark Remily, Rob Ronayne, Clint Rux, and Jennifer Slaight-Hansen. City Staff present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, Dave McNeil, Mike Thompson, Max Stoltenburg, and Chad Nilson. Mayor Levsen led the Pledge of Allegiance. MINUTES Bunsness moved, Remily seconded to approve the minutes of August 27, 2018, as circulated. All voting aye, motion carried. OPEN FORUM Justice Horn stated that he will be attending future Council meetings as a representative of the NSU Student Government Association. CONSENT CALENDAR Johnson moved, Bunsness seconded to approve the following items on the consent calendar: COMMUNITY EVENT PERMIT – for Northern State University’s Burning of the “N” Live Concert on September 27th at the Barnett Center Parking Lot. REQUESTS FOR STREET USE – 1) South Washington Street between 2nd Avenue, SE and 3rd Avenue, SE on September 12th for Northern Electric Cooperative’s Annual Meeting; 2) South 3rd Street from 13th Avenue, SW to 16th Avenue, SW on September 21st for Simmons Middle School’s Homecoming; 3) Melody Lane from 15th Avenue, SE to Melgaard Road on September 16th for a Street Block Party. LICENSE – Ambulance Driver – Devon Poppen All voting aye, motion carried. NEW BUSINESS APPLICATION FOR TAXI CAB DRIVER LICENSE An application for a Taxi Cab Driver License for Larry L. Voeller was presented for approval or denial. Police Chief Dave McNeil stated that the Police Department recommends denying the license. Ronayne moved, Remily seconded to deny the Taxi Cab Driver License for Larry L. Voeller. All voting aye, motion carried. ORDINANCE NO. 18-09-01 City Manager Lynn Lander presented Ordinance No. 18-09-01 – 2019 City Budget for possible first reading. Bunsness moved, Ronayne seconded to approve first reading of Ordinance No. 18-09-01. Rux moved, Lunzman seconded the amendment to reduce Parks & Recreation’s Second Penny Sales Tax Expenditure Budget by $50,000 and move the amount to Concrete Street Rehabilitation. Upon roll call, Remily, Ronayne, Slaight-Hansen, Johnson, Bunsness, Mayor Levsen voting nay, Lunzman, Olson, and Rux voting aye, 6 nays and 3 ayes, motion failed. On the main motion to approve first reading of Ordinance No. 18-09-01, upon roll call, all voting aye, motion carried. APPOINTMENT TO PARKS AND RECREATION BOARD Bunsness moved, Remily seconded to appoint Renita Kainz to the Aberdeen Parks and Recreation Board for a term ending June 30, 2023. All voting aye, motion carried. BILLS Johnson moved, Remily seconded to approve the following audited bills for services, supplies, repairs, and maintenance: Northwestern Energy 11,570.03; US Bank 49,517.26; AT & T 1,056.40; UPS 27.78; Adam Beilke 39.00; SD Chapter IAAI 300.00. Upon roll call, all 17255 voting aye, motion carried. PAYROLL Ronayne moved, Olson seconded to approve the payroll for the period from August 19, 2018 through September 1, 2018 and city share of social security, old age & survivor’s insurance, retirement, health and life insurance: Wells Fargo 128,294.19; SD Retirement 73,116.85; Governing Body 3,192.28; City Manager 8,113.11; City Attorney 6,644.15; Finance 13,792.82; HR 7,173.58, Building 1,669.75; Computer 4,713.89; Planning/Zoning 14,544.15; Engineering 12,665.40; Police 115,846.20, Fire 106,642.02, Nick Tieszen 16.71 hr, Housing/Building 6,486.55; Street 31,151.20; Traffic 3,747.56; Solid Waste 19,599.39; Transportation/Ride Line 19,263.63, Library 25,391.19; Parks, Rec & Forestry 127,484.56, Anthony Cooper 12.00 hr, Georgia Dohman 11.00 hr, Meredith Friedrichsen 10.00 hr, Alex Harper 10.00 hr, Kate Hauck 11.00 hr, Jennifer Hopkins 10.00 hr or 16.50 hr, Cynthia Jones 11.00 hr, Leeland Kirschman 10.25 hr, Austin Moser 10.50 hr, Tom Schinderling 10.00 hr, Airport 15,056.12, Pipe 21,684.07; Water Treatment 17,813.01; Meter 2,860.80; Water Reclamation 20,444.91; Pump 8,482.85, Old Federal Crths Bldg 1,619.60. Upon roll call, all voting aye, motion carried. CITY MANAGER’S REPORT Lynn Lander presented the City Manager’s Report including possible rental inspections and possible applicable fees. Also, Lander noted that Aberdeen has the lowest fund modifier of any municipality in the SDML Workers Compensation Fund. Lander mentioned the bike trail system and future development. There being no further business, Ronayne moved, Bunsness seconded that the meeting be adjourned. All voting aye, motion carried.
