17895 MINUTES ABERDEEN CITY COUNCIL MEETING WORK SESSION City Council met for a work session in City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, at 5:34 p.m., on April 12, 2021, to discuss an ordinance amending the landscape standards for new construction and parking lots. Present were City Council Members Rob Ronayne, Dave Lunzman, Josh Rife, Alan Johnson, Justin Reinbold, Tiffany Langer, Clint Rux, and Mayor Schaunaman. City Staff present were Joe Gaa, Ron Wager, Robin Bobzien, and Brett Bill. No Council action was taken. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Mark Remily by teleconference, Rob Ronayne, Dave Lunzman, Josh Rife, Justin Reinbold, Tiffany Langer, Clint Rux, and Mayor Travis Schaunaman. City Council Member Alan Johnson was absent. City Staff present were Joe Gaa, Ron Wager, Robin Bobzien, Brett Bill by teleconference, Karl Alberts, Dave McNeil, Mark Hoven, Rich Krokel, Aaron Kiesz, and Joel Weig by teleconference. PLEDGE OF ALLEGIANCE Mayor Schaunaman led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Rux, second by Ronayne to switch the order of agenda items under Old Business to #6B Resolution of Intent to lease a Municipal Hangar then #6A Ordinance amending landscape standards and approve the agenda as amended. Upon roll call vote, all present voting aye, motion carried. MINUTES Motion by Lunzman, second by Rife to approve the minutes of the April 5, 2021 City Council Meeting, as circulated. Upon roll call vote, all present voting aye, motion carried. OPEN FORUM No one appeared in open forum to address the Council. CONSENT CALENDAR Motion by Rux, second by Ronayne to approve the following items on the consent calendar: SET HEARING DATE – of May 3, 2021 at 5:30 p.m. for the following: Special One-Day Retail On-Sale Liquor License on May 8, 2021 for the Boys & Girls Club of the Aberdeen Area dba Winefest Renaissance, 1121 First Avenue, SE; New Retail On-Off Sale Wine and  17896 Cider License for Profiling Beauty, LLC dba 224 First Avenue, SE; New Retail On-Off Sale Wine and Cider License and New Retail On-Off Sale Malt Beverage and SD Farm Wine License for The Aberdeen Store, LLC dba The Market On The Plaza, 506 S. Main Street, Suite 4. LICENSES – Home Day Care – Carrie Cordie; Taxi Cab Driver – Christina Meadows REQUEST TO SERVE AND PERMIT – the consumption of alcoholic beverages at the Wylie Park Pavilion on April 24, 2021 for a Faretta Wedding. LOTTERY NOTICE – Boys & Girls Club of the Aberdeen Area – receive and place on file ASSIGNMENT OF PRIVATE AREA HANGAR LEASE AGREEMENT – from ALPHA ECHO, Inc. to Rolf Johnson, Airport Lease #24, Hangar Area #21 Upon roll call vote, all present voting aye, motion carried. OLD BUSINESS RESOLUTION NO. 21-03-02R INTENT TO LEASE A MUNICIPAL HANGAR TO PRIVATE PERSON From the March 15, 2021 City Council Meeting, original motion made by Ronayne, second by Johnson to approve first reading and passage of Resolution No. 21-03-02R stating the Council’s intent to lease a city-owned aircraft hangar to Darrell Hillestad, a private person, for a term and rental amount invoking the requirements of SDCL §9-12-5., and fixing a public hearing to consider final approval of such lease, and to authorize the Finance Officer to publish notice of hearing as required by law. Discussion followed with comments from Adam Altman, general counsel for Quest Aviation, and Darrell Hillestad. Upon roll call vote, Langer, Rife, Lunzman, and Mayor Schaunaman voting aye, Rux, Reinbold, Ronayne, and Remily voting nay, 4 voting aye and 4 voting nay, motion failed. After further discussion, motion by Rux, second by Ronayne to reject all bids for the municipal hangar and to authorize an invitation to bidders for any bidder desiring to rent the hangar for aviation purposes, and setting a minimum bid amount of $13,800. Upon roll call vote, Remily, Ronayne, Reinbold, Rux voting aye, Lunzman, Rife, Langer, and Mayor Schaunaman voting nay, 4 voting aye and 4 voting nay, motion failed. After further discussion, motion by Rux, second by Ronayne to reject all bids for the municipal hangar and to authorize an invitation to bidders for any bidder desiring to rent the hangar for aviation purposes, and setting no minimum bid amount. Upon roll call vote, all present voting aye, motion carried. ORDINANCE NO. 21-04-04 AMENDING LANDSCAPE STANDARDS FOR NEW CONSTRUCTION AND PARKING LOTS Reconsideration of the proposed Ordinance No. 21-04-04 amending the Aberdeen City Code regarding landscape standards for new construction and parking lots was presented for first reading. City Attorney Ron Wager provided a draft Ordinance No. 21-04-06, another version of the ordinance amendment incorporating landscape changes following a work  17897 session of the Council on April 12, 2021, attempting to balance the concerns of the business community. Motion by Rux, second by Ronayne to amend Sec. 56-214 (2) e. inserting after “Planting islands must have” the language “sufficient ground cover of blue grass, fescue, or similar sod grasses or have” and adding (2) f. “Interior trees may be grouped into a larger island. Each tree, if grouped, shall meet the requirements set forth in this chapter.” Upon roll call vote, Ronayne, Lunzman, Rife, Reinbold, Langer, Rux, and Mayor Schaunaman voting aye, Remily did not vote, 7 voting aye with 1 not voting, motion carried. Motion by Ronayne, second by Reinbold to amend Sec. 56-215 specifying that a land owner in the industrial area could choose perimeter trees or planting islands or some combination thereof. Upon roll call vote, all present voting aye, motion carried. Motion by Ronayne, second by Rux to approve first reading of Ordinance No. 21-04-04 as amended. Upon roll call vote, all present voting aye, motion carried. NEW BUSINESS ORDINANCE NO. 21-04-07 SUPPLEMENTING THE BUDGET City Finance Officer Karl Alberts presented Ordinance No. 21-04-07 supplementing the 2021 Budget for various unanticipated projects, activities, and expenses. Motion by Rux, second by Reinbold to approve first reading of Ordinance No. 21-04-07. Upon roll call vote, all present voting aye, motion carried. APPOINTMENT TO ABERDEEN HOUSING AUTHORITY BOARD Motion by Rife, second by Rux to approve of Mayor Schaunaman’s appointment of Kathy Zerr to the Aberdeen Housing Authority Board for a five-year term ending December 31, 2025. Upon roll call vote, all present voting aye, motion carried. AGREEMENT WITH ABERDEEN AREA HUMANE SOCIETY City Manager Joe Gaa informed the Council of an agreement with the Aberdeen Area Humane Society to provide animal shelter services to the City of Aberdeen at a monthly amount of $5,400.00. Police Chief Dave McNeil spoke to thank Bonnie Bitz for her quality work providing animal care services for the City of Aberdeen and stated he is pleased to work with the Aberdeen Area Humane Society to provide animal control operations. Motion by Ronayne, second by Reinbold to approve entering into an agreement with the Aberdeen Area Humane Society to provide the animal shelter services to the City. Upon roll call vote, all present voting aye, motion carried. PAYMENT FOR PURCHASE OF POLICE VEHICLES Police Chief Dave McNeil requested authorization for payment to Pierson Ford of Aberdeen, SD in the amount of $146,598.00 for the purchase of four 2021 Ford Explorer Police Wagons. Motion by Ronayne, second by Lunzman to approve payment to Pierson Ford in the amount of $146,598.00 for the purchase of the vehicles. Upon roll call vote, all present voting aye, motion carried. BIDS FOR MELGAARD ROAD AND LAWSON STREET TRAFFIC SIGNAL PROJECT  17898 City Engineer Robin Bobzien explained the bids received for the Melgaard Road and Lawson Street Traffic Signal Improvements Project and recommended awarding the bid to Ringgenberg Electric in the amount of $270,993.00. Motion by Rux, second by Langer to award the bid to Ringgenberg Electric and authorize the City Manager and Finance Officer to sign all necessary documents after approval by the City Attorney. Upon roll call vote, all present voting aye, motion carried. PAYMENT REQUESTS FOR AIRPORT IMPROVEMENT PROJECTS Transportation Director Rich Krokel requested approval of the following payments for work on Airport Improvement Projects: Payment #6 – #3-46-0001-44-2021 SRE Purchase Assistance – Helms & Associates, in the amount of 1,572.50; Payment #30 – AIP #3-46-0001-39-2018 Airport Master Plan – Helms & Associates, in the amount of $2,015.68; Payment #17 – AIP #3-46-0001-43-2021 Airport Taxiway Geometry – Helms & Associates, in the amount of $2,067.82; Payment #5 – AIP #3-46-0001-43-2021 GA Apron Project – Helms & Associates, in the amount of $6,181.06. Motion by Rux, second by Ronayne to approve and authorize the City Manager to sign the payment requests for work on the Airport Improvement Projects.
