Motion by Rife, second by Reinbold to approve Resolution No. 23-03-06R as presented. RESOLUTION NO. 23-03-06R RESOLUTION TO APPROVE SUBMITTING A GRANT APPLICATION TO THE LAND AND WATER CONSERVATION FUND TO CONSTRUCT A FITNESS AREA AT KUHNERT ARBORETUM IN ABERDEEN, SD WHEREAS, the United States of America and the State of South Dakota have authorized the making of grants from the Land and Water Conservation Fund (LWCF) to aid in financing the acquisition and/or construction of specific public outdoor recreation projects; and WHEREAS, the City of Aberdeen has plans to construct a Fitness Area at Kuhnert Arboretum; and, WHEREAS, Fitness Area construction is an acceptable use under the grant requirements; and, WHEREAS, approved LWCF grants must be supported by at least a 50% local match. This grant request would total $182,000 for the construction of the Fitness Area at Kuhnert Arboretum. The City share would be $91,000 and is included in the 2024 Parks, Recreation & Forestry budget request; and NOW, THEREFORE, BE IT HEREBY RESOLVED that the City of Aberdeen  18355 approves submitting an LWCF grant application to construct a Fitness Area at Kuhnert Arboretum and agrees to providing the necessary local matching funds. FURTHERMORE, the City Manager is authorized to sign and submit the grant application. The foregoing Resolution was considered at a regular meeting of the City Council on the 3rd day of April, 2023, and upon Roll Call vote the Resolution was adopted. RESOLUTION NO. 23-04-01R DECLARING FIREARMS AND BOWS AS SURPLUS PROPERTY AND PROVIDES FOR TRADE IN ON NEW ITEMS City Attorney Ron Wager and Aberdeen Chief of Police Dave McNeil requested this Resolution declares firearms and bows as surplus property and provides for trade in on new items. CITY MANAGER’S REPORT City Manager Joe Gaa discussed emergency response for the recent snow event and preparation for the upcoming snow event. A meeting was held with the emergency staff including Police, Fire, Public Works, Brown County Emergency Management, and the Sheriff’s Department for preparation to the upcoming snow event and put out a Public Notice as follows: The National Weather Service has issued a Blizzard Warning for areas of Northeast South Dakota, including Aberdeen. Snow is expected to begin late Monday night and continue through Wednesday evening. Total snow accumulations of 12-20” are expected as well as persistent winds with gusts of 50-60mph. This storm will make travel dangerous, and likely impossible, during the peak of the storm on Tuesday and Wednesday. In anticipation of the storm, the City of Aberdeen is making the following plans: 1. A No-Travel Advisory for Brown County, including Aberdeen, is likely. During a No-Travel Advisory, everyone should stay off the roads unless travel is absolutely necessary. If the predicted snowfall accumulations occur, even the most capable 4-wheel drive vehicles will face challenges. 2. If the impacts of the storm are as predicted, City Offices will be closed on Tuesday, April 4th and Wednesday, April 5th. 3. If a No-Travel Advisory is issued, public safety personnel will face many challenges and will only be able to respond to extreme emergencies.  18359 4. Stuck vehicles that are blocking roadways may be towed and impounded. 5. Once the snow has stopped falling Public Works crews will begin snow removal throughout the City. Given the forecasted amounts, completing this process will take longer than normally expected. Please be patient and keep cars off the street. More detailed plowing notices will be issued as available. Robin Bobzien discussed Spring flooding preparations and drainage preparations for residences.
