ABERDEEN CITY COUNCIL MEETING
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, August 21, 2023 at 5:30 p.m., regular meeting of the City Council.
CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members Erin Fouberg, Charlotte Liebelt, Josh
Rife, Alan Johnson, Justin Reinbold, David Novstrup, and Mayor Travis Schaunaman. City
Council Members Rob Ronayne and Tiffany Langer were absent.
City Staff present were Joe Gaa, Ron Wager, Robin Bobzien, Brett Bill, Joel Weig,
Rich Krokel, Dave McNeil, and Jordan McQuillen.
PLEDGE OF ALLEGIANCE
Mayor Schaunaman led the Pledge of Allegiance.
APPROVAL OF AGENDA
Motion by Johnson, second by Rife to approve the agenda. Voice vote to approve,
all present voting aye, motion carried.
Council Member Tiffany Langer joined the meeting at 5:31 p.m.

Motion by Reinbold, second by Liebelt to approve the minutes of the August 7, 2023,
City Council Meeting and August 14, 2023, City Council Work Session, as circulated. Voice
vote to approve, all present voting aye, motion carried.

MALT BEVERAGE & SD FARM WINE LICENSE AND PACKAGE OFF-SALE LIQUOR
LICENSE
Mayor Schaunaman opened a hearing on the applications of the transfer of Retail On-
Off Sale Malt Beverage & SD Farm Wine License and Package Off-Sale Liquor License from
E-Z Stop Food Mart, Inc. dba E-Z Stop Food Mart, 421 Roosevelt Street North to EZ Stop,
LLC dba E-Z Stop, 421 Roosevelt Street North. Mayor Schaunaman closed the hearing and
called for a vote. Motion by Rife, second by Reinbold to approve the transfers of Retail On-Off
Sale Malt Beverage & SD Farm Wine License and Package Off-Sale Liquor License to EZ
Stop, LLC. Voice vote to approve, all present voting aye, motion carried.
PUBLIC HEARING AND APPROVAL OF SPECIAL ONE-DAY RETAIL ON-SALE
LIQUOR LICENSE
Mayor Schaunaman opened a hearing on the application for Special One-Day Retail
On-Sale Liquor License for the Aberdeen Sertoma Club Storybook Land Uncorked on
September 7, 2023, at Storybook Land, 2306 Twenty-Fourth Avenue NW. Mayor Schaunaman
closed the hearing and called for a vote. Motion by Langer, second by Liebelt to approve the
Special One-Day Retail On-Sale Liquor License for the Aberdeen Sertoma Club Storybook
Land Uncorked on September 7, 2023. Voice vote to approval, all voting aye, motion carried.

FIRST READING OF ORDINANCE NO. 23-08-02 SUPPLEMENTING THE 2023
BUDGET FOR VARIOUS PARKS, RECREATION, AND FORESTRY DEPARTMENT
ACTIVITIES
City Finance Officer Jordan McQuillen requested approval of first reading of Ordinance
No. 23-08-02 Supplementing the 2023 Budget or Various Parks, Recreation, and Forestry
Department Activities. Discussion was held. Motion by Johnson, second by Reinbold to
approve Ordinance 23-08-02 Supplementing the 2023 Budget for Various Parks, Recreation,
and Forestry Department Activities. Roll call vote to approve, all present voting aye, motion
carried.
APPOINTMENT OF HEIDI FIEDLER TO THE BOARD OF ETHICS
Motion by Fouberg, second by Reinbold to approve the appointment of Heidi Fiedler
to the Board of Ethics. Voice vote to approve, all present voting aye, motion carried.
PERMISSION TO ACCEPT THE 2024 EDWARD BYREN MEMORIAL JUSTICE
ASSISTANCE GRANT
Police Chief Dave McNeil requested permission to accept the 2024 Edward Byren
Memorial Justice Assistance Grant Award in the amount of $11,984.00. Discussion was held
regarding ballistic vests. Motion by Reinbold, second by Rife to approve permission to accept
the 2024 Edward Byrne Memorial Justice Assistance Grant. Roll call vote to approve, all
present voting aye, motion carried.
AGREEMENT FOR BRIDGE IMPROVEMENT GRANT FUNDS FOR THE TENTH
AVENUE SE BRIDGE
City Engineer Robin Bobzien requested approval of agreement for the Bridge
Improvement Grant Funds for the Tenth Avenue SE Bridge. Motion by Johnson, second by
Novstrup to approve the agreement for the Bridge Improvement Grant Funds for the Tenth
Avenue SE Bridge. Roll call vote to approve, all present voting aye, motion carried.
CHANGE ORDER/PAYMENT FOR SOUTH DAKOTA STREET ROADWAY
IMPROVEMENTS
City Engineer Robin Bobzien requested approval of Change Order No. 2, a decrease in
the contract amount of (-$27,808.00), and approval of Payment No. 3 in the amount of
$384,192.94 to Reede Construction for work on the South Dakota Street Roadway
Improvements Project. Discussion was held. Motion by Rife, second by Novstrup to approve
the Change Order No. 2 in the amount of (-$27,808.00), and Payment No. 3 in the amount of
$384,192.94 to Reede Construction for work on the project. Roll call vote to approve, all present
voting aye, motion carried.
PAYMENT FOR PURCHASE OF A 2023 FORD TRANSIT BUS
Transportation Director Rich Krokel requested approval of payment to Harlow’s Bus
Service in the amount of $15,092.00 for the purchase of a 2023 Ford Transit Bus through SD
DOT Grant. Motion by Johnson, second by Novstrup to approve payment in the amount of

$15,092.00 to Harlow’s Bus Service. Roll call vote to approve, all present voting aye, motion
carried.
PAYMENT FOR PURCHASE OF A 2023 E450 FORD TRANSIT BUS
Transportation Director Rich Krokel requested approval of payment to Harlow’s Bus
Service in the amount of $26,301.31 for the purchase of a 2023 E450 Ford Transit Bus through
SD DOT Grant. Discussion was held. Motion by Liebelt, second by Reinbold to approve
payment in the amount of $26,301.31 to Harlow’s Bus Service. Roll call vote to approve, all
present voting aye, motion carried.
PAYMENT FOR PURCHASWE OF A 2012 DODGE GRAND CARAVAN
Transportation Director Rich Krokel requested approval of payment to Volunteers of
American, Dakotas in the amount of $999.00 for the purchase of a 2012 Dodge Grand Caravan.
Discussion was held. Motion by Rife, second by Johnson to approve payment in the amount of
$999.00 to Volunteers of American, Dakota. Roll call vote to approve, all present voting aye,
motion carried.
ACCEPTANCE OF RESIGNTATION OF CITY MANAGER JOE GAA
City Manager Joe Gaa requested approval of the acceptance of resignation of his
position as City Manager effective September 8, 2023. Motion by Novstrup, second by
Reinbold to accept resignation of City Manager Joe Gaa. Voice vote to approve, all voting
aye, motion carried. Amend vote to a roll call vote to approve, all voting aye with Langer
voting nay, motion carried.
REVIEW AND APPROVAL OF CLAIMS
Motion by Rife, second by Novstrup to approve payment of the bills listed for August
21, 2023.
Bills having been audited by the Finance Officer and fully itemized and authorize the Mayor or

CITY MANAGER’S REPORT
City Manager Joe Gaa stated HKG will present on the space analysis regarding the
public works building at the August 28, 2023, City Council Meeting.
Mayor Schaunaman acknowledged the Boy Scouts who attended the meeting.
EXECUTIVE SESSION
Motion by Rife, second by Reinbold to move into executive session at 5:56 p.m. to
discuss personnel matters pursuant to SDCL §1-25-2(1). Voice vote to approve, all present
voting aye, motion carried.
City Council Member Ronayne joined the meeting via teleconference at 6:10 p.m.
Motion by Novstrup, second by Reinbold to move out of executive session at 7:18
p.m. Voice vote to approve, all present voting aye, motion carried. Council returned to open
session.
OTHER BUSINESS
Motion by Johnson, second by Reinbold to hold a special meeting of the City Council
at 3:00 p.m. on Monday, August 28, 2023, for executive session matters. Voice vote to
approve, all present voting aye, motion carried.
ADJOURNMENT
There being no further business, motion by Ronayne, second by Langer to adjourn
the meeting. Voice vote to adjourn, all present voting aye, motion carried. The meeting
adjourned at 7:20 p.m.
