18481 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, October 2, 2023 at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Josh Rife via teleconference, Alan Johnson, Justin Reinbold, Tiffany Langer, David Novstrup, and Mayor Travis Schaunaman. City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Eric Miller, Joel Weig, Dave McNeil, Ken Hubbart, Keith Sharisky, and Jordan McQuillen. PLEDGE OF ALLEGIANCE Mayor Schaunaman led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Johnson, second by Ronayne to approve the agenda with the addition of adding an Executive Session to the end of the agenda to discuss contractual matters. Voice vote to approve, all present voting aye, motion carried. MINUTES Motion by Reinbold, second by Liebelt to approve the minutes of the September 25, 2023 City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried. OPEN FORUM No one appeared in open forum to address the Council. OLD BUSINESS SECOND READING AND FINAL ADOPTION OF ORDINANCE NO. 23-09-03 SUPPLEMENTING THE 2023 BUDGET FOR VARIOUS PARKS, RECREATION, AND FORESTRY DEPARTMENT ACTIVITES Motion by Johnson, second by Reinbold to approve second reading and final adoption of Ordinance No. 23-09-03 supplementing the 2023 Budget for various Parks, Recreation, and Forestry Department Activities as presented. Roll call vote to approve, all present voting aye, motion carried. NEW BUSINESS PUBLIC HEARING AND APPROVAL OF FIRST READING OF ORDINANCE NO. 23- 09-02 TO REZONE PROPERTY DESCRIBED AS 616 ROCK STREET SOUTH Mayor Schaunaman opened a hearing on a petition from TAC Rental Properties, LLC to rezone the property described as Lots 466 & 467, Morning Heights Subdivision in the NE¼ of Section 19, T123N, R63W of the 5th P.M., Brown County, South Dakota (616 Rock Street South) from (C-3/R-3) Central Business District/High Density Residential District to (R-3) High Density Residential District. Interim Planning and Zoning Director Eric Miller explained the petitioners are requesting this rezone in order to eliminate split zoning and to bring the zoning into a district that is consistent with residential use. This rezone was approved by the Aberdeen Planning Commission on September 19, 2023. Jerome Harstad stating his concern with water runoff. Discussion was held. There being no further comments from the public, Mayor Schaunaman closed the hearing and called for a vote on first reading of Ordinance No. 23-09-02. Motion by Ronayne, second by Johnson to approve first reading of Ordinance No. 23-09-02 as presented. Roll call vote to approve, all present voting aye, motion carried. APPROVAL TO ACCEPT GIFT OF ANATOMAGE TABLE Fire Chief Joel Weig requested approval to accept gift of a new anatomage table from Presentation College and Presentation Sisters of the Blessed Virgin Mary to the Aberdeen Fire and Rescue with an agreement that we continue a warranty for a minimum of one year.  18483 Discussion was held. Motion by Reinbold, second by Langer to approve to accept gift of anatomage table as presented. Voice vote to approve, all present voting aye, motion carried. APPROVAL OF TEMPORARY PLACEMENT OF LARGE INFLATABLES FOR SOUTH DAKOTA SPECIAL OLYMPICS Interim Planning and Zoning Director Eric Miller requested approval of temporary placement of a large inflatable polar bear and an archway for the South Dakota Special Olympics Bowling Tournament at the Village Bowl from November 2 – November 5, 2023. Motion by Johnson, second by Fouberg to approve the temporary placement of inflatables for South Dakota Special Olympics Bowling Tournament from November 2 – November 5, 2023. Voice vote to approve, all present voting aye, motion carried. REVIEW AND APPROVAL OF CLAIMS AND PAYROLL Motion by Liebelt, second by Reinbold to approve payment of the bills listed for October 2, 2023 and payroll for the period from September 24, 2023 through October 7, 2023. CITY MANAGER’S REPORT City Manager Robin Bobzien thanked Presentation College and Presentation Sisters of the Blessed Virgin Mary for the anatomage table gift. Bobzien stated the SDDOT 2-way Main Street conversion is ongoing. Bobzien stated City employees will be attending South Dakota Municipal League in Rapid City this week. EXECUTIVE SESSION  18485 Motion by Fouberg, second by Ronayne to move into executive session at 5:52 p.m. to discussion contractual matters pursuant to SDCL § 1-25-2(3) and (4). Voice vote to approve, all present voting aye, motion carried. Motion by Fouberg, second by Reinbold to move out of executive session at 7:04 p.m. Voice vote to approve, all present voting aye, motion carried.
