18486 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, October 10, 2023 at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Justin Reinbold, Tiffany Langer, David Novstrup, and Mayor Travis Schaunaman. City Council Members Josh Rife and Alan Johnson were absent. City Staff present were Robin Bobzien, Stuart Nelson, Eric Miller, Joel Weig, Dave McNeil, Ken Hubbart, Mark Hoven, and Jordan McQuillen. PLEDGE OF ALLEGIANCE Mayor Schaunaman led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Ronayne, second by Reinbold to approve the agenda with the amendment to add executive session to the end of the meeting. Voice vote to approve, all present voting aye, motion carried. OPEN FORUM No one appeared in open forum to address the Council. CONSENT CALENDAR Motion by Reinbold, second by Liebelt to approve the following items on the consent calendar: SET HEARING DATE – of October 23, 2023 at 5:30 p.m. for new Retail On-Off Sale Malt Beverage and SD Farm Wine License to Pik Wong dba International Kitchen, 1721 Sixth Avenue SE LICENSES – Private Security – James Gravlee; Private Security – Alexander Kaiser; Private Security – Juan Montoya Voice vote to approve, all present voting aye, motion carried. NEW BUSINESS PUBLIC HEARING AND APPROVAL OF SPECIAL ONE-DAY LIQUOR LICENSE AND COMMUNITY EVENT PERMIT FOR ABERDEEN DOWNTOWN ASSOCIATION Mayor Schaunaman opened a hearing on an application for Special One-Day Retail On-Sale Liquor License on October 12, 2023 from Aberdeen Downtown Association’s Brew Walk at business locations along South Main Street from Sixth Avenue to Railroad Avenue with a request for a Community Event Permit for the same. No public comments were received so Mayor Schaunaman closed the hearing and called for a vote. Motion by Langer, second be Ronayne to approve a Special One-Day Retail On-Sale Liquor License on October 12, 2023 and Community Event Permit for Aberdeen Downtown Association’s Brew Walk at various business locations on South Main Street as presented. Voice vote to approve, all 18487 present voting aye, motion carried. REVIEW AND APPROVAL OF CLAIMS Motion by Liebelt, second by Fouberg to approve payment of the bills listed for October 10, 2023. CITY MANAGER’S REPORT City Manager Robin Bobzien discussed a proposed title change for the Planning & Zoning Director. Discussion was held. Bobzien discussed adding the Water Treatment Plant Department and Water Reclamation Plant Department under the supervision of the Public Works Director. Discussion was held. Bobzien stated that several departments within the City have additional staffing needs. EXECUTIVE SESSION Motion by Ronayne, second by Reinbold to move into executive session at 5:51 p.m. to discuss personnel and contractual matters pursuant to SDCL §1-25-2(1), (3) and (4). Voice vote to approve, all present voting aye, motion carried. Motion by Langer, second by Liebelt to move out of executive session at 6:41 p.m. Voice vote to approve, all present voting aye, motion carried. ADJOURNMENT There being no further business, motion by Fouberg, second by Langer to adjourn the meeting. Voice vote to adjourn, all present voting aye, motion carried.
