ABERDEEN CITY COUNCIL MEETING
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, October 16, 2023 at 5:30 p.m., regular meeting of the City Council.
CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members Rob Ronayne via teleconference,
Charlotte Liebelt, Josh Rife, Alan Johnson, Justin Reinbold, Tiffany Langer, David Novstrup,
and Mayor Travis Schaunaman. City Council Member Erin Fouberg was absent.
City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Eric Miller, Joel
Weig, Rich Krokel, Dave McNeil, Ken Hubbart, and Jordan McQuillen.
PLEDGE OF ALLEGIANCE
Mayor Schaunaman led the Pledge of Allegiance.
APPROVAL OF AGENDA
Motion by Reinbold, second by Novstrup to approve the agenda as presented.
Voice vote to approve, all present voting aye, motion carried.
APPROVAL OF MINUTES
Motion by Liebelt, second by Johnson to approve the minutes of the October 2, 2023
regular City Council Meeting and October 10, 2023 Special City Council Meeting, as
circulated. Voice vote to approve, all present voting aye, motion carried.

SECOND READING AND FINAL ADOPTION OF ORDINANCE NO. 23-09-02 TO
REZONE PROPERTY DESCRIBED AS 616 ROCK STREET SOUTH
Motion by Johnson, second by Liebelt to approve second reading and final adoption
or Ordinance No. 23-09-02 to rezone property described as Lots 466 & 467, Morning Heights
Subdivision in the NE¼ of Section 19, T123N, R63W of the 5th P.M., Brown County, South
Dakota (616 Rock Street South), from (C-3 and R-3) Central Business District and High
Density Residential District to (R-3) High Density Residential District. Roll call vote to
approve, all present voting aye, motion carried.
NEW BUSINESS
2022 AUDIT PRESENTATION
Finance Officer Jordan McQuillen explained the 2022 financial audit from Eide
Bailly. Cameron Zent, Partner at Eide Bailly presented the 2022 audit. Discussion was held.
PUBLIC HEARING AND APPROVAL OF SPECIAL ONE-DAY LIQUOR LICENSE
AND COMMUNITY EVENT PERMIT FOR ABERDEEN AREA ARTS COUNCIL
Mayor Schaunaman opened a hearing on an application for Special One-Day Retail
On-Sale Liquor License on November 3, 2023 for Aberdeen Area Arts Council’s Kelley Hunt
Acoustic Quartet at the ARCC Library, 225 Third Avenue SE with a request for a
Community Event Permit for the same. No public comments were received. Mayor
Schaunaman closed the hearing and called for a vote. Motion by Reinbold, second by Liebelt
to approve the Special One-Day Liquor License and Community Event Permit for November
3, 2023 to Aberdeen Area Arts Council’s Kelley Hunt Acoustic Quartet at the ARCC Library.
Voice vote to approve, all present voting aye, motion carried.
APPROVAL OF RESOLUTION NO. 23-10-01R TO ESTABLISH A CONSOLIDATED
BOARD OF EQUALIZATION PURSUANT TO SDCL §10-11-66 AND DESIGNATE A
MEMBER AND AN ALTERNATE MEMBER OF THE CITY COUNCIL TO SERVE ON
THE CONSOLIDATED BOARD OF EQUALIZATION FROM APRIL – MAY 2024
Motion by Ronayne, second by Reinbold to approve Resolution No. 23-10-01R and to
designate Mayor Schaunaman as member and Alan Johnson as alternate member to serve on
the consolidated board of equalization from April – May 2024 as presented. Roll call vote to
approve, all present voting aye, motion carried.
APPROVAL OF PURCHASE OF LAND PARCEL FOR NE WATER TOWER
City Manager Robin Bobzien explained the potential site for the new water tower and
requested approval of purchase of land parcel from 3M for NE water tower. Discussion was
held. Motion by Novstrup, second by Liebelt to approve to purchase land parcel from 3M for
NE water tower as presented. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL OF CHANGE ORDER NO. 3 IN THE AMOUNT OF $115,203.25 AND
PAYMENT NO. 5 IN THE AMOUNT OF $205,108.38 TO DAHME CONSTRUCTION

FOR SOUTH ROOSEVELT STREET SANITARY SEWER IMPROVEMENTS
City Engineer Stuart Nelson explained the sewer collapse that occurred on South
Roosevelt Street and requested approval of Change Order No. 3, an increase in the amount of
$115,203.25 and Payment No. 5 in the amount of $205,108.38 to Dahme Construction for
work on the South Roosevelt Street Sanitary Sewer Improvement Project. Motion by Rife,
second by Novstrup to approve Change Order No. 3 in the amount of $115,203.25 and
Payment No, 5 in the amount of $205,108.38 to Dahme Construction for work on the project.
Roll call vote to approve, all present voting aye, motion carried.
APPROVAL OF CHANGE ORDER NO. 1B IN THE AMOUNT OF (-$2,077.45) TO
EFRAIMSON ELECTRIC FOR RUNWAY 13/31 REHABILITATION AND LIGHTING
IMPROVEMENTS, BID SCHEDULE B
Transportation Director Rich Krokel requested approval of Change Order 1B, a
decrease in the amount of (-$2,077.45) to Efraimson Electric for Runway 13/31
Rehabilitation and Lighting Improvements, Bid Schedule B. Motion by Johnson, second by
Reinbold to approve Change Order 1B in the amount of (-$2,077.45) to Efraimson Electric
for work on the project. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL OF PAYMENTS ON AIRPORT IMPROVEMENT PROJECTS AND
AUTHORIZE CITY MANAGER TO SIGN PAY REQUESTS
Transportation Director Rich Krokel requested approval on the following: (1)
Payment No. 5 – AIP 3-46-0001-47-2022 GA Apron Reconstruction, Ph. 1 – Sharpe
Enterprises in the amount of $697,483.30; (2) Payment No. 20 – AIP 3-46-0001-47-2022
GA Apron Reconstruction, Ph. 1 – Helms & Associates in the amount of $33,751.58; (3)
Payment No. 3B – AIP 3-46-0001-49-2023 Runway 13/31 Rehabilitation and Lighting
Improvements Project, Bid Schedule B – Efraimson Electric in the amount of $256,141.93;
(4) Payment No. 7 – AIP 3-46-0001-49-2023 Runway 13/31 Rehabilitation and Lighting
Improvements Project – Admin and Resident Engineering Services – Helms & Associates
in the amount of $41,981.56; (5) Payment No. 4A – AIP 3-46-0001-50-2023 Runway

Reede Construction in the amount of $144,687.82. Motion by Johnson, second by
Reinbold to approve six payments and authorize City Manager to sign the pay requests for
Airport Improvement Projects as presented. Roll call vote to approve, all present voting
aye, motion carried.
REVIEW AND APPROVAL OF CLAIMS
Motion by Rife, second by Novstrup to approve payment of the bills listed for
October 16, 2023.
Bills having been audited by the Finance Officer and fully itemized and authorize the Mayor

CITY MANAGER’S REPORT
City Manager Robin Bobzien stated the City Surplus Auction is on Thursday, October
19, 2023 at 3:00 p.m. Bobzien thanked the city staff and volunteers who helped erect the
dome at Presentation College this week.

There being no further business, motion by Reinbold, second by Johnson to adjourn
the meeting. Voice vote to adjourn, all present voting aye, motion carried. The meeting
adjourned at 6:10 p.m.
