CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Erin Fouberg via teleconference, Josh Rife via teleconference, Alan Johnson, Justin Reinbold, David Novstrup, and Mayor Travis Schaunaman. Motion by Ronayne, second by Reinbold to approve the second reading and final adoption of Ordinance 23-12-04 setting the fees and charges for certain services provided by the City of Aberdeen for 2024 with modification. SECOND READING AND FINAL ADOPTION OF ORDINANCE 23-12-05 SUPPLEMENTING THE 2023 BUDGET TO APPROPRIATE FUNDS FOR VARIOUS UNANTICIPATED PROJECTS, ACTIVITIES, AND EXPENDITURES City Finance Officer Jordan McQuillen indicated no changes since the first reading. Motion by Johnson, second by Reinbold to approve the second reading and final adoption of  18542 Ordinance 23-12-05 supplementing the 2023 budget to appropriate funds for various unanticipated projects, activities, and expenditures. SECOND READING AND FINAL ADOPTION OF ORDINANCE 23-12-06 SUPPLEMENTING THE 2023 BUDGET FOR VARIOUS PARKS, RECREATION, AND FORESTRY DEPARTMENT ACTIVITIES City Finance Officer Jordan McQuillen indicated no changes since the first reading. Motion by Reinbold, second by Johnson to approve the second reading and final adoption of Ordinance 23-12-06 supplementing the 2023 budget for various parks, recreation, and forestry department activities. Roll call vote to approve, all present voting aye, motion carried. NEW BUSINESS APPROVAL OF RESOLUTION 23-12-05R AUTHORIZING AN APPLICATION FOR FINANCIAL ASSISTANCE, AUTHORIZING THE EXECUTION, AND SUBMITTAL OF THE APPLICATION, AND DESIGNATING AN AUTHORIZED REPRESENTATIVE TO CERTIFY AND SIGN PAYMENT REQUESTS. Program Coordinator Ted Dickey with the Northeast Council of Government (NECOG) discussed the new water tower project and funding. Discussion was held. Motion by Ronayne, second by Reinbold to approve Resolution 23-12-05R, authorizing an application for financial assistance, authorizing the execution, and submittal of the application, and designating an authorized representative to certify and sign payment requests. APPROVAL OF REQUEST FROM ABERDEEN FIRE RESCUE’S FIRE CHIEF AND EMS BILLING SPECIALIST TO DECLARE CERTAIN UNPAID AMBULANCE ACCOUNTS UNCOLLECTIBLE AND ALLOW THE FIRE DEPARTMENT TO WRITE OFF THESE BALANCES Fire Chief Joel Weig discussed the delinquent accounts to be written off. Discussion was held. Motion by Reinbold, second by Novstrop for approval of request from Aberdeen Fire Rescue’s Fire Chief and EMS billing specialist to declare certain unpaid ambulance accounts uncollectible and allow the fire department to write off these balances. APPROVAL OF FIRST READING OF ORDINANCE 23-12-02 DESIGNATING A PORTION OF PUBLIC RIGHT-OF-WAY AS FIFTH AVENUE NW City Planner Eric Miller discussed the ordinance. Motion by Ronayne, second by Novstrop to approve the first reading of Ordinance 23-12-02 designating a portion of public right-of-way as Fifth Avenue NW. Discussion was held. APPROVAL OF PAY REQUEST #3 (FINAL) AND CHANGE ORDER #1 FOR PROJECT TRAFFIC-2023-1 (BROWN COUNTY 19 & 8TH AVE NE TRAFFIC SIGNAL  18543 IMPROVEMENTS) TO RINGGENBERG ELECTRIC INC. IN THE AMOUNT OF $151,455.86 FOR PAY REQUEST #3 AND CHANGE ORDER #1 IN THE AMOUNT OF $2,639.50 City Engineer Stuart Nelson discussed the request for payment. Discussion was held. Motion by Ronayne, second by Novstrup to approve Pay Request #3 (final) and Change Order #1 for project Traffic-2023-1 (Brown County 19 & 8th Ave NE traffic signal improvements) to Ringgenberg Electric Inc. in the amount of $151,455.86 for Pay Request #3 and Change Order #1 in the amount of $2,639.50. APPROVAL OF FIRST READING OF ORDINANCE 23-12-07, AN ORDINANCE AUTHORIZING THE ISSUANCE AND SALE OF BONDS FOR TAX INCREMENT FINANCING (TIF) DISTRICT #39 WITH A MAXIMUM ALLOWABLE ISSUANCE OF $5,297,279 City Finance Officer Jordan McQuillen discussed the issuance of the bonds. Discussion was held. Motion by Ronayne, second by Novstrup to approve the first reading of Ordinance 23- 12-07, an ordinance authorizing the issuance and sale of bonds for Tax Increment Financing (TIF) District #39 with a maximum allowable issuance of $5,297,279. Roll call vote to approve, all present voting aye, motion carried. APPROVAL TO AUTHORIZE THE CITY OF ABERDEEN TO ENTER INTO AGREEMENTS WITH WESTERN STATES FIRE PROTECTION CO. FOR THE INSTALLATION OF A FIRE SPRINKLER PROTECTION SYSTEM AND A FIRE ALARM MONITORING SYSTEM IN THE AGGREGATE AMOUNT OF $103,130.00 (MONITORING $55,800.00, FIRE SPRINKLERS: BATHROOM $19,990.00, SHOP $27,430.00) Mayor Travis Schaunaman opened discussion for the approval of the agreements.
