18567 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, February 20, 2024 at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Josh Rife via teleconference, Alan Johnson, Justin Reinbold, Tiffany Langer via teleconference, and David Novstrup. Mayor Travis Schaunaman was absent. City Council Member Alan Johnson presided over the meeting as Deputy Mayor. City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Rich Krokel, Jay Tobin, Amber Schwab, and Jordan McQuillen. PLEDGE OF ALLEGIANCE Deputy Mayor Johnson led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Reinbold, second by Ronayne to approve the agenda. Voice vote to approve, all present voting aye, motion carried. MINUTES Motion by Novstrup, second by Reinbold to approve the minutes of the January 22, 2024, as amended to include the addition of issued refund checks, the minutes of February 5, 2024, as published, and payroll section of City Council Meeting Minutes of February 5, 2024, as amended. Voice vote to approve, all present voting aye, motion carried. OPEN FORUM No one appeared in open forum to address the Council. CONSENT CALENDAR Motion by Ronayne, second by Novstrup to approve the following items on the consent calendar: LOTTERY NOTICE – receive and place on file: 4J Foundation – Bingo on February 29, 2024, and Sunrise Lodge #211 Masonic – Bingo on March 3, 2024 FINANCE OFFICE TREASURY REPORT FOR Q3 AND Q4, 2023 – receive and place on file. SET BID DATE OF MARCH 12, 2024, AT 2:00 P.M. for Aberdeen Regional Airport - 2024 Chilled Water Improvements 18568 SET BID DATE OF MARCH 5, 2024, AT 2:00 P.M. for Public Works – North Kline Street Storm Sewer Improvements Project SS-2024-1 Voice vote to approve, all present voting aye, motion carried. NEW BUSINESS APPROVAL OF APPOINTMENT OF SPENCER SOMMERS TO THE BOARD OF ZONING ADJUSTMENT AS AN ALTERNATE MEMBER BEGINNING MARCH 14, 2024 Community Development Director Ken Hubbart discussed the appointment of Spencer Sommers. Motion by Ronayne, second by Fouberg to approve the appointment of Spencer Sommers to the board of zoning adjustment as an alternate member beginning March 14, 2024. Voice vote to approve, all present voting aye, motion carried. APPROVAL OF FIRST READING AND PASSAGE OF RESOLUTION DESIGNATING THE COMMUNITY DEVELOPMENT DIRECTOR TO APPROVE CERTAIN PLATS Community Development Director Ken Hubbart presented resolution 24-02-01R. Motion by Reinbold, second by Ronayne to approve the first reading and passage of resolution 24- 02-01R, designating the Community Development Director to approve certain plats. Roll call vote to approve, all present voting aye, motion carried. POSSIBLE APPROVAL OF PROPERTY TAX AND SPECIAL ASSESSMENT ABATEMENTS FOR PROPERTY IN CITY LIMITS City Finance Officer Jordan McQuillen discussed the property tax and special assessment abatements for property described as: 402 Lloyd St N in the amount of $3,221.10, 810 2nd Ave NE for $2,507.34, 912 3rd St S in the amount of $1,828.77, 1400 9th Ave SW in the amount of $16.98, and 1118 Aldrich St S in the amount of $9,092.49. The Brown County Commission has approved abatement of their share of taxes. Motion by Ronayne, second by Novstrup to approve the property tax and special assessment abatements for property in city limits. Roll call vote to approve, all present voting aye, motion carried. APPROVAL OF AIRPORT IMPROVEMENT PROJECT CHANGE ORDERS AND PAY REQUESTS: 1. Change Order 1A for AIP Project #3-46-0001-49-2023 Rwy 13/31 Rehabilitation and Lighting Improvements in the amount of -$19,030.25, 2. Payment request to Helms & Associates for AIP Project #3-46-0001-43-2021 Taxiway Geometry Improvements, in the amount of $58.09, 3. Payment request to Helms & Associates for AIP Project #3-46-0001-47-2022 GA Apron Reconstruction, Ph. I in the amount of 18569 $214.68, 4. Payment request to Helms & Associates for AIP Project #3-46-0001-49-2023 Rwy 13/31 Rehabilitation and Lighting Improvements in the amount of $5,436.23, 5. Payment request to Reede Construction Inc for AIP Project #3-46-0001-49-2023 Runway 13/31 Rehabilitation and Lighting Improvements – Bid Schedule A1/A2 in the amount of $9,305.21, 6. Payment request to Reede Construction Inc for AIP Project #3-46-0001-50- 2023 Runway 13/31 Rehabilitation and Lighting Improvements – Bid Schedule A in the amount of $146,600.20, 7. AIP Project #3-46-0001-51-2024 GA Apron Reconstruction Phase II – Design in the amount of $43,452.80 Transportation Director Rich Krokel discussed the payments. Motion by Liebelt, second by Ronayne to approve airport improvement project change orders and pay requests. Roll call vote to approve, all present voting aye, motion carried. POSSIBLE APPROVAL OF PURCHASE OF WATER METER COMPONENTS FROM METERING & TECHNOLOGY SOLUTIONS City Engineer Stu Nelson discussed the purchase. Motion by Liebelt, second by Reinbold to approve the purchase of water meter components from Metering & Technology Solutions. Roll call vote to approve, all present voting aye, motion carried. REVIEW AND APPROVAL OF CLAIMS AND PAYROLL Motion by Ronayne, second by Novstrup to approve payment of the bills listed for February 20, 2024. Roll call vote to approve, all present voting aye, motion carried. Employee milestones included the following: Cheryl Kolb serving 5-years at Aberdeen Regional Airport, Brad Wolf serving 10-years at Aberdeen Police Department, Ricky Hoon serving 15-years at Public Works, Charles Forrest serving 20-years at Parks and Rec. Aberdeen Day in Pierre will take place on Thursday, February 22, 2024. EXECUTIVE SESSION Motion by Ronayne, second by Reinbold to move into executive session at 5:53 p.m. to consult with legal counsel to discuss litigation and contract matters and to prepare for contract negotiations, pursuant to SDCL §1-25-2(3) and (4). No council action occurred during executive session. Voice vote to approve, all present voting aye, motion carried. Motion by Fouberg, second by Reinbold to move out of executive session at 6:32 p.m. Voice vote to approve, all present voting aye, motion carried.
