18563 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, February 5, 2024, at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Josh Rife, Alan Johnson, Justin Reinbold, and Mayor Travis Schaunaman. Council Members Tiffany Langer and David Novstrup were absent. City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Rich Krokel, Dave McNeil, and Cathy McNickle. PLEDGE OF ALLEGIANCE Mayor Schaunaman led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Reinbold, second by Johnson to approve the agenda with amendment to remove item 7(b). Voice vote to approve, all present voting aye, motion carried. MINUTES Motion by Ronayne, second by Rife to approve the minutes of the January 22, 2024, City Council Meeting, as published and payroll section of City Council Meeting Minutes of January 22, 2024, as amended. Voice vote to approve, all present voting aye, motion carried. OPEN FORUM Vernon Pressler with the American Legion Post #24 of Aberdeen presented Reviving Moccasin Creek project. CONSENT CALENDAR Motion by Reinbold, second by Liebelt to approve the following items on the consent calendar: LICENSES - Renew taxi license for Ron Hettich SET BID DATE OF FEBRUARY 20, 2024, AT 2:00 P.M. for the following: (1) Bids for 2024 Aggregates, (2) Bids for 2024 Asphaltic Concrete and Surfacing Repair Mix, and (3) Bids for 2024 Bituminous Oils LOTTERY NOTICE – RECEIVED AND PLACED ON FILE for Aberdeen Chamber of Commerce for March 1 to June 15, 2024 COMMUNITY EVENT PERMIT – for Yelduz Shrine Circus for March 27 to March 30, 2024 18564 Voice vote to approve, all present voting aye, motion carried. NEW BUSINESS APPROVAL OF A PURCHASE AGREEMENT FOR THE CITY TO PERMANENTLY ACQUIRE THE LAND PRESENTLY BEING LEASED FROM THE PRESENTATION SISTERS City Attorney Ron Wager presented the purchase agreement. Discussion was held. Motion by Liebelt, second by Fouberg to approve the purchase agreement for the city to permanently acquire the land presently being leased from the Presentation Sisters. Roll call vote to approve, all present voting aye, motion carried. APPROVAL TO AUTHORIZE PURCHASE OF COMPUTER HARDWARE Deputy Finance Officer Cathy McNickle discussed the purchase of computer hardware. Motion by Ronayne, second by Johnson to approve the purchase of computer hardware. Roll call vote to approve, all present voting aye, motion carried. APPROVAL TO AUTHORIZE PURCHASE OF TRANSIT VEHICLE AS PART OF SD DOT SECTION 5311 GRANT 812161 Transportation Director Rich Krokel presented the purchase of transit vehicle. Motion by Johnson, second by Ronayne to approve the purchase of transit vehicle as part of SD DOT section 5311 grant 812161. Roll call vote to approve, all present voting aye, motion carried. APPROVAL OF SD DOT FUNDING AGREEMENT FOR INSTALLATION OF NEW RAILROAD CROSSING SIGNALS AND ROADWAY UPGRADES City Engineer Stuart Nelson discussed the agreement. Discussion was held. Motion by Johnson, second by Ronayne to approve SD DOT funding agreement for installation of new railroad crossing signals and roadway upgrades. Roll call vote to approve, all present voting aye, motion carried. APPROVAL OF SOUTH DAKOTA STREET ROADWAY IMPROVEMENTS PAY REQUEST #7 City Engineer Stuart Nelson discussed roadway improvement pay request. Motion by Ronayne, second by Reinbold to approve South Dakota Street Roadway Improvements Pay Request #7. Roll call vote to approve, all present voting aye, motion carried. APPROVAL OF 2024 BUDGETED TRANSFERS Deputy Finance Officer Cathy McNickle discussed the transfers. Motion by Rife, second by Reinbold to approve the 2024 Budgeted Transfers. Roll call vote to approve, all present voting aye, motion carried. 18565 REVIEW AND APPROVAL OF CLAIMS AND PAYROLL Motion by Ronayne, second by Liebelt to approve payment of the bills listed for February 5, 2024, and payroll for the period from January 28, 2024, through February 10, 2024. CITY MANAGER’S REPORT City Manager Robin Bobzien discussed placing a water fountain at the arboretum along with a fountain for dogs, Amber Schwab was announced the new Economic Development Manager and Public Information Officer, various meetings will be attended in Pierre, and a meeting was held with Senator Rounds to discuss access to funding for the WINS project. ADJOURNMENT There being no further business, motion by Reinbold, second by Johnson to adjourn the meeting. Voice vote to adjourn, all voting aye, motion carried.
