MINUTES
ABERDEEN CITY COUNCIL MEETING
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, January 22, 2024, at 5:30 p.m., regular meeting of the City Council.
CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members Rob Ronayne via teleconference,
Charlotte Liebelt, Josh Rife, Justin Reinbold, Tiffany Langer via teleconference, David
Novstrup, and Mayor Travis Schaunaman. Council Members Erin Fouberg and Alan Johnson
were absent.
City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel
Weig, Dave McNeil, and Jordan McQuillen.
PLEDGE OF ALLEGIANCE
Mayor Schaunaman led the Pledge of Allegiance.
APPROVAL OF AGENDA
Motion by Liebelt, second by Reinbold to approve the agenda. Voice vote to approve,
all present voting aye, motion carried.
MINUTES
Motion by Reinbold, second by Novstrup to approve the minutes of the January 16,
2024, City Council Meeting, as circulated. Voice vote to approve, all present voting aye,
motion carried.
OPEN FORUM
Casey Weismantel presented the 2023 “Cackling Community Award” winner.
CONSENT CALENDAR
Motion by Reinbold, second by Novstrup to approve the following items on the consent
calendar:
LOTTERY – for Bethlehem Lutheran Pre-K, Lottery (raffle) will be held February 1 – 15, 2024
SHOOTING GALLERY – for Brown County 4-H – Rifle – Shooting gallery located at 400
24th Ave NW – the range will be inside a store at the Uptown Aberdeen mall

NEW BUSINESS
APPROVAL OF 2024 WATER TREATMENT CHEMICALS
Janel Ellingson of the Water Treatment Plant discussed the trial of proposed water treatment
chemicals. Discussion was held. Motion by Ronayne, second by Reinbold to approve the
2024 Water Treatment Chemicals. Roll call vote to approve, all present voting aye, motion
carried.
APPROVAL OF BID IN THE AMOUNT OF $3,807,754.52 BY PRAHM
CONSTRUCTION, INC. OF SLAYTON, MINNESOTA FOR THE 10TH AVE SE
BRIDGE (PROJECT BRF 2324(00)23-1, PCN 09GP)
City Engineer Stu Nelson discussed the bid. Discussion was held. Motion by Ronayne,
second by Novstrup to approve bid in the amount of $3,807,754.52 by Prahm Construction,
Inc. of Slayton, Minnesota for the 10th Ave SE bridge (Project BRF 2324(00)23-1, PCN
09GP). Roll call vote to approve, all present voting aye, motion carried.
REVIEW AND APPROVAL OF CLAIMS AND PAYROLL
Motion by Rife, second by Liebelt to approve payment of the bills listed for January
22, 2024, and payroll for the period from January 14, 2024, through January 27, 2024.
Bills having been audited by the Finance Officer and fully itemized and authorize the Mayor or
City Manager to sign, and the Finance Officer to countersign, all warrants for payment of the

Payroll for the period from January 14, 2024, through January 27, 2024, and city share of social
security, old age & survivor’s insurance, retirement, health, and life insurance. Roll call vote
to approve, with Mayor Schaunaman abstaining to Climate Control and approval of the
remainder. All present voting aye, motion carried.
CITY MANAGER’S REPORT
City Manager Robin Bobzien discussed reviewing a draft of the water supply study and
staff will be in Pierre for the water infrastructure study and for legislative items pertaining to
municipality.
EXECUTIVE SESSION
Motion by Reinbold, second by Novstrup to move into executive session at 5:51 p.m.
to discuss personnel and contract matters, pursuant to SDCL §1-25-2(1), (3) and (4). Voice
vote to approve, all present voting aye, motion carried.
Motion by Ronayne, second by Novstrup to move out of executive session at 6:42
p.m. Voice vote to approve, all present voting aye, motion carried.
ADJOURNMENT
There being no further business, motion by Reinbold, second by Liebelt to adjourn the
meeting. Voice vote to adjourn, all voting aye, motion carried. The meeting adjourned at 6:43
p.m.
