ABERDEEN CITY COUNCIL MEETING
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, January 16, 2024, at 5:30 p.m., regular meeting of the City Council.
CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members Rob Ronayne via teleconference, Erin
Fouberg, Charlotte Liebelt, Alan Johnson via teleconference, Justin Reinbold, and Mayor
Travis Schaunaman. Council Members Josh Rife, Tiffany Langer, and David Novstrup were
absent.
City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel
Weig, Dave McNeil, Steven Thithavong, and Jordan McQuillen.
PLEDGE OF ALLEGIANCE
Mayor Schaunaman led the Pledge of Allegiance.
APPROVAL OF AGENDA
Motion by Fouberg, second by Reinbold to approve the agenda. Voice vote to
approve, all present voting aye, motion carried.
MINUTES
Motion by Liebelt, second by Reinbold to approve the minutes of the January 8, 2024,
City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion
carried.
OPEN FORUM
No one appeared in open forum to address the Council.
CONSENT CALENDAR
Motion by Reinbold, second by Liebelt to approve the following items on the consent
calendar:
LOTTERY NOTICE: 4J Foundation for bingo being held on January 25, 2024
LICENSE: New Residential Building Contractors License for Henry Fouberg of HF
Enterprises
Voice vote to approve, all voting aye, with Fouberg abstaining. Motion carried.

APPROVAL OF SECOND READING AND FINAL ADOPTION OF ORDINANCE
AMENDING THE SUBDIVISION REGULATIONS OF THE CITY CODE

Community Development Director Ken Hubbart stated no changes since the last hearing.
Motion by Ronayne, second by Reinbold. Roll call vote to approve, all present voting aye,
motion carried.
NEW BUSINESS
PRESENTATION OF UPDATED MEETING AGENDA
City Finance Officer Jordan McQuillen and Compliance and Records Specialist Steven
Thithavong presented an update on the meeting agenda and how to navigate the city’s
website.
PUBLIC HEARING AND APPROVAL OF THE SPECIAL ONE-DAY RETAIL ON-
SALE LIQUOR LICENSE ON APRIL 26, 2024, FOR THE NSU FOUNDATION DBA
APEX EVENTS LLC AT NSU BOURBON AND BREWS, 620 15TH AVE SE
Mayor Travis Schaunaman opened the public hearing for the special One-Day Retail On-
Sale Liquor License. Motion by Reinbold, second by Ronayne to approve the Special One-
Day Retail On-Sale Liquor License on April 26, 2024, for the NSU Foundation dba APEX
Events LLC at NSU Bourbon and Brews, 620 15th Ave SE. Voice vote to approve, all
present voting aye, motion carried.
APPROVAL AND REAPPOINTMENT OF CINDY SENGER TO THE K.O. LEE
ABERDEEN PUBLIC LIBRARY BOARD OF TRUSTEES FOR A SECOND, THREE-
YEAR TERM ENDING JUNE 30, 2026.
Motion by Ronayne, second by Reinbold to approve the reappointment of Cindy Senger to
the K.O. Lee Aberdeen Public Library Board of Trustees for a second, three-year term
ending June 30, 2026. Voice vote to approve, all present voting aye, motion carried.
APPROVAL OF A PETITION TO VACATE A PORTION OF FOURTEENTH STREET

Community Development Director Ken Hubbart presented and discussed the petition.
Discussion was held. Motion by Reinbold, second by Liebelt. Roll call vote to approve, all
present voting aye, motion carried.
REVIEW AND APPROVAL OF CLAIMS AND PAYROLL
Motion by Ronayne, second by Reinbold to approve payment of the bills listed for

CITY MANAGER’S REPORT
City Manager Robin Bobzien shared that he has recently met with the Leadership
Aberdeen class of 2024, a meeting with SD DOT to discuss replacement of the 6th Avenue
bridge and two-way Main Street, and meeting will continue on the topic of the WINS project.
EXECUTIVE SESSION
Motion by Reinbold, second by Liebelt to move into executive session at 5:50 p.m. to
discuss personnel matter(s), pursuant to SDCL §1-25-2(1). Voice vote to approve, all
present voting aye, motion carried.
Motion by Reinbold, second by Liebelt to move out of executive session at 6:48
p.m. Voice vote to approve, all present voting aye, motion carried.
ADJOURNMENT
There being no further business, motion by Fouberg, second by Reinbold to adjourn
the meeting. Voice vote to adjourn, all voting aye, motion carried. The meeting adjourned at
6:48 p.m.
