ABERDEEN CITY COUNCIL MEETING

South Dakota, May 6, 2024, at 5:30 p.m., regular meeting of the City Council.
CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members Rob Ronayne via teleconference, Erin
Fouberg, Charlotte Liebelt, Josh Rife, Alan Johnson via teleconference, Justin Reinbold,
Tiffany Langer via teleconference, David Novstrup, and Mayor Travis Schaunaman.
City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel
Weig, Dave McNeil, Stacy Vrchota, Austin Nath, and Jordan McQuillen.

Motion by Liebelt, second by Rife to approve the agenda. Voice vote to approve, all

Motion by Reinbold, second by Novstrup to approve the minutes of the April 22, 2024,
City Council Meeting, as circulated, and the April 30, 2024, Special City Council Meeting, as
circulated. Voice vote to approve, all present voting aye, motion carried.

City Manager Robin Bobzin presented the appointment. Motion by Reinbold, second by Liebelt
for approval to consent to the appointment of Jay Tobin as Chief of the Aberdeen Police
Department effective for the 24-hour period beginning at 5:00 p.m. on May 16, 2024, and
terminating upon his retirement from the department at 5:00 p.m. on May 17, 2024, and

approval of the appointment of David McNeil as Chief of the Aberdeen Police Department
effective beginning 5:01 p.m. on May 17, 2024, and continuing thereafter. Roll call vote to

ALEXA SHELDON PRESENTING AN UPDATE FROM ABERDEEN DOWNTOWN
ASSOCIATION
Executive Director Alexa Sheldon of the Aberdeen Downtown Association presented a recap
of 2023 projects and events along with 2024 updates.

ON-SALE LIQUOR LICENSE FOR JACK BRAUN, 207 E MAIN ST, WARNER, SOUTH
DAKOTA AT WYLIE PAVILION, 2306 24TH AVE NW, ABERDEEN, SOUTH DAKOTA,
FOR A WEDDING RECEPTION ON JUNE 6, 2024
Mayor Schaunaman opened the hearing for the special one-day retail on-sale liquor license.
Motion by Reinbold, second by Novstrup for approval of the special one-day license on June
6, 2024. Voice vote to approve, all present voting aye, motion carried.
APPROVAL OF FIRST READING OF ORDINANCE REPEALING THE REPORTING
REQUIREMENTS FOR COMMERCIAL SOLID WASTE HAULERS
City Engineer Stuart Nelson presented the first reading of the ordinance. Motion by Liebelt,
second by Novstrup to approve the first reading of the ordinance repealing the reporting
requirements for commercial solid waste haulers. Roll call vote to approve, all present voting
aye, motion carried.
APPROVAL OF LICENSE TO PERMIT RAMP ENCROACHMENT ON RIGHT-OF-WAY
ABUTTING 206 2ND AVE. SW
City Attorney Ron Wager presented the license. Motion by Ronayne, second by Novstrup for
approval to approve the license to permit ramp encroachment on right-of-way abutting 206 2nd
Avenue Southwest. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL TO DECLARE SURPLUS ONE SERVICE DUTY WEAPON
Motion by Liebelt, second by Fouberg for approval to declare surplus one service duty weapon.

APPROVAL OF A MEDICAL DIRECTOR AGREEMENT WITH SANFORD ABERDEEN
MEDICAL CENTER TO DESIGNATE A LICENSED EMERGENCY MEDICINE
PHYSICIAN TO DIRECT AMBULANCE PROTOCOLS AND OVERSEE PROGRAM
TRAINING AND SUPERVISION OF THE PARAMEDICS AND EMTS OF ABERDEEN

Fire Chief Joel Weig presented the agreement. Motion by Reinbold, second by Rife for approval
of the Medical Director Agreements with Sanford Aberdeen Medical Center to designate a
licensed emergency medicine physician to direct ambulance protocols and oversee program
training and supervision of the paramedics and EMTs of Aberdeen Fire Rescue. Roll call vote
to approve, all present voting aye, motion carried.
APPROVAL OF BID FROM WRIGHT & SUDLOW INC. IN THE AMOUNT OF
$186,805.45 FOR PROJECT ST-2024-2 (CONCRETE STREET REHABILITATION)
City Engineer Stuart Nelson presented the bid. Motion by Johnson, second by Ronayne for
approval of bid from Wright & Sudlow Inc. in the amount of $186,805.45. Roll call vote to
approve, all present voting aye, motion carried.
APPROVAL OF PETITION OF VOLUNTARY ANNEXATION OF APPROXIMATELY
6.06 ACRES OF FORMER RAILROAD RIGHT-OF-WAY LOCATED ADJACENT TO
THE WEST SIDE OF THE PRESENTATION COLLEGE CAMPUS – 224 FIFTEENTH
AVENUE NW
Community Development Director Ken Hubbart presented the annexation. Motion by
Ronayne, second by Rife for approval of petition of voluntary annexation of approximately
6.06 acres of former railroad right-of-way located adjacent to the west side of the former
Presentation College campus – 224 Fifteenth Avenue NW. Roll call vote to approve, all present
voting aye, motion carried.

City Manager Robin Bobzien discussed meetings regarding potential funding for the
WINS project and upcoming board meetings.
