Voice vote to approve, all 16 present voting aye, motion carried. 17 MINUTES 18 Motion by Liebelt, second by Novstrup, to approve the minutes of the March 17, 2025, City 19 Council Meeting, as circulated. Motion by Johnson, second by 21 Novstrup, to approve Resolution 25-03-02R invalidating votes of a council member due to 22 conflicts of interest. Roll call vote to approve with Councilman Ward abstaining, all present voting 23 aye, motion carried. 24 FIRST READING OF ORDINANCE NO. 25-03-01 AMENDING THE 25 REQUIREMENTS FOR A BUILDING MOVING PERMIT SET FORTH IN CHAPTER 46 OF 26 THE ABERDEEN CITY CODE 27 Community Development Director Hubbart presented Ordinance No. 25-03-01. Motion 28 by Ronayne, second by Johnson, to approve the first reading of Ordinance No. 25-03-01 amending 29 the requirements for a building moving permit set forth in Chapter 46 of the Aberdeen City Code 30 and motion by Ward, second by Novstrup, to amend the current height to not exceed 13 feet to 15  18830 1 feet. Roll call vote to approve the amendment, all present voting aye, motion carried. Roll call 2 vote to approve the ordinance, all present voting aye, motion carried. 3 POSSIBLE ABATEMENT OF PROPERTY TAXES FOR REAL PROPERTY WITHIN 4 CITY LIMITS 5 Deputy Finance Officer McNickle presented the abatement. Motion by Ronayne, second 6 by Ward, to approve the abatement of property taxes for real property within city limits. Roll call 7 vote to approve, all present voting aye, motion carried. 8 CONSIDERATION OF REQUEST TO WAIVE TIF APPLICATION FEES FOR 9 AFFORDABLE HOUSING TIF APPLICATION SUBMITTED BY HOMES ARE POSSIBLE 10 INCORPORATED 11 City Manager Bobzien presented the consideration of request to waive TIF application fees. 12 Motion by Ward, second by Novstrup, to approve the consideration of request to waive TIF 13 application fees for Affordable Housing TIF Application Submitted by Homes Are Possible 14 Incorporated. Roll call vote to approve with Councilman Ronayne abstaining, all others present 15 voting aye, motion carried. 16 APPROVAL OF PAY REQUEST #4 IN THE AMOUNT OF $108,287.11 TO DAHME 17 CONSTRUCTION INC., FOR PROJECT ST-2024-1 (MILL & OVERLAY IMPROVEMENTS) 18 City Engineer Nelson presented the pay request. Motion by Ronayne, second by Johnson, 19 approve pay request #4 in the amount of $108,287.11 to Dahme Construction Inc., for project 20 ST-2024-1 (Mill & Overlay Improvements).
