Motion by 16 Johnson, second by Ward, to approve the second reading and final adoption of Ordinance 25-03- 17 01 amending the requirements for a building moving permit. Roll call vote to approve, all present 18 voting aye, motion carried. 19 NEW BUSINESS 20 PRESENTATION OF UPGRADED NEW CITY WEBSITE 21 Economic Development Manager and Public Information Officer Schwab presented the 22 upgrades of the new city website. 23 APPROVAL OF A MEMORANDUM OF UNDERSTANDING RELATED TO 24 INITIATIVE FOR EARLY LEARNER SOUTH DAKOTA 25 City Manager Bobzien presented the memorandum of understanding. Motion by Langer, 26 second by Ronayne, to approve a Memorandum of Understanding related to initiative for Early 27 Learner South Dakota. Voice vote to approve, all present voting aye, motion carried. 28 APPOINTMENT OF TREVOR ZENS TO THE CITY PLANNING COMMISSION, FOR 29 A 5-YEAR TERM BEGINNING MAY 20, 2025 30 Community Development Director Hubbart presented the appointment to the City Planning 31 Commission. Motion by Ronayne, second by Fouberg, to approve the appointment of Trevor Zens 32  18835 1 to the City Planning Commission, for a 5-year term beginning May 20, 2025. Voice vote to 2 approve, all present voting aye, motion carried. 3 PUBLIC HEARING AND APPROVAL OF A SPECIAL ONE DAY RETAIL ON-SALE 4 LIQUOR LICENSE ON MAY 3, 2025, FOR THE BOYS & GIRLS CLUB OF ABERDEEN 5 AREA EVENT, WINEFEST 2025, AT 1121 1ST AVE SE 6 Mayor Schaunaman opened the public hearing for a Special One Day Retail On-Sale 7 Liquor License. Motion by Ward, second by Liebelt, to approve a Special One Day Retail On- 8 Sale Liquor License on May 3, 2025, for the Boys & Girls Club of Aberdeen Area event, Winefest 9 2025, at 1121 1st Ave SE. Voice vote to approve, all present voting aye, motion carried. 10 ABATEMENT OF PROPERTY TAXES FOR REAL PROPERTY WITHIN CITY 11 LIMITS 12 Finance Officer McQuillen presented the abatement of property taxes. Motion by Johnson, 13 second by Liebelt, to approve the abatement of property taxes for real property within city limits. 14 Roll call vote to approve, all present voting aye, motion carried. 15 APPROVAL OF THE FIRST READING AND PASSAGE OF RESOLUTION 25-04-01R 16 TO SUBMIT A GRANT APPLICATION TO THE LWCF FOR CONSTRUCTION OF A NEW 17 PLAYGROUND AT SUNSHINE PARK AND TO AUTHORIZE THE CITY MANAGER TO 18 SIGN THE GRANT APPLICATION 19 Parks, Recreation, and Forestry Director Hoven presented the resolution and grant 20 application. Motion by Ronayne, second by Novstrup, to approve the first reading and passage of 21 Resolution 25-04-01R to submit a grant application to the LWCF for construction of a new 22 playground at Sunshine Park and to authorize the City Manager to sign the grant application. Roll 23 call vote to approve, all present voting aye, motion carried. 24 APPROVAL OF PURCHASE AGREEMENT TO ACQUIRE LAND FOR A NEW 25 PUBLIC WORKS FACILITY 26 City Attorney Wager presented the purchase agreement. Motion by Novstrup, second by 27 Johnson, to approve a purchase agreement to acquire land for a new public works facility. Roll 28 call vote to approve with Council Member Ward abstaining, all others present voting aye, motion 29 carried. 30 APPROVAL OF PAY REQUEST #3 FOR THE WATER TREATMENT PLANT HEAT 31 EXCHANGER REPLACEMENT IN THE AMOUNT OF $63,195.30 TO CLIMATE CONTROL  18836 1 City Engineer Nelson presented the pay request. Motion by Johnson, second by Novstrup, 2 to approve pay request #3 for the Water Treatment Plant Heat Exchanger Replacement in the 3 amount of $63,195.30 to Climate Control. Roll call vote to approve, with Council Members 4 Ronayne, Ward, and Mayor Schaunaman abstaining, all others present voting aye, motion carried. 5 APPROVAL OF RECOMMENDATION ON BIDS FOR PROJECT CONC-2025-1, 6 ANNUAL CONCRETE WORK 7 City Engineer Nelson presented the recommendation on bids. Motion by Johnson, second 8 by Ward, to approve the recommendation on bids for Project CONC-2025-1, Annual Concrete 9 Work. Roll call vote to approve, all present voting aye, motion carried. 10 APPROVAL OF RECOMMENDATION ON BIDS FOR PROJECT CONC-2025-2, 11 ACCESSIBLE SIDEWALK QUADRANT IMPROVEMENTS 12 City Engineer Nelson presented the recommendation on bids. Motion by Liebelt, second 13 by Johnson, to approve the recommendation on bids for Project CONC-2025-2, Accessible 14 Sidewalk Quadrant Improvements.
