Voice vote 14 to approve, all present voting aye, motion carried. 15 PUBLIC HEARING AND APPROVAL OF A NEW RETAIL (ON-OFF SALE) WINE 16 AND CIDER LICENSE FOR SKY LLC DBA INTERNATIONAL KITCHEN, 1721 6TH AVE 17 SE 18 Mayor Schaunaman opened the public hearing for a new wine and cider license. Voice vote to approve, all 28 present voting aye, motion carried. 29 APPROVAL OF FIRST READING OF ORDINANCE NO. 25-05-03 REPEALING THE 30 PARKING BOARD AND EXPANDING THE PURPOSE OF THE DOWNTOWN BUSINESS 31 IMPROVEMENT DISTRICT 32 City Attorney Wager presented Ordinance No. 25-05-03. Motion by Ronayne, second by  18857 1 Langer, to approve the first reading of Ordinance No. 25-05-03 repealing the Parking Board and 2 expanding the purpose of the Downtown Business Improvement District. Roll call vote to approve, 3 all present voting aye, motion carried. 4 APPROVAL OF FIRST READING OF ORDINANCE NO. 25-05-04 AMENDING 5 PUBLIC PARKING REGULATIONS 6 City Attorney Wager and Police Chief McNeil presented Ordinance No. 25-05-04. Motion 7 by Ronayne, second by Ward, to approve the first reading of Ordinance No. 25-05-04 Amending 8 Public Parking Regulations. 9 Motion by Langer, second by Ronayne, to amend section 52-217(d) of the ordinance to 10 remove the phrase of “more than two days”, thereby allowing appeals to the Council of any denied 11 request in the downtown core area. 12 Roll call vote to approve the amendment, with Council Members Ward and Fouberg voting 13 no, all others present voting aye, motion carried. 14 Roll call vote to approve first reading of Ordinance 25-05-04, as amended, all present 15 voting aye, motion carried. 16 REVIEW AND APPROVAL OF CLAIMS AND PAYROLL 17 Motion by Liebelt, second by Novstrup, to approve payment of the bills listed for May 5, 18 2025. 19 Bills having been audited by the Finance Officer and fully itemized and authorize the Mayor 20 or City Manager to sign, and the Finance Officer to countersign, all warrants for payment of the 21 following approved bills: First Interstate Bank 107,500.00, US Bank Corp.
