Motion by Ward, second by Johnson, to approve the second reading and final adoption 11 of Ordinance 25-11-03, a petition to rezone from C-3 to R-3, Property at 119 Washington Street 12 N. Roll call vote to approve, all present voting aye, motion carried. 13 SECOND READING AND FINAL ADOPTION OF ORDINANCE 25-11-04, AN 14 ORDINANCE TO CHANGE THE NAME OF A PORTION OF PUBLIC RIGHT-OF-WAY 15 FROM NICKLAUS DRIVE TO SHORTRIDGE DRIVE 16 Community Development Director Hubbart presented the second reading of Ordinance 25- 17 11-04. Motion by Johnson, second by Ekanger, to approve the second reading and final adoption 18 of Ordinance 25-11-04, an ordinance to change the name of a portion of Public Right-of-Way from 19 Nicklaus Drive to Shortridge Drive. Roll call vote to approve, all present voting aye, motion 20 carried. 21 NEW BUSINESS 22 ANNEXATION OF THE BROWN COUNTY FAIRGROUNDS INTO THE CITY OF 23 ABERDEEN PURSUANT TO THE FAIRGROUNDS ANNEXATION AGREEMENT 24 BETWEEN THE CITY OF ABERDEEN AND BROWN COUNTY 25 City Attorney Wager presented the proposed annexation. Motion by Ronayne, second by 26 Ward, to approve first reading and passage of Resolution No. 25-12-01R, as amended, for 27 annexation of the Brown County Fairgrounds into the City of Aberdeen and including the 28 additional language incorporating the Fairgrounds Annexation Agreement dated November 12, 29 2025. Roll call vote to approve, all present voting aye, motion carried. 30 ANNEXATION OF THE MUNICIPAL WATER TOWER PROPERTY LOCATED AT 31 THE BROWN COUNTY FAIRGROUNDS  19005 1 Community Development Director Hubbart presented the proposed annexation. Motion 2 by Ward, second by Novstrup, to approve the first reading and passage of Resolution 25-12-02R, 3 for the annexation of the municipal water tower property located at the Brown County Fairgrounds. 4 Roll call vote to approve, all present voting aye, motion carried. 5 APPROVAL OF PAY REQUEST #2 FOR WT-2025-1 (WATER TOWER AND 6 TRANSMISSION LINE) IN THE AMOUNT OF $1,234,250.59 TO DAHME CONSTRUCTION 7 INC. OF ABERDEEN, SD FOR SCHEDULE A AND $748,319.75 TO LANDMARK 8 STRUCTURES INC. OF FORT WORTH, TX FOR SCHEDULE B 9 City Engineer Nelson presented the pay requests. Motion by Johnson, second by Ward, to 10 approve pay Request #2 for WT-2025-1 (Water Tower and Transmission Line) in the amount of 11 $1,234,250.59 to Dahme Construction Inc. of Aberdeen, SD for Schedule A and $748,319.75 to 12 Landmark Structures Inc. of Fort Worth, TX for Schedule B. Roll call vote to approve, all present 13 voting aye, motion carried. 14 APPROVAL TO AUTHORIZE THE PURCHASE OF A NEW 2026 FORD 1 TON AWD 15 CARGO VAN FROM PIERSON FORD LINCOLN, INC. USING THE PRICE STRUCTURE 16 FROM SD STATE BIDS 17 City Engineer Nelson presented the purchase request. Motion by Fouberg, second by Ward, 18 to approve and authorize the purchase of a new 2026 Ford 1 Ton AWD Cargo Van from Pierson 19 Ford Lincoln, Inc. using the price structure from SD State Bids. Roll call vote to approve, all 20 present voting aye, motion carried. 21 APPROVAL OF FIRST READING OF ORDINANCE 25-11-03 SETTING THE 22 SALARIES AND WAGES OF CITY OFFICIALS AND EMPLOYEES FOR THE UPCOMING 23 YEAR 24 City Manager McNeil presented the first reading of Ordinance 25-11-03. Motion by 25 Ronayne, second by Ward, to approve the first reading of Ordinance 25-11-03 setting the salaries 26 and wages of city officials and employees for the upcoming year. A work session for December 8, 2025, is 18 scheduled for 4:00 p.m. Outgoing City Manager Bobzien was recognized at his final city council 19 meeting. 20 ADJOURNMENT 21 There being no further business, motion by Johnson, second by Liebelt, to adjourn the 22 meeting.
