19008 1 MINUTES 2 ABERDEEN CITY COUNCIL WORK SESSION 3 City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South 4 Dakota, December 8, 2025, at 4:00 p.m., regular meeting of the City Council. 5 CALL TO ORDER 6 MEETING ROLL CALL 7 Present at roll call were City Council Members Rob Ronayne via teleconference, Rich 8 Ward via teleconference, Alan Johnson, Talmage Ekanger, Chad Nilson, David Novstrup, and 9 Mayor Travis Schaunaman. Council members Charlotte Liebelt and Erin Fouberg were absent. 10 City Staff present were Stuart Nelson, Ken Hubbart, Joel Weig, Dave McNeil, Jim 11 Ackerman, Amanda Fischer, Destin Spellman, Cathy McNickle, Amber Schwab, and Jordan 12 McQuillen. 13 PLEDGE OF ALLEGIANCE 14 Mayor Schaunaman led the Pledge of Allegiance. 15 Council member Liebelt joined the meeting at 4:04 p.m. 16 REVIEW OF RATE STUDY AND DISCUSSION ON UTILITY RATES 17 Mayor Schaunaman introduced the Banner Engineering team that included Tanya Miller, 18 Dennis Rebelein and Jessica Weinkauf to present the rate study. 19 Council member Ward left the meeting at 5:10 p.m. 20 EXECUTIVE SESSION 21 Motion by Nilson, second by Novstrup, to go into executive session to discuss legal and 22 contractual matters (SDCL 1-25-2(3) and (4)). Voice vote to approve, all present voting aye, 23 motion carried. The council moved into executive session at 5:14 p.m. 24 Council member Nilson left the meeting at 5:54 p.m. 25 Motion by Johnson, second by Ekanger, to end executive session and return to open 26 meeting. Voice vote to approve, all present voting aye, motion carried. The council returned to 27 open meeting at 5:55p.m. 28 ADJOURNMENT 29 There being no further business, motion by Johnson, second by Ekanger, to adjourn the 30 meeting. Voice vote to adjourn, all present voting aye, motion carried.
