Aberdeen City Planning Commission January 15, 2019 MINUTES ABERDEEN CITY PLANNING COMMISSION January 15, 2019 The City Planning Commission was called to order by Chairman Dean Marske. Members present at roll call were Woodward, Cogley, Lien, Schumacher, and Marske. Mitchell and Mettler were absent. Also present were Brett Bill, Planning & Zoning Director, Eric Miller, City Planner, and Ken Hubbart, City Planner. Woodward moved and Lien seconded to approve the minutes of December 18, 2018, all members voting aye, the motion carried. OPEN FORUM – No one was present. There being no old business Chairman Marske began with new business as follows: 1) A preliminary and final plat described as “Ladner’s First Addition to the City of Aberdeen, in the SW ¼ of Section 13, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 402 2nd Ave SW and 402 3rd Ave SW) was submitted by Jared & Kelly Ladner and Dennis & Mary Ladner. Eric Miller stated that the petitioners are requesting this preliminary and final plat in order to create three legal parcels form multiple underlying lots and previously vacated public alley right-of-way. At their November 8, 2018 meeting, the Aberdeen Board of Zoning Adjustment approved the petitioners appeal to permit the construction of a mini-warehouse facility to be located on Proposed Lot 1. Following discussion Cogley moved and Schumacher seconded to approve with the stipulation that the petitioners have sidewalks installed, where missing, along all platted right-of-way within five years of the plat filing date. Upon roll call, all members voting aye, the motion carried. 2) A preliminary and final plat described “Harr Auto Body First Addition to the City of Aberdeen, in the S ½, SW ¼ of Section 16, T123N-R63W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 225 BC Hwy 19 South) was submitted by HDZ Properties, LLC & James C. Harr Real Estate, LP. Eric Miller stated that the petitioners are requesting this preliminary and final plat in order to clarify the property’s legal description thus allowing for commercial development. Following discussion Cogley moved and Lien seconded to approve with the stipulation that the petitioners have sidewalk installed, where missing, along all platted rights-of-way within five years of the plat filing date. Upon roll call, all members voting aye, the motion carried. There being no further business before the Commission, Lien moved and Schumacher seconded to adjourn the meeting, all members voting aye, the motion carried. Adjournment FORMAT GUIDELINES: 1) Open forum provides an opportunity for the public to address the Aberdeen City Planning Commission with questions, concerns or comments on items, which are not on the agenda. Citizens are asked to sign up to speak prior to the open forum portion of the meeting. Open forum will be limited to 10 minutes (if no one is in attendance for the open forum, the regular meeting may begin) unless a majority of the Aberdeen City Planning Commission agrees to extend the time period. The open forum may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open forum will not be used as a time for problem solving or reacting to the comments made, but, rather for hearing the citizen for informational purposes. The Aberdeen City Planning Commission may respond with request for city management to follow up and report back on any issue raised during the public address time. A presentation may not exceed two minutes in duration. 2) ADA Compliance: The City of Aberdeen fully subscribes to the provisions of the American ’s With Disabilities Act.
