ABERDEEN CITY PLANNING COMMISSION
February 19, 2019
The City Planning Commission was called to order by Chairman Dean Marske. Members
present at roll call were Schumacher, Mitchell, Lien, Marske, Woodward, Cogley, and Mettler.
Also present were Brett Bill, Planning & Zoning Director, Ken Hubbart, City Planner, and Paula
Nelson, Planning Commission Secretary.
Schumacher moved and Cogley seconded to approve the minutes of January 15, 2019, all
members voting aye, the motion carried.
OPEN FORUM – No one was present.
There being no old business Chairman Marske began with new business as follows:
1) Public Hearing Concerning the Discussion and Possible Adoption of Resolution 19-03-
01R Recommending Adoption of the Comprehensive Plan and Major Street Plan entitled
“City of Aberdeen Growth Plan: A Comprehensive Plan for 2045.” Brett Bill stated that a
presentation of the city of Aberdeen Growth Plan was presented to the Joint City/County
Planning Commission by Stantec Consulting, Ltd on December 18, 2018. Within that
presentation Stantec highlighted and outlined the purpose of guiding and accomplishing a
coordinated, adjusted and harmonious development of the City of Aberdeen. That future
growth and development will be in accordance with existing and future needs and will
promote comprehensive growth for the City of Aberdeen.
Chairman Marske opened the public hearing. There being no attendees to speak,
Chairman Marske closed the public hearing. Following discussion Woodward moved and
Cogley seconded to approve Resolution 19-03-01R and recommend approval and
adoption of the Comprehensive Plan and Major Street Plan by the City Council, all
members voting aye, the motion carried.
There being no further business before the Commission, Schumacher moved and Mitchell
seconded to adjourn the meeting, all members voting aye, the motion carried.

FORMAT GUIDELINES:
1) Open forum provides an opportunity for the public to address the Aberdeen City Planning Commission with
questions, concerns or comments on items, which are not on the agenda. Citizens are asked to sign up to speak
prior to the open forum portion of the meeting. Open forum will be limited to 10 minutes (if no one is in attendance
for the open forum, the regular meeting may begin) unless a majority of the Aberdeen City Planning Commission
agrees to extend the time period. The open forum may not be used to make personal attacks, to air personality
grievances, to make political endorsements, or for political campaign purposes. Open forum will not be used as a
time for problem solving or reacting to the comments made, but, rather for hearing the citizen for informational
purposes. The Aberdeen City Planning Commission may respond with request for city management to follow up
and report back on any issue raised during the public address time. A presentation may not exceed two minutes in
duration.
2) ADA Compliance: The City of Aberdeen fully subscribes to the provisions of the American ’s With Disabilities Act. If
you desire to attend this public meeting and are need of special accommodations, please notify the City Planning &
Zoning Office at least 8 hours prior to the meeting so appropriate auxiliary aids and services can be made
available. The Aberdeen City Planning Commission meets monthly on the third Tuesday of each month at 7:00
p.m.
3) A copy of the subject matter on the Aberdeen City Planning Commission meeting agenda is available for public
distribution at the City Planning & Zoning Office and available on the City ’s website @ www.aberdeen.sd.us .
