ABERDEEN CITY PLANNING COMMISSION
December 17, 2019
The City Planning Commission was called to order by Acting Chairman Ward
Schumacher. Members present at roll call were Schumacher, Woodward, Mettler,
Mitchell, and Cogley. Absent were Marske and Lien. Also present were Brett Bill,
Planning & Zoning Director, Eric Miller, City Planner, Ken Hubbart, City Planner, and
Paula Nelson, Planning Commission Secretary.
Woodward moved and Mitchell seconded to approve the Aberdeen City minutes of
November 19, 2019 (this reflects the corrected date change), all members voting aye,
the motion carried.
OPEN FORUM – No one was present.
There being no old business Acting Chairman Schumacher began with new business as
follows:
1) Permission to partially finish the basement in a home located in a (C-1)/R-4)
Neighborhood Commercial/Special Density Residential District @ 1207 Main St S
was submitted by Matthew Klundt. Eric Miller stated that the petitioner is
requesting permission to partially finish a basement on a home which is located
in a (C-1/R-4) Neighborhood Commercial/Special Density Residential District. A
permit was issued for this work November 18, 2019. A petition to rezone this
property to the (R-2) Medium Density Residential District was submitted at the
time the permit was issued. Following discussion Cogley moved and Mettler
seconded to approve, all members voting aye, the motion carried.
Lien entered the meeting at this time.
2) A petition to rezone from (C-1/R-4) Neighborhood Commercial/Special Density
Residential District to (R-2) Medium Density Residential District for property
described as “The North 20’ of Lot 10 and the South 20’ of Lot 11, Block 37,
Thomas Addition of the City of Aberdeen, in the NW ¼ of Section 24, T123N-
R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 1207 Main St S) was
submitted by Matthew Klundt. Eric Miller stated that the petitioner is requesting
permission to rezone in order to bring his property into a zoning district that is
more consistent with its use as a single-family residence. Following discussion
Woodward moved and Lien seconded to approve, all members voting aye, the
motion carried.
3) A petition to rezone from (R-3) High Density Residential District to (C-2) Highway
Commercial District for property described as “The East 47.4’ of Lots 7-9, Block
37, Bennett & Thomas Addition in Aberdeen, in the NW ¼ of Section 13, T123N-
R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 114 Second Ave
NW) was submitted by Randy Weber. Eric Miller stated that the petitioner is

requesting permission to rezone in order to adhere to the conditions of their
approval to store vehicles at this location. At their November 8, 2019 meeting,
the Aberdeen Board of Zoning Adjustment approved the petitioner’s appeal to
allow the open storage of vehicles at this location. That board stipulated that the
petitioner would need to rezone and replat this property. A plat combining this
parcel with Lot 1, Weber’s 1st Corner Subdivision is currently being prepared but
has not yet been received by our department. Following discussion Mitchell
moved and Mettler seconded to approve with the stipulation that a plat to
combine this parcel with Lot 1, Weber 1st Corner Subdivision is approved and
filed. Upon roll call, all members voting aye, the motion carried.
4) A preliminary and final plat described as “Rent All Second Addition to the City of
Aberdeen, in the NW ¼ of Section 13, T123N-R64W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 702 and 706 Second St N and 123 Eighth Ave
NW) was submitted by Jeffrey Weismantel. Jeff Weismantel was present to
represent the property. Eric Miller stated that the petitioner is requesting this
preliminary and final plat in order to combine multiple underlying lots into one
parcel to allow for future commercial development. The petitioner also has
submitted a petition to rezone this parcel in conjunction with the plat. Following
discussion Cogley moved and Lien seconded to approve with the stipulation that
the accompanying petition to rezone Proposed Lot 1 is also approved. Upon roll
call, all members voting aye, the motion carried.
5) A petition to rezone from (C-1) Neighborhood Commercial District and (C-2)
Highway Commercial District to (C-1) Neighborhood Commercial District for
property described as “Proposed Lot 1, Rent All Second Addition to the City of
Aberdeen, in the NW of Section 13, T123N-R64W of the 5th P.M., Brown County,
South Dakota,” (a.k.a. 702 and 706 Second St N and 123 Eighth Ave NW) was
submitted by Jeffrey Weismantel. Jeff Weismantel was present to represent the
property. Eric Miller stated that the petitioner is requesting this petition to rezone
in order to eliminate the split zoning that resulted when they platted their four lots
into one legal parcel. Following discussion Woodward moved and Cogley
seconded to approve, all members voting aye, the motion carried.
6) A preliminary and final plat described as “Wood’s Third Addition to the City of
Aberdeen, in the NE ¼ of Section 23, T123N-R64W of the 5th P.M., Brown
County, South Dakota.” (a.k.a. Wood’s Third Addition to the City of Aberdeen, in
the NE ¼ of Section 23, T123N-R64W of the 5th P.M., Brown County, South
Dakota,” (a.k.a. 640 Ninth Ave SW) was submitted by Wagner Holdings, LLC.
This item was withdrawn by the petitioners. No action was taken.
7) A preliminary and final plat described as “Avera St. Luke’s 2nd Subdivision in
Aberdeen, in the SE ¼ of Section 13, T123N-R64W of the 5th P.M., Brown
County, South Dakota,” (a.k.a. 601 Second Ave SE and 215 State St S) was
submitted by Avera St. Luke’s Hospital. Eric Miller stated that the petitioner is
requesting this preliminary and final plat in order to combine multiple underlying
lots and previously vacated rights-of-way into one legal parcel. Following

discussion Lien moved and Mettler seconded to approve, all members voting
aye, the motion carried.
8) A preliminary and final plat described as “Link First Consolidation Subdivision of
Lot 2, Rolling Hills Village Fourth Addition, Aberdeen, in the NW ¼ of Section 14,
T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 526 Stewart
Dr) was submitted by Marty and Lisa Link. Eric Miller stated that the petitioner is
requesting this preliminary and final plat in order to combine previously vacated
right-of-way with their lot into one legal parcel. Following discussion Woodward
moved and Mitchell seconded to approve, all members voting aye, the motion
carried.
There being no further business before the Commission, Mitchell moved and Mettler
seconded to adjourn the meeting, all members voting aye, the motion carried.

FORMAT GUIDELINES:
1) Open forum provides an opportunity for the public to address the Aberdeen City Planning Commission with questions,
concerns or comments on items, which are not on the agenda. Citizens are asked to sign up to speak prior to the open
forum portion of the meeting. Open forum will be limited to 10 minutes (if no one is in attendance for the open forum, the
regular meeting may begin) unless a majority of the Aberdeen City Planning Commission agrees to extend the time period.
The open forum may not be used to make personal attacks, to air personality grievances, to make political endorsements,
or for political campaign purposes. Open forum will not be used as a time for problem solving or reacting to the comments
made, but, rather for hearing the citizen for informational purposes. The Aberdeen City Planning Commission may respond
with request for city management to follow up and report back on any issue raised during the public address time. A
presentation may not exceed two minutes in duration.
2) ADA Compliance: The City of Aberdeen fully subscribes to the provisions of the American ’s With Disabilities Act. If you
desire to attend this public meeting and are need of special accommodations, please notify the City Planning & Zoning
Office at least 8 hours prior to the meeting so appropriate auxiliary aids and services can be made available. The
Aberdeen City Planning Commission meets monthly on the third Tuesday of each month.
3) A copy of the subject matter on the Aberdeen City Planning Commission meeting agenda is available for public distribution
at the City Planning & Zoning Office and available on the City ’s website @ www.aberdeen.sd.us .
