Aberdeen City Planning Commission November 17, 2020 MINUTES ABERDEEN CITY PLANNING COMMISSION November 17 , 2020 The City Planning Commission was called to order by Acting Chairman Ward Schumacher. Members present at roll call were Woodward, Mettler, Schumacher, and Marske via telephone. Absent were Cogley, Mitchell, and Lien. Also present were Brett Bill, Planning & Zoning Director, and Eric Miller, City Planner. Mettler moved and Woodward seconded to approve the Aberdeen City minutes of October 20, 2020, all members voting aye, the motion carried. OPEN FORUM – No one was present. There being no old business Acting Chairman Schumacher began with new business as follows: 1) A preliminary and final plat described as “Korf First Addition to the City of Aberdeen, in the SW ¼ of Section 24, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 1748 First Street South) was submitted by Lois J. Korf. Eric Miller stated that the petitioner is requesting this preliminary and final plat in order to combine multiple underlying lots into one legal parcel to clarify the property’s legal description and to allow for possible future construction. Following discussion Woodward moved and Mettler seconded to approve, all members voting aye, the motion carried. 2) A preliminary and final plat described as “Behrens First Addition to the City of Aberdeen, in the NE ¼ of Section 23, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 501 & 521 Sixth Ave SW) was submitted by South Dakota Real Estate & Liability Company and J&J Holding LLC. Eric Miller stated that the petitioners are requesting this preliminary and final plat in order to split the underlying lot to create separate legal parcels for each of the two existing structures. The owners of the structure located on Proposed Lot 1 (NAPA) obtained a building permit for a commercial addition prior to platting. Following discussion Mettler moved and Woodward seconded to approve, all members voting aye, the motion carried. 3) A petition to rezone from (I-2) Unrestricted Industrial District to (C-3/R-4) Central Business/Special Density Residential District for property described as “Lots 1 & 2, Block 16, Original Plat of Aberdeen, in the SW ¼ of Section 13, T123N-R64W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 6 First St S) was submitted by Ron Wagner & Frank Infante. Eric Miller stated that the petitioners are requesting permission to rezone in order to bring the property into a zoning district that allows for a mix of residential and commercial uses. The property is currently utilized as an automotive detailing business and the petitioners would like to add a residence to the second story of the structure. Following discussion Marske moved and Woodward seconded to approve, all members voting aye, the motion carried. 4) A preliminary and final plat described as “Scott Ganje Consolidation Subdivision to the City of Aberdeen, in the NW ¼ of Section 19, T123N-R63W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 817 High St S) was submitted by Scott Ganje. Eric Miller stated that the petitioner is requesting this preliminary and final plat in {00070261.DOC / 1} 1 Aberdeen City Planning Commission November 17, 2020 order to combine multiple underlying lots into one legal parcel to allow for the construction of a detached garage. The petitioner has already obtained a building permit for this project. Following discussion Woodward moved and Mettler seconded to approve, all members voting aye, the motion carried. 5) A preliminary and final plat described as “Schlosser’s First North-View Addition to the City of Aberdeen, in the SW ¼ of Section 7, T123N-R63W of the 5th P.M., Brown County, South Dakota,” (a.k.a. 1015 Twelfth Ave NE) was submitted by Harv & Leota M. Schlosser. Eric Miller stated that the petitioner is requesting this preliminary and final plat in order to combine multiple underlying lots into one legal parcel in order to clarify the property’s legal description. Following discussion Woodward moved and Marske seconded to approve, all members voting aye, the motion carried. There being no further business before the Commission, Woodward moved and Marske seconded to adjourn the meeting, all members voting aye, the motion carried. Adjournment FORMAT GUIDELINES: 1) Open forum provides an opportunity for the public to address the Aberdeen City Planning Commission with questions, concerns or comments on items, which are not on the agenda. Citizens are asked to sign up to speak prior to the open forum portion of the meeting. Open forum will be limited to 10 minutes (if no one is in attendance for the open forum, the regular meeting may begin) unless a majority of the Aberdeen City Planning Commission agrees to extend the time period. The open forum may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open forum will not be used as a time for problem solving or reacting to the comments made, but, rather for hearing the citizen for informational purposes. The Aberdeen City Planning Commission may respond with request for city management to follow up and report back on any issue raised during the public address time. A presentation may not exceed two minutes in duration. 2) ADA Compliance: The City of Aberdeen fully subscribes to the provisions of the American ’s With Disabilities Act. If you desire to attend this public meeting and are need of special accommodations, please notify the City Planning & Zoning Office at least 8 hours prior to the meeting so appropriate auxiliary aids and services can be made available. The Aberdeen City Planning Commission meets monthly on the third Tuesday of each month. 3) A copy of the subject matter on the Aberdeen City Planning Commission meeting agenda is available for public distribution at the City Planning & Zoning Office and available on the Cit y’s website @ www.aberdeen.sd.us .
