ORDINANCE NO. 399-2024 ratifying the actions of the Director of Public
Service in contracting with Cardinal Environmental for emergency services to
restore residential basements after the August 2024 storm event; and declaring an

ORDINANCE NO. 400-2024 authorizing the Mayor, or his designee, to enter
into a contract or contracts for the purchase of police firearm replacements; and

ORDINANCE NO. 401-2024 authorizing the issuance and sale of notes in a
maximum principal amount of $3,100,000, in anticipation of the issuance of
bonds, to pay the costs of acquiring and equipping motor vehicles, composting
equipment and other equipment for certain Divisions in the City; and declaring
an emergency. Vote: 12-0.
ORDINANCE NO. 402-2024 authorizing the issuance and sale of notes in a
maximum principal amount of $3,000,000, in anticipation of the issuance of
bonds and in anticipation of the collection of special assessments heretofore
levied, to retire notes issued for the purpose of paying the property owners’
portion of the costs of paving, grading, constructing, reconstructing and installing
curbs, concrete sidewalks, storm sewers, sanitary sewers and water mains, all
together with the necessary appurtenances thereto, to serve the Residences at
Good Park Subdivision in accordance with a petition submitted by NDC Good
Park, LLC; and declaring an emergency. Vote 11-0. (DeShazior abstained)
ORDINANCE NO. 403-2024 authorizing the issuance and sale of notes in a
maximum principal amount of $1,700,000, in anticipation of the issuance of
bonds, to retire notes issued for the purpose of providing funds to pay the costs of
the acquisition of certain real property in Coventry Township; and declaring an
emergency. Vote: 12-0.
ORDINANCE NO. 404-2024 authorizing the issuance and sale of notes in a
maximum principal amount of $5,000,000, in anticipation of the issuance of
bonds, to pay the costs of improving municipal buildings and facilities in the City
by constructing, reconstructing, renovating, repairing roofs, remodeling,
relocating, making site and other improvements, planning and designing facilities
and acquiring and installing related equipment, all as applicable, designated or to
be designated by the Director of Public Services; and declaring an emergency.

ORDINANCE NO. 405-2024 authorizing the issuance and sale of notes in a
maximum principal amount of $5,000,000, in anticipation of the issuance of
bonds, to retire notes issued to pay the costs of the renovation of the Oliver
Ocasek Building for use as office facilities for the City and the State and for use

as the new Akron Municipal Court administrative facilities; and declaring an
emergency. Vote: 12-0.
ORDINANCE NO. 406-2024 authorizing the issuance and sale of notes in a
maximum principal amount of $3,000,000, in anticipation of the issuance of
bonds, to pay the costs of improving the City’s municipal parks and recreational
system by constructing, improving, and equipping parks and recreational
facilities; and declaring an emergency. Vote: 12-0.
ORDINANCE NO. 407-2024 authorizing the issuance and sale of notes in a
maximum principal amount of $40,000,000, in anticipation of the issuance of
bonds, to retire notes issued for the purpose of providing funds to pay the costs of
various improvements in the City; and declaring an emergency. Vote: 12-0.
ORDINANCE NO. 408-2024 authorizing the issuance and sale of notes in a
maximum principal amount of $12,000,000, in anticipation of the issuance of
bonds, to pay the costs of constructing, reconstructing, and otherwise improving
certain streets in the City; and declaring an emergency. Vote: 12-0.
ORDINANCE NO. 409-2024 authorizing the Mayor to accept the Continuum of
Care Planning Grant funds from the U.S. Department of Housing and Urban
Development; authorizing the Director of Planning and Urban Development to
enter into all necessary contracts for the operation and term of the programs; and
declaring an emergency. Vote: 12-0.
RESOLUTION NO. 410-2024 approving and confirming the appointment of
Gabriel Forte, Brittany Robinson, Patrick Gsellman, and Jacqui Ricchiuti, and
the reappointment of Patricia Wyatt, as members of the Akron Tree Commission;
and declaring an emergency. Vote: 12-0.

1 ORDINANCE providing for the issuance and sale of notes in a
principal amount not exceeding $13,000,000 to pay the property
owners’ portion, in anticipation of the levy and collection of
special assessments, of the cost of improving certain streets in
the City, between certain termini, by providing street-cleaning
services and street lighting; and declaring an emergency.
2 ORDINANCE authorizing the issuance and sale of notes of the
City in the maximum principal not to exceed $5,200,000, to
retire the City’s $5,163,705.56 Taxable Economic Development

Revenue Note, Series 2023 (AES System Improvement
Projects) previously issued under Section 13 of Article VIII of
