3-A 2016-3456 PLN16-0454 - 3284 Central Avenue - Applicant: Joanna Bianchi for
Michelle Labrador. A public hearing to consider a use permit to allow
an approximately 520 square-foot second unit pursuant to Alameda
Municipal Code (AMC) 30-4.1(b)(9). The public hearing will also
consider design review for the replacement and addition of windows and
doors located on the sides and rear elevations of the home. The
property is located within the R-2 (Two Family Residential) zoning
district. The property is listed on the Historical Building Study List with
an “S” designation. This project is categorically exempt from the
California Environmental Quality Act (CEQA).

3-B 2016-3457 PLN16-0431 - 1310 Central Ave - Nissan Saidian and Leon
Zekster: A public hearing to consider a modification to a previously
approved Use Permit to allow non-automotive retail sales at an
existing gas station. The applicant requests permission for the sale
of non-automotive products in an existing 170 square foot cashier’s
area. This project is categorically exempt from the California
Environmental Quality Act (CEQA) per Section 15301 - permitting
use of existing structures that involves negligible expansion of
existing use. Applicant has withdrawn the application.
