CITY OF ALBANY COMMISSION ON HUMAN RIGHTS MEETING MINUTES CITY HALL 24 EAGLE STREET, ALBANY, NY March 16, 2023 Opening: The March 16, 2023, meeting was called to order at 6:07 p.m. by Chair Aaron Moore. Present: Aaron Moore, chair Thomas Mueller, vice chair Thomas Richards, secretary Celia Evers Valerie Alexander-Moseley Jasmine Higgins (City of Albany) Raisi Mobele (City of Albany) Nairobi Vives (guest) Michele Andre (guest) Antoinette Santos (guest) Veneilya Harding (guest) Paul Collins Hackett (guest) Absent: Natisha Alexander, Rosie Love, Kate Shelley Quorom: Yes Approval of Prior Meeting Minutes: February 16, 2023, meeting minutes approved as distributed. Business from the Prior Meeting: Discussion on the Annual Award Ceremony, tentatively scheduled for Friday, June 2, 2023, at City Hall. 1 New Business: Presentation from Dr. Elizabeth Whalen, Commission, Albany County Department of Health, on Water Fluoridation deferred until the next meeting. Nairobi Vives, chair of the Albany Civilian Police Review Board (“CPRB”), and colleagues presented on the work, goals, and mission of the CPRB, including a review of the disciplinary matrix under development, the ongoing survey and request for public comment, the meetings held biweekly on Wednesdays at Albany Law School, and the timeline for this work. Discussion followed on topics including community policing and collaboration between the Commission and the CPRB. Commissioners are requested to send nominations for new commissioners to the executive director. No public comments were received before or submitted during the meeting. The Commission will next meet on Tuesday, April 11, 2023.
