CPRB PUBLIC REGULAR MEETING MINUTES Thursday March 13, 2025 – 6:00 PM Albany Community Police Review Board Meeting Minutes Tuesday March 13, 2025 A. Call to Order Chair Vives called the regular monthly meeting of the CPRB to order at 6:00pm. The entire meeting can be viewed here. B. Roll Call a. Chair Vives - present b. Member Collier – absent – excused by Chair Vives C. Approval of Minutes – January 9, 2025 a. Chair Vives moved to approve meeting minutes, Secretary Levendosky seconded the motion. b. Vote Count i. Affirmative – 7 – all members present ii. Against – 0 iii. Abstained – 0 D. Changes to the Agenda No changes to the agenda. E. Communication from the City of Albany a. Det. Lt. Rittie of the Office of Professional Standards reported that 16 complaints are in the process of supervisor review, soon to be closed. Six new complaints have been received since the January 9 meeting. OPS is improving the timeliness of their complaint review process and working to clear the backlog of complaints. Regarding the recent Officer involved shooting, Det. Lt. Rittie said the APD investigation is ongoing. Det. Lt. He also reported that a new class of officer recruits will be sworn in on May 5, 2025, and that the Citizen Police Academy will begin on April 16, 2025, as posted on the City’s website. F. Board Member Announcements a. Chair Vives welcomed Member Sowek to the CPRB. b. Member Sowek made a brief statement regarding her professional experience and her commitment to the community. G. Report from the Chair a. Chair Vives reported on the status of the hiring of the Program Director, that Board members had an opportunity to tour the new CPRB office space at 175 Central Avenue. Chair Vives thanked all the stakeholders and community partners for their support and their patience during the CPRB’s transition, discussed the reissuing of the RFP for the outside consultants. Chair Vives addressed the importance of prioritizing public safety and described meeting with the Mayoral candidates to determine their views on police oversight. Chair Vives also shared that several complaints come to CPRB that are out of their jurisdiction and identify different agencies that can assist with those complaints. H. Standing Committee Reports a. Bylaws and Rules No report. b. Community Outreach Member Collins-Hackett reported that he has met with several neighborhood organizations in the past few months to answer their questions and concerns, and to lay out the goals and procedures of the CPRB. Members Collins-Hackett and Santos participated on a zoom call with the South End Neighborhood Association. Member Collins-Hackett asked the SENA members to share CPRB information and public meeting schedules with their community, to boost public engagement. Member Collins-Hackett is also in discussions with a community group and the Albany Sheriff’s Department to possibly implement a County oversight board. Member Collins-Hackett talked about the Public Safety Series forum that the Mayor and The Chief of Police are holding in various locations around the city, to address community issues regarding public safety and to highlight the administrations accomplishments. Member Collins-Hackett advised that a CPRB Summer calendar of events is in the works. Vice Chair Santos attended one of the Public Safety Series events held at Giffen Elementary School on March 11, 2025. Investigation Review Secretary Levendosky reported that the Investigation Committee has been meeting regularly with the investigators to update the status of ongoing complaint investigations. Secretary Levendosky thanked Vice Chair Santos for organizing the CPRB complaint requests and updating CPRB data during the transition. d. Mediation Member Harden explained that two organizations are under consideration for Mediation contracts with the CPRB. These contracts are being reviewed and The Board is awaiting OPS recommendations in order to make a final decision. e. Police Department Liaison Member Harden reported that due to technical issues with the Zoom link, the Police Department Liaison meeting did not take place. f. Public Official Liaison Chair Vives reiterated her support for a successful fully functional mediation program and addressed Board members’ questions regarding advanced notice for the Public Safety Series. Chair Vives will connect with the Mayor and the Chief of Police to receive advance notice of community events that the Board would be interested in attending. Chair Vives announced that the Public Official Liaison Committee meetings will resume on March 25, 2025. I. Old Business No old business. J. New Business a. Consideration of Subpoenas i.
