A. Call to Order
Chair Vives called the April 10, 2025, monthly meeting of the CPRB to order at 6:00 pm.

a. Chair Vives moved to approve minutes, Secretary Levendosky seconded.

D. Changes to the Agenda
No changes to agenda were proposed.
E. Public Comment
a. Mr. Aurelio Rodriguez reported his dissatisfaction with the Board’s delayed
response to his complaints. He also criticized APD for not disclosing their
identities when requested by Albany citizens. Chair Vives directed Vice Chair
Santos to follow up with the complainant after the meeting.
F. Communication from the City of Albany
a. Det. Lt. Rittie reported six new complaints received by OPS since March 13, 2025,
meeting; nine complaints have been forwarded to OPS for final completion; three
complaints have been completed by OPS and will be forwarded to the CPRB; four
complaints that were under supervisor review from the last meeting have been
completed; and 15 new officers joined APD. He also discussed the successful

Investigations Committee meeting on April 3, 2025, with Vice Chair Santos and
Secretary Levendosky to coordinate the status of open complaints and officer
assignments. Both CPRB and APD parties should have the same information
regarding complaint status going forward.
G. Board Member Announcements
No announcements from Board members.
H. Report from the Chair
Chair Vives discussed the challenges the Board, APD and the public has faced during the
transition from the GLC to the City of Albany. Chair Vives gave an update on the CPRB
office opening and the CPRB Program Director being in place in the coming weeks. Chair
Vives advised that the complaint process will resume once staff is in place. Chair Vives
commended the Board members for their hard work.

b. Community Outreach
i. Chair Vives announced Village’s invitation to the CPRB to attend a
community event on April 25, 2025. The Chair will speak at the event and
encourage other members to attend.
c. Investigation Review
i. Secretary Levendosky reported that the Investigations Committee meeting
with OPS was productive and reported that 34 complaints are pending and
4 complaints are currently being investigated by CPRB. Secretary
Levendosky thanked OPS for working with the Board to update the status
of complaints and assignments.
d. Mediation
i. Chair Vives reported that Member Harden will reach out to APD to
determine the status of the Mediation agreement.
e. Police Department Liaison
No report
f. Public Official Liaison
No meetings scheduled of 2025. The Chair anticipates a meeting to occur in May
of 2025.

The Albany Community Police Review Board (CPRB) independently reviews and investigates
complaints of alleged misconduct committed by officers of the City of Albany Police Department
(APD). The CPRB is staffed by civilians, and it is not part of the APD.
The CPRB holds a working meeting open to the public on the second Thursday of every
month. CPRB’s monthly meetings provide a platform for community members to learn more
about the Board’s scope and priorities. Board members also use the meetings to review complaints,
ask questions, and share concerns about police-community relations in Albany neighborhoods.
Speaking at Board Meetings is open to all.
During board meetings, all members and guests are expected to show utmost courtesy towards
each other, speakers, and city employees. Refrain from making rude or derogatory remarks
reflecting negatively on the integrity of others or making abusive comments about their motives
or personalities.
Public Comment is an opportunity for members of the public to address the Community Police
Review Board on matters under their jurisdiction. Public comment is limited to three (3) minutes
per person out of courtesy to all community members who wish to speak. Members of the public
may submit written public comment on an upcoming agenda item by email to cprb@albanyny.gov.
Accommodations: CPRB provides accommodations upon request to persons with disabilities and
individuals who are limited English proficient who wish to address CPRB Board/Committee
matters. A request must be made within 48 hours in advance of a Board or Committee meeting,
depending on the service requested. Please contact the CPRB’s Office by email
