CPRB PUBLIC REGULAR MEETING MINUTES Thursday, May 22, 2025 – 6:00 PM Albany Community Police Review Board Meeting Minutes Thursday, May 22, 2025 A. Call to Order The May 22, 2025 regular monthly meeting of the CPRB was called to order by Chair Vives at 6:00 pm. The full meeting can be viewed here. B. Roll Call a. Chair Vives – Present b. Member Harden – Present C. Approval of Minutes – April 10, 2025 a. Chair Vives moved to approve the minutes. i. Vote Count 1. Affirmative – 5 – Vives, Harden, Santos, Levendosky, Sowek 2. Against – 0 3. Abstained – 0 D. Changes to the Agenda None E. Public Comment a. Chair Vives requested a moment of silence to honor the passing of Board member, Reverend Victor Collier. The Chair applauded Reverend Collier’s commitment to the Mediation process during his time on the Board. b. A complainant voiced thanks to the Program Director Schaaf for meeting him at the CPRB office and providing him confirmation of his complaints being received. He also expressed his concerns about the Board membership not acknowledging the receipt of his complaints in a timely manner c. The new CPRB Program Director Garrett Schaaf was introduced by Vice Chair Santos. Director Schaaf made brief remarks about joining the City and his belief about oversight being important. Rittie reported 10 new complaints received since last meeting, 15 new recruits were sworn in on May 5, 2025, and the CPRB close 9 cases. He also explained that APD’s recruitment and staffing efforts are ongoing. Det. Lt. Rittie relayed that OPS and CPRB had a productive Mediation program meeting on May 21, 2025, that OPS is currently reviewing cases that would help restart the Mediation program and that he recognizes the benefit of Mediation for future complaints. G. Board Member Announcements a. None H. Report from the Chair a. Chair Vives welcomed new Program Director and recognized former Program Manager Michele Andre. The Chair address board membership vacancies and encouraged community members to apply. Chair Vives offered her condolences to the Collier family. Chair Vives announced the complaint review will be reinstated soon. Chair Vives thanked Member Harden for representing CPRB at the annual NACOLE conference. I. Standing Committee Reports a. Bylaws and Rules i. Vice Chair Santos reported she and Member Harden are working to revise Bylaws and Rules. b. Community Outreach i. Member Collins-Hackett reported the committee is working to assist other communities in establishing an oversight program, specifically for the Albany County Sheriff’s Office and announced tabling event at the ALERT Family Day scheduled on July 19, 2025. c. Investigation Review i. Secretary Levendosky welcomed the Program Director and reported that in the coming weeks the executive team will strategize with the Program Director to improve the effectiveness of the complaint process. He also remarked about the two subpoenas to be considered during the meeting. d. Mediation i. Member Harden expressed thank you to the executive team for their dedication and OPS for their partnership and hard work establishing the Mediation program. She highlighted the importance of community input and how the hiring of the Program Director will assist the board in being more productive. Member Harden expressed gratitude was expressed for Rev. Collier and this mentorship. She also recapped NACOLE experience. e. Police Department Liaison i. Member Harden announced Secretary Levendosky will become committee chair in June. f. She thanked membership for their commitment to managing the CPRB complaint process and thanked the community for their patience and engagement during the transition.
