COMMON COUNCIL COMMITTEE MEETING FINANCE, TAXATION AND ASSESSMENT COMMITTEE Ginnie Farrell, Chair Meeting called by: Ginnie Farrell, Chair Date: 11-12-20 Time: 5:30PM Faye Andrews, Director, Albany Community Development Agency Mike Wheeler, Budget Director Nick Riley, Chief Financial Officer, Budget Office Invitees/Speakers Nick Blais, Budget Office David Galin, Chief of Staff, Mayor’s Office Brett William, Corporation Counsel Committee Members Farrell, Chair ☒ O’Brien ☒ Doesschate ☒ Robinson ☒ Balarin ☒ Present: Council Members Present: Igoe, Conti, Kimbrough and Hoey City Personnel Present: John-Raphael Pichardo and Michele Andre Minutes Agenda Item (s): Budget Discussion and possible vote on legislation RESOLUTION NUMBER 96.102.20R A RESOLUTION OF THE COMMON COUNCIL ESTABLISHING A CAPITAL RESERVE FUND TO BE KNOWN AS THE “URBAN PLANNING FUND” RESOLUTION NUMBER 97.102.20R A RESOLUTION OF THE COMMON COUNCIL ESTABLISHING A CAPITAL RESERVE FUND TO BE KNOWN AS THE RECREATION RENOVATIONS FUND” RESOLUTION NUMBER 98.102.20R A RESOLUTION OF THE COMMON COUNCIL ESTABLISHING A CAPITAL RESERVE FUND TO BE KNOWN AS THE “GENERAL SERVICES EQUIPMENT FUND” RESOLUTION NUMBER 99.102.20R A RESOLUTION OF THE COMMON COUNCIL ESTABLISHING A CAPITAL RESERVE FUND TO BE KNOWN AS THE “INFORMATION TECHNOLOGY EQUIPMENT FUND” RESOLUTION NUMBER 100.102.20R A RESOLUTION OF THE COMMON COUNCIL ESTABLISHING A CAPITAL RESERVE FUND TO BE KNOWN AS THE “POLICE VEHICLE & EQUIPMENT RESERVE FUND” RESOLUTION NUMBER 103.111.20R A RESOLUTION OF THE COMMON COUNCIL CONSENTING TO THE CREATION OF FIVE FULL TIME POSITIONS, WHICH WILL AFFECT SALARY TOTALS FOR THE 2020 BUDGET (HOUSING AND COMMUNITY DEVELOPMENT) ORDINANCE NUMBER 27.102.20 As Amended AN ORDINANCE ADOPTING THE BUDGET AS PRESENTED BY THE MAYOR ON OCTOBER 1, 2020, FOR FISCAL YEAR 2021 Questions and Discussion:  Council member Farrell called meeting to order.  Director Faye Andrew provided justification for Resolution 103.111.20R.  Council member Balarin made a motion to move Resolution 103.111.20R out of committee with a positive recommendation, which was seconded by Council Member O’Brien. The motion passed unanimously.  Chief Financial Officer Nick Riley provided justification for Capital Reserve account.  Resolution 96.102.20R, 97.102.20R, 98.102.20R and 100.102.20R will be withdrawn.  Resolution 99.102.20R is the Capital Reserve Fund not being withdrawn.  Council member Doesschate asked a question in which Nick Riley answered.  Council member Doesschate made a motion to move Resolution 99.102.20R out of committee with a positive recommendation, which was seconded by Council Member O’Brien. The motion passed unanimously.  Council member Doesschate, O’Brien, Balarin and Igoe asked questions in which Council member Balarin, Council member Farrell and David Galin responded to.  Council member Doesschate suggested amendments to the Attachment A for Resolution 110.102.20R (MC).  Attachment A should be attached to Ordinance 27.102.20.  Asst. Corporation Counsel Brett William asked a question in which Council member Doesschate answered.  Council member Conti and Council member Doesschate asked questions in which Council member Doesschate and Senior Legislative Aide Michele Andre responded to.  Council member Doesschate made statements regarding revenue and state aid in which Council member Farrell, Council member Conti, Council Balarin, Council member O’Brien and David Galin responded to.  Council member O’Brien made a motion to move Ordinance 27.102.20 As Amended (with one amendment on page 96) out of committee with a positive recommendation, which was seconded by Council Member Balarin. The motion passed unanimously.  Council member Doesschate made an informal recommendation to Resolution 110.112.20R (MC).  Council member Farrell thanked Committee members, Council member Conti and Council member Doesschate for their involvement in the budget process. Public Comment: There was no public comment. Adjourn: Council member Doesschate asked for a motion to adjourn, which was duly made, seconded by Council member O’Brien, and passed.
