SPENCER DEPARTMENT OF PLANNING AND DEVELOPMENT CONTACT: Erin Glennon Historic Resources Commission hrc@albanyny.gov Historic Resources Commission Meeting Date: Wednesday, June 17, 2020 Location: Zoom Videoconference Present Members: Hacker, Kaplan, McEneny, Myers, Pinckney Planning Staff: Glennon DISPOSITION OF CASES PROJECT # 00282 Application(s) COA # 0598 Property Address 25 Delaware Avenue Owner Albany Community Development Agency Historic District Center Square/Hudson Park After discussing the proposal to rehabilitate the existing 2-story historic structure and construct a rear 5-story addition, the Commission made the following recommendations during the Concept Review- • The basement window niches should be setback to match the setback of the first-floor windows or use a different colored parge on the niches than the basement parge finish; • Look at the basement window openings for ghost lines to help determine the opening setback; • Install sills or give the appearance of sills on the basement window niches; • Revise the proposed stucco color on the Northeast entrance to a darker color to help reduce the visual impact; • Composite siding should feature a smooth finish; • The exposed concrete rear, west wall should feature detailing or recesses that follow the four-bay pattern of the residential building to reduce the visual impact; • Explore using the random recessed pattern with the linear brick to provide visual relief; • Explore options to use architectural masonry block to reference the historic 2-story masonry building instead of linear brick; and • Members of the HRC will visit the site to inspect the existing conditions of the historic 2- story masonry building and provide Planning Staff with comments by Friday, June 26, 2020. 200 HENRY JOHNSON BOULEVARD | ALBANY, NEW YORK 12210 | (518) 465-6066
