The Commission has held two concept reviews discussing the details and the impact of the project on the
neighborhood, the Commission is satisfied that the project is headed in a positive direction. The HRC looks forward to
the next application after the Planning Board has made a determination and the HRC is able to finalize its action.
The Commission made the following enumerated recommendations at the July 1, 2020 concept review-
• Reconcile the proposed building’s scale at each end of the block so an informed judgement can be made
about the compatiblility of the proposed building’s height with the surrounding structures;
• Increase the height of the 1st floor by 1', while maintining the overall height of the proposed building. This can
be achieved by reducing the height of the 3rd floor;
• Increase the masonry pilasters at each end of the storefronts on buildings 1, 2, and 3. The blocks should be
increased to the point where there is greater definition of separation between each and breaks up the
continuity of the storefronts;
• Drop the 1st floor window sills down to the watertable to increase the presence of building 4;
• Increase the amount of glazing at the entry to building 5;
• Move the side, west elevation entry on building 6 to the front, north elevation;
• Explore options to add an entry door to the first floor of building 4; and
• Add a vertical recess or projection to create a shadow line below the cornice on building 4 to add verticality to
the building.
