After discussing the request to revise a previously approved Certificate of Appropriateness for the construction of a 3-story
mixed-use building, the Commission voted to approve the request with the following conditions-
Provide more horizontal storefront glazing at bays ‘A’ and ‘B’;
The storefronts at the first floor can feature more contemporary storefront members and glazing; and
The final storefront treatments for bays ‘A’ and ‘B’ must be submitted to Planning Staff for review.

After discussing the concept design for the conversion of a vacant church into a multi-unit residential building, the Commission
made the following recommendations and requested the following information-
The front entry steps and three entry doors are important character defining features and should be retained. The
applicant should correct the front elevation drawings to show that the existing material will be retained;
Consider making the proposed roof and dormer cladding the same color in order to reduce the visibility;
Where there are existing window mullions on the building, the shape and design should be retained or replicated;
If the applicant decides to pursue public funds for the project, they should discuss the project with the NYS Historic
Preservation Office; and
The applicant should provide more details on the proposed building materials.

Historic Resources Commission Meeting Disposition
March 17, 2022
After discussing the concept proposal to demolish the existing one-story brick structure and construct a new four-story structure
the Commission made the following recommendations and requested the following information-
The height of the proposed building is compatible with the surrounding historic district;
Consider incorporating elements such as, proportions, materials, colors, and textures from surrounding historic
structures;
Render the proposed building in the existing neighborhood context;
The proposed building should be treated as a new building and not made to look like a historic structure;
Consider adding a slight overhang to the roofline to reference a cornice;
The applicant should talk to the surrounding neighborhood associations and Historic Albany Foundation as the project
moves forward; and
The project will require a Phase 1A archaeological report.
