The documentation must be provided to the City of Albany staff for record retention; - Window pediments on the North elevation will be salvaged and reinstalled on the East, front elevation recreating the historic window pediment configuration, totally six wooden pediments on the East elevation. Where salvage is not possible, the applicant must recreate the pediment in the same shape, scale, style and design as the historic pediments; - Reshape and rebuild the roofline by changing the horizontal projection of the cornice by 4 inches inward to account for the addition of a 4 in gutter. The total horizontal projection of the newly shaped roofline and gutter must match the historic projection in total horizontal distance; and - Provide Planning Staff with additional information on the stoop and railing on the East, front elevation. Work with Planning Staff to develop an appropriate restoration plan for the stoop and railing to ensure it is compliant with all aspects of the USDO. Pearl St., 1 Teunis St, 36 Third Ave and 4 Teunis, 29 Third Ave, 33- 35 Third Ave, 47-57 Third Ave, 117 Clinton Ave, 20 Stephen St, 8-16 Teunis St, 22- 28 Teunis St, 15-25 Teunis St, 27-35 Teunis St. Owner Albany County Land Bank Applicant South Albany Scattered Site Redevelopment Project Historic District South End-Groesbeckville After discussing the workshop item, the Commission recommends the following: - The applicant should consider varying the window lite across the project and include more 1-over-1 windows to evoke a more modern structure; - The applicant should consider varying the color of the awnings above the structures to produce more variation in the buildings especially in locations where similar buildings are being constructed; - The applicant should consider revising their color pallet to vary the structures color especially in locations where identical buildings are being constructed next to or near one another; - The applicant should consider reducing the use of board and batten and revise the exterior cladding to be more consistent with architectural styles found within Albany; - The applicant should consider using a stamp or form in order to provide texture and reduce the bare nature of the concrete cheek wall on all large stoops; - The applicant should update their sets to be per Certificate of Appropriateness and not divided by the Development Plan Review number; - The applicant should ensure all documentation is fully labeled and addressed correctly; - The applicant should include renderings of the streetscape with updated renderings of the proposed structures; and; - The applicant should provide the Commission with physical material samples and photos of the board and batten siding system installed in similar projects.
