MEETING MINUTES Meeting of the Albany Municipal Civil Service Commission held on Wednesday, March 1, 2023 at 4:30pm in the Mayor’s Conference Room ATTENDEES: Thomas McNaughton, Commissioner and Chair Michael Cassidy, Commissioner Akosua Yeboah, Commissioner Tatiana Diaz, City of Albany- Human Resources Manager Philip Banaszek, City of Albany- Assistant Corporation Counsel Guest: Mary Coons, Albany Public Library I. Call to order Meeting was called to order at 4:37 PM II. Approval of January 25, 2023 meeting minutes Commissioner Yeboah made a motion to accept the January 25th, 2023 meeting, the motion was seconded by Commissioner Cassidy. Commissioner McNaughton proposed moving agenda item V. Library Assistant #63-341 Non-Selection Appeal up to agenda items III., Commissioners Cassidy and Yeboah agreed. Meeting minutes reflect that change. III. Library Assistant #63-341 Non-Selection Appeal The Commission entered executive session at 4:45 to discuss the non-selection listed above. Commissioner McNaughton made a motion to deny the appeal; the motion was seconded by Commissioner Cassidy. IV. Amendment of Job Specifications  Director of Community Development  Junior Engineer  Junior Policy Analyst  Neighborhood Specialist Commissioner McNaughton made a motion to table the amendments for Director of Community Development and Neighborhood Specialist to the next meeting. The Commission requested more information on existing titles with minimum qualifications that include a high school diploma and for Commissioner Faye Andrews of the department of Neighborhood & Community Services to discuss the matter. VIII. Old Business None reported. IX. New Business  Department of Youth & Workforce Services exemption to Civil Service Rule XVI 3 (a) After reviewing supporting documentation, Commissioner McNaughton made a motion to deny the exemption request, the motion was seconded by Commissioner Cassidy. Commissioners McNaughton & Cassidy noted that Jonathan Jones, Commissioner of Youth & Workforce Services, and the employees involved in the matter could appeal at the next meeting.  Albany Public Library Exam Fee Suspension Request After hearing from Albany Public Library’s representative Mary Coons and reviewing an opinion from City of Albany Budget Director Gideon Grande, Commissioner Yeboah made a motion to waive Albany Public Library’s exam fees. The motion was seconded by Commissioner Cassidy. X. Adjournment Meeting adjourned at 5:29 pm. Next regular meeting: Wednesday, March 29,2023 4
