Approval of April 30, 2024 meeting minutes Commissioner Yeboah made a motion to approve the 4/30/24 meeting minutes. Motion approved by Commissioner Cassidy, motion passed and carried. Commissioner Cassidy made a motion to move Agenda item IV as the first order of business (see page 2). Motion approved by Commissioner Yeboah. Motion passed and carried. Commissioner Cassidy made a motion to move into Executive Session at 4:42pm to discuss confidential non-selection, disqualification and appeal personnel matters. Commissioner Yeboah seconded the motion. Motion passed and carried. II. Non-Selections/Disqualifications  Police Officer #65-684, Not Recommended for Hire after Psychological Medical Testing & Evaluation LG  Police Officer #65-684, Withdrew from processing Rebecca Alex Commissioner Cassidy made a motion to return to Regular Session at 4:46pm. Commissioner Yeboah seconded the motion. Motion passed and carried. Commissioner Cassidy made a motion to uphold all non-selections/disqualifications outlined in Agenda item II. Commissioner Yeboah seconded the motion. Motion passed and carried. The Commission notes that Non-Selection/Disqualifications for Police Officer list #65-684 candidate LG was on the basis of Medical Testing & Evaluation, not Psychological. Commissioner Cassidy made a motion to return to Executive Session at 4:47pm to discuss confidential Appeals personnel matters. Commissioner Yeboah seconded the motion. Motion passed and carried.  Commissioner Cassidy made a motion to return to Regular Session at 5:21pm. Commissioner Yeboah seconded the motion. Motion passed and carried. III. Appeals  Library Assistant #63-341 No Response to two successive canvass letters City of Albany Municipal Civil Service Rule XII (3):  Alexandra Gibson  Veronica Sprague  Sophie Terwilliger  Police Officer #65-684,  No Response to two successive canvass letters City of Albany Municipal Civil Service Rule XII (3): Yazan Alkhatib Ridhwan Rozell Correction: Only one canvass letter was sent out for Police Officer #65-684. Commissioners Cassidy and Yeboah made a motion to uphold the Non-selection/Disqualification of Yazan Alkhatib and Ridhwan Rozell and add their names back to the eligible list for the next round of canvassing.  Failed Physical Agility Test Nancy Santos  Poor Moral Character PE BK  Not Recommended for Hire after Psychological Testing & Evaluation TJ Commissioner Cassidy made a motion to uphold all appeals for Library Assistant #63-341 and add all candidates back to the eligible list. Commissioner Yeboah seconded the motion. Motion passed and carried. Please see correction to Agenda item III, bullet 2 above. Commissioner Cassidy made a motion to uphold the appeals for Police Officer #65-684 Yazan Alkhatib and Ridhwan Rozell and add them back to the eligible list for the next canvass. Commissioner Yeboah seconded the motion. Motion passed and carried. Commissioner Cassidy made a motion to deny the appeal for Police Officer #65-684 Failed Physical Agility Test, Nancy Santos. Commissioner Yeboah seconded the motion. Motion passed and carried. Commissioner Cassidy made a motion to deny the appeal for Police Officer #65-684 Poor Moral Character, candidates PE and BK. Commissioner Yeboah seconded the motion. Motion passed and carried. Commissioner Cassidy made a motion to deny the appeal for Police Officer #65-684 Not Recommended for Hire after Psychological Testing and Evaluation, candidate TJ. Commissioner Yeboah seconded the motion. Motion passed and carried. IV. Amendment of Job Specifications (Moved up to Agenda item I.)  Associate Director (APA) Commissioner Cassidy made a motion to accept the amendment of job specifications for Associate Director (APA). Commissioner Yeboah seconded the motion. Motion passed and carried. V. Adjournment Commissioner Cassidy made a motion to adjourn the meeting at 5:23pm. Commissioner Yeboah seconded the motion.
