I. Approval of February 12, 2025 meeting minutes Commissioner Yeboah made a motion to approve the 2/12/25 meeting minutes. Commissioners Cassidy and McLaughlin voted unanimously to approve the motion. Motion passed and carried. Commissioner Cassidy made a motion to amend the Agenda to move item IV up as the first order of business. Commissioners Yeboah and McLaughlin voted unanimously to approve the motion. Motion passed and carried. II. Commissioners Yeboah and McLaughlin voted unanimously to approve the motion. Motion passed and carried. Executive session began at 4:51pm. The commission returned to regular session at 4:52pm. Commissioner Cassidy made a motion to return to executive session to hear the in-person appeal of Yara Bonifacio. Commissioners Yeboah and McLaughlin voted unanimously to approve the motion. Motion passed and carried. Executive session began at 4:52pm. IV. Appeals ➢ Librarian I #63-485 • No Response to two successive canvass letters City of Albany Municipal Civil Service Rule XII (3): 1. Yara Bonifacio The commission returned to regular session at 5:00pm. Commissioner Yeboah made a motion to uphold the appeal of Yara Bonifacio and reinstate her name on the eligible list for Librarian I #63-  485. Commissioners McLaughlin and Cassidy voted unanimously to approve the motion. Motion passed and carried. Commissioner Cassidy made a motion to move into executive session to hear the in-person appeal of Halle Stout. Commissioner Yeboah and McLaughlin voted unanimously to approve the motion. Motion passed and carried. Executive session began at 5:01pm. ➢ Library Assistant #63-341 • No Response to two successive canvass letters City of Albany Municipal Civil Service Rule XII (3): 1. Halle Stout The commission returned to regular session at 5:14pm. Commissioner Cassidy made a motion to uphold the appeal of Halle Stout and reinstate her name on the eligible list for Library Assistant #63-341. Commissioners McLaughlin and Cassidy voted unanimously to approve the motion. Motion passed and carried. Commissioner Cassidy made a motion to move into executive session to discuss confidential personnel appeal information for Clerk Typist #10-018 and Police Officer #89059-010. Commissioners Yeboah and McLaughlin voted unanimously to approve the motion. Motion passed and carried. Executive session began at 5:15pm. ➢ Clerk Typist #10-018 • No Response to two successive canvass letters City of Albany Municipal Civil Service Rule XII (3): 1. Kira Sheldon ➢ Police Officer #89059-010 • Failed to Appear to Physical Agility Exam: 1. David Beital The commission returned to regular session at 5:24pm. Commissioner Cassidy made a motion to uphold the appeal of Kira Shelton and reinstate their name on the eligible list for Clerk Typist #10- 018. Commissioners McLaughlin and Cassidy voted unanimously to approve the motion. Motion passed and carried. Commissioner Cassidy made a motion to deny the appeal and uphold the non- selection/disqualification of David Beital. Commissioners McLaughlin and Cassidy voted unanimously to approve the motion. Motion passed and carried. V. Commissioners McLaughlin and Yeboah voted unanimously to approve the motion. Motion passed and carried. VI. Abolishment of Job Specification ➢ Senior Plumbing Inspector Commissioner Cassidy made a motion to abolish the job specification Senior Plumbing Inspector. Commissioner Yeboah seconded the motion. Commissioner McLaughlin voted against the motion. Motion passed and carried. VII. Creation of New Job Specifications ➢ Special Patrol Officer Commissioner Yeboah made a motion to approve the creation of new job specifications Special Patrol Officer. Commissioners Cassidy and McLaughlin voted unanimously to approve the motion. Motion passed and carried. VIII. Amendment of Job Specifications • Violence Prevention Coordinator Commissioner Cassidy made a motion to approve the amendment of job specifications for Violence Prevention Coordinator. Commissioners Yeboah and McLaughlin voted unanimously to approve the motion. Motion passed and carried. IX. New Business ➢ Special Meeting in April (9th-16th) X. Adjournment Commissioner Cassidy made a motion to adjourn the meeting. Commissioner Yeboah and McLaughlin voted unanimously to approve the motion. Meeting adjourned at 5:35pm.
